While there's some positive change in the shelter, serious problems remain. OC needs to be transparent about the
implementation (or not?) of the shelter's taxpayer -funded Strategic Plan. It also needs to value its experienced
volunteers, instead of restricting them to crowded walkways and yards deteriorating into mud pits.

"A jury unanimously found that the city of Santa Ana retaliated against Rita Ramirez for her refusal to
participate in the Santa Ana Police Department's (SAPD) gang -like loyalty tests and for speaking up about the
misogynistic treatment of women during her time as the highest ranking civilian employee at the police
department. The jury also unanimously found that the city failed to take steps to correct misconduct by
current and former SAPID top brass. Last Friday, the court awarded Ramirez $2.9 million in damages stemming
from the retaliation that ultimately pushed Ramirez out of her job as the Police Administrative Manager.
"The jury's decision marked the end of a trial that lasted over a month, which came after the three year long
civil lawsuit Ramirez filed on October 21, 2022 in the Orange County Superior Court.
"The case was one of several pending against the city of Santa Ana filed by current and former SAPID officers
that also allege retaliation, harassment or other workplace -related claims.
"Ramirez hopes that the verdict "serves as a wake up call to the city of Santa Ana to correct the endemic,
systemic problems that they have, to this day, failed to address."
"At the trial, testimony from Valentin, Rodriguez, former Deputy Chief Jose Gonzalez, Commander Maria
Lopez and others proved to the jury to be, literally, unbelievable."

with the city that gives him $300 per hour to cooperate in the ongoing cases. The contract is not listed on the
city's public documents portal. Barber revealed that an amendment to the contract was made specifically for
Ramirez's case, where his hourly rate for cooperation was increased to $350 per hour. On the stand, Valentin
stated he had not billed the city for any time yet."

arbitrary and capricious decision -making. Currently, the primary reason for the widespread hazards created by the
introduction of LED light sources is this distinct lack of public policy.
To bridge this gap and provide a legally robust set of standards, the Soft Lights Foundation has published a Proposed
Lighting Ordinance for California municipalities.
This document serves as a comprehensive framework to address light pollution, light trespass nuisance, workplace
safety, and disability access —issues that are increasingly relevant to the environmental and public health goals of cities
across our state. We are currently sharing this with government agencies across California for formal review and
adoption.

not care about us or our well-being, they are well trained.
Following protocol, I called again and left a message this morning. They said you were not in office. Out of
office.
On a third conference call this morning to your office, of the staff I requested a simple 30 minute meeting with
you, the entire office assured me you don't represent me, you were never my city attorney.

by City Councilmembers. At that time, I committed to request related information from the City and provide
Council an analysis of the data received and the policy itself. The results of this analysis, addressing
distributions from FY2021 thru FY2025, were separated by councilmember and Mayor and sent to each
individual on November 9t". You have had two months to provide corrections and input to my conclusions and
some of you did. I made the corrections you requested. For those who did not respond, I came to the
conclusion you read my statement that said, "No response required if you agree with the information."
I am now providing a final version of how those funds were distributed by all on the Council along with my
assessment of whether the distributions were made in accordance with the City Council Special Event
Sponsorship Policy, adopted and revised on February 5, 2019.
The purpose of this policy is "To establish a City Council Special Event Sponsorship Policy and guidelines for
disbursement of discretionary funds approved by City Councilmembers to sponsor city programs, services,
and special events produced by qualified nonprofit organizations and/or City recognized neighborhood
associations."
Attached you will find how $274,517 of discretionary funds were distributed from FY2021 thru FY2025. Out of
all these disbursements, the outlier to the policy was the $3000 provided to the Latino Muslim Unity - EID Fair
by Councilmember Lopez. In her closing remarks on October 7', she defended her actions on the the basis of
promoting diversity, implying that I don't. Nothing could be further from the truth. What I don't support is
using discretionary funds in a way that falls outside approved policy.
There is nothing wrong with supporting events in other cities. That is done regularly and should continue, but
the policy is clear in stating the "distribution of discretionary funds" is limited to "city programs, services, and
special events". The Latino Muslim Unity - EID Fair, an event held outside of Santa Ana, did not qualify for the
disbursement. Councilmember Lopez should be directed to refund the $3000 of Santa Ana taxpayer money
that was donated outside of policy guidelines.

Los Angeles California.
I had the pleasure and honor to work on the team with Jerry Allen & Associates to create
the Arts Master Plan for the City or Santa Ana in 2016-17. It was an opportunity and a
revelation to learn about and appreciate the vast wealth of arts and cultural resources
that are in the local Santa Ana community. Our mission was not to impose our expertise
on what is a healthy arts plan but to inculcate from the community itself what were their
priorities and needs, and to forge a plan that benefits the community. Thus, we needed

to create bridges with local leadership in all levels, from government officials to artists
and students.
I had the opportunity to work with a nexus of arts leaders and organizations and was
most fortunate to work with Victor Payan and Pocha Pena from United Artist of Santa
Ana. They demonstrated true insight into the value of arts and culture in the daily lives
of the people of Santa Ana and proved to be critically helpful in their overall contribution
of effort, including helping our team create pathways to different segments of the
community from the Bowers Museum to small grass roots organizations and individual
artists. They lent their effort and love of arts toward every step of our work. They were
vital in insuring that the Latinx community voice was a part of the vision and planning,
and they further helped us with meetings with a select group of gay and lesbian
interests as well as representatives from the handicapped and disabled arts, Spanish
speakers and non/arts community.
Leadership in the community is measured not merely by what you say but what you do,
who you help and support, and what you stand for to better the quality of life in any
community. I found Victor and Pocha to be seminal examples of community arts
leadership.
I have been heartened to witness that several elements of our 2017 plan for the city
have been instigated and come to fruition, although alas a few other aspects remain
dormant. But the design of the plan was to roll out in a manner that was practical and
beneficial to the city. I applaud the work of Victor and Pocha in creating a Historic Main
Street Cultural District plan that aligns with the Master Plan and is visionary and useful
in design, but I am sorry to hear it was not presented to the California Arts Council in
time for consideration of funding.
I am also disappointed to learn that the plan was undermined by a few opponents who
acted in their own self-interest rather than the public good, which the cultural district
plan had provided. I would advise that the Council in the future consider looking at the
work being done and not merely the accusations being made. I was at every public
meeting during our planning for the Master Plan, and I know very well who the hard
working and caring individuals were who gave effort and time and opinion, and who
worked with and collaborated with other arts leaders to create a blueprint that was
viable and inclusive. I did not see many of the detractors and naysayers stay around for
much real work, instead I saw real community leadership from Victor and Pocha. And
now with UASA plan I see the same vision and bold mission to make arts and culture
important in their city, and I thank them for being out front once again.
Although the plan was not presented to the California Arts Council for funding, it is a
visionary plan which holds language and action that is viable and can be achieved over
