Now, THRIVE has been awarded state funds to permanently acquire this site, and we are asking the City of Santa Ana to help make this the first CLT-owned asset in our City. Please direct staff to draft a purchase and sale agreement, accompanied by an Economic Subsidy Report, that will allow the City to accept THRIVE's offer of $852,000. The proposed subsidy and sale would result in a tremendously positive fiscal impact for the City. The City would generate $852,000 in unrestricted revenue directly to the General Fund. La Colmena has already proven to revitalize a vacant and blighted City -owned property into a vibrant community hub that improves the safety and quality of life of the surrounding neighborhood. The project has already generated at least 5 full-time jobs and more than 10 temporary jobs since opening, as well as over 30 jobs throughout the duration of construction. Through future programming and growth of existing businesses, THRIVE anticipates at least 10 additional part time jobs will be created as a result of the project over the next 5 years. In 2020, the City of Santa Ana approved a 99-year lease of this site to THRIVE, which includes an Option to Purchase — supporting the long term development of a community land trust strategy in Santa Ana. Over 300 CLTs throughout the United States provide opportunities for local communities to own and steward land, assuring access to affordable commercial spaces, urban farms, housing, and open spaces. As THRIVE prepares for additional projects in the coming years, the purchase and sale of La Colmena will mark a firm step in the establishment of the CLT model in Santa Ana. LOS - THRIVE.pdf 110011 de InGi/rid s w sm MM w ■■ ■■ January 20, 2026 Mayor Amezcua and City Councilmembers City of Santa Ana 20 Civic Center Plaza Santa Ana, CA 92701 Re: 1901 W. Walnut St. Land Acquisition Dear Mayor Amezcua and City Councilmembers, Esperanza Union de Inquilinxs Santa Ana expresses our strong support for THRIVE Santa Ana's efforts to purchase and permanently own the property located at 1901 W. Walnut Street. In April 2025, THRIVE and the City of Santa Ana celebrated the grand opening of La Colmena, the City's first Community Land Trust (CLT) project. Building on this important milestone, THRIVE has since been awarded state funding to permanently acquire the site. We respectfully urge the City to help make this property the first CLT-owned asset in Santa Ana by directing staff to prepare a purchase and sale agreement, along with the required Economic Subsidy Report, that would enable the City to accept THRIVE's offer of $852,000 for the property. This proposed sale would result in a highly positive fiscal and community impact for Santa Ana. The City would generate $852,000 in unrestricted revenue deposited directly into the General Fund. La Colmena has already demonstrated its value by transforming a long -vacant and blighted property into a vibrant community hub that enhances neighborhood safety, economic activity, and quality of life. The La Colmena project has generated at least five permanent, full-time jobs and more than ten temporary jobs, in addition to over thirty jobs created during the construction phase. Looking ahead, through expanded programming and the growth of existing small businesses, THRIVE anticipates the creation of at least ten additional part-time jobs over the next five years. In 2020, the City of Santa Ana approved a 99-year lease of the site to THRIVE, including an Option to Purchase, reflecting the City's commitment to the long-term development of a community land trust strategy. Across the country, more than 300 CLTs empower communities to collectively own and steward land, ensuring long-term access to affordable commercial spaces, housing, urban agriculture, and open space. Use caution when opening attachments or links. Dear Santa Ana City Council and Mayor, My name is Laura Pantoja, and I am the owner and an employee of La Milpa Cafe Coop. I am writing to support THRIVE Santa Ana's efforts to acquire 1901 W Walnut St. Following the successful grand opening of La Colmena in April 2025, THRIVE has been awarded state funds to permanently purchase this site. I urge the City of Santa Ana to facilitate this transition by directing staff to draft a purchase and sale agreement and an Economic Subsidy Report, allowing the City to accept THRIVE's offer of $852,000. The sale would provide a significant fiscal benefit by generating $852,000 in unrestricted revenue for the General Fund. Furthermore, La Colmena has already revitalized a previously vacant property into a community hub that enhances neighborhood safety and quality of life. The project has created over 45 jobs to date, with at least 10 additional part-time positions anticipated over the next five years. In 2020, the City approved a 99-year lease for this site that included an option to purchase. Finalizing this sale supports the long-term establishment of the community land trust (CLT) model in Santa Ana, ensuring permanent community stewardship of local land. Thank you for your consideration. Walnut St. Land Acquisition Dear Mayor Amezcua and Members of the Santa Ana City Council, The California Community Land Trust Network is a non-profit organization representing 50 nonprofit Community Land Trusts (CLTs) across the state of California, collectively stewarding well over $250 million of permanently affordable homes and community facilities, housing thousands of low- and moderate -income Californians. We are writing to express strong support for THRIVE Santa Ana's efforts to purchase and permanently own the property located at 1901 W. Walnut Street. In April 2025, THRIVE and the City of Santa Ana celebrated the grand opening of La Colmena, the City's first community land trust (CLT) project. Building on this milestone, THRIVE has now been awarded state funding to permanently acquire the site. We respectfully urge the City to help make this property the first CLT-owned asset in Santa Ana. Specifically, we ask that the City Council direct staff to prepare a purchase and sale agreement, along with the required Economic Subsidy Report, that would allow the City to accept THRIVE's offer of $852,000 for the property. Since opening, the project has generated at least five permanent, full-time jobs and more than ten temporary jobs, in addition to over thirty jobs created during the construction phase. As THRIVE advances additional projects in the coming years, the acquisition of La Colmena will represent a foundational step in establishing the CLT model in Santa Ana. We are writing to express strong support for THRIVE Santa Ana's efforts to purchase and permanently own the property located at 1901 W. Walnut Street. In April 2025, THRIVE and the City of Santa Ana celebrated the grand opening of La Colmena, the City's first community land trust(CLT) project. Building on this milestone,THRIVE has now been awarded state funding to permanently acquire the site. We respectfully urge the City to help make this property the first CLT-owned asset in Santa Ana. Specifically,we ask that the City Council direct staff to prepare a purchase and sale agreement, along with the required Economic Subsidy Report, that would allow the City to accept THRIVE's offer of$852,000 for the property. This proposed sale would result in a highly positive fiscal and community impact for Santa Ana. The City would generate $852,000 in unrestricted revenue deposited directly into the General Fund. La Colmena has already demonstrated its value by transforming a long-vacant and blighted property into a vibrant community hub that enhances neighborhood safety, economic activity, and quality of life. Since opening, the project has generated at least five permanent,full-time jobs and more than ten temporary jobs, in addition to over thirty jobs created during the construction phase. Looking ahead, through expanded programming and the growth of existing small businesses, THRIVE anticipates the creation of at least ten additional part-time jobs over the next five years. In 2020,the City of Santa Ana approved a 99-year lease of the site to THRIVE, including an Option to Purchase, reflecting the City's commitment to the long-term development of a community land trust strategy. Across the country, more than 300 CLTs empower communities to collectively own and steward land, ensuring long-term access to affordable commercial spaces, housing, urban agriculture, and open space. As THRIVE advances additional projects in the coming years, the acquisition of La Colmena will represent a foundational step in establishing the CLT model in Santa Ana. We respectfully ask that the City Council direct staff to prepare a purchase and sale agreement, along with the required Economic Subsidy Report, to allow the City to accept THRIVE's offer of$8.52,000 for the property. El Centro Cultural de Mexico is a nonprofit organization dedicated to bringing together Orange County's diverse community of immigrant workers, families, and students to support community-based organizing and initiatives that advance justice and equity. Since our founding in 1994, we have served as a vital community resource for cultural, educational, and artistic activities that strengthen identity, nurture local talent, and develop community-based leadership. We have worked alongside THRIVE Santa Ana since its founding. In 2020, the City of Santa Ana approved a 99-year lease for the site, including an Option to Purchase—demonstrating the City's long-term commitment to developing a community land trust strategy. Since then, THRIVE has collaborated closely with the City to advance a purchase agreement using funding awarded by the State of California through an Economic Development Pilot grant. Council approval is now needed to move forward with the purchase offer and to approve an economic subsidy reflecting the difference between the appraised land value prior to construction and its value following completion. We understand this item will be considered in closed session at the upcoming City Council meeting. At El Centro Cultural de Mexico, having a permanent, community-owned space has allowed us to train generations of community-based organizers working in health equity, housing justice, Page 2 youth leadership, immigrant rights, and worker organizing. Our building in downtown Santa Ana has become a central hub for social justice and community organizing across the city and throughout Orange County. We deeply understand the importance of spaces that are owned and governed by the community they serve. To date, the project has generated at least five permanent full-time jobs and more than ten temporary jobs, in addition to over thirty jobs created during the construction phase. Looking ahead, THRIVE anticipates creating at least ten additional part-time jobs over the next five years through expanded programming and the growth of existing small businesses. As THRIVE advances additional projects in the coming years, the acquisition of La Colmena will serve as a foundational step in establishing and strengthening the Community Land Trust model in Santa Ana and Southern California. Since opening, the project has generated at least five permanent, full-time jobs and more than ten temporary jobs,in addition to over thirty jobs created during the construction phase. We respectfully urge your support in helping secure La Colmena as a permanent community asset for the residents of Santa Ana. - Oswaldo Farias,Deputy Director of Resilience Orange County Becerra, Alexis From: Lidia Gaucin < Sent: Tuesday, January 20, 2026 2:59 PM To: eComment Cc: ricardo@thrivesantaana.org Subject: THRIVE Santa Ana Purchasing La Colmena. Now, THRIVE has been awarded state funds to permanently acquire this site, and we are asking the City of Santa Ana to help make this the first CLT-owned asset in our City. Please direct staff to draft a purchase and sale agreement, accompanied by an Economic Subsidy Report, that will allow the City to accept THRIVE's offer of$852,000. The proposed subsidy and sale would result in a tremendously positive fiscal impact for the City. The City would generate $852,000 in unrestricted revenue directly to the General Fund. La Colmena has already proven to revitalize a vacant and blighted City-owned property into a vibrant community hub that improves the safety and quality of life of the surrounding neighborhood. In 2020, the City of Santa Ana approved a 99-year lease of this site to THRIVE, which includes an Option to Purchase— supporting the long term development of a community land trust strategy in Santa Ana. Walnut Street. As you may know, Cooperacion Santa Ana has been a partner organization to THRIVE and the lead applicant in a collaborative grant that garnered the support of the State of California, for both the construction and purchase of the site. Cooperacion Santa Ana is growing an ecosystem necessary to support community wealth building and advance health equity. We support Santa Ana and Orange County residents by promoting, training, and equipping the development of worker cooperatives—small businesses owned and controlled by their workers—as a viable solution to create dignified, sustainable work that fosters community resilience. Cooperacion Santa Ana has the pleasure of working with the businesses at La Colmena.
