Today, we are proud to announce that a peer-reviewed scientific journal just
published a study by our volunteer data scientist, Michael Mavrovouniotis!
You can read the study HERE.
The study is about the "'length of stay" in animal shelters, which affects
animal welfare and shelter resources.
We all know that animals are stressed if they spend too long a period in the
shelter. If a shelter doesn't get animals adopted, or returned to the owner quickly
enough, the shelter can get overcrowded, often leading to sub-standard animal
care and euthanasia.
Michael's inspiration to conduct this study was because many shelters are
miscalculating their length of stay data. Sometimes, shelters do calculations that
are grossly misleading, because they only look at animals that already left the
shelter, and ignore long residents that are still in the shelter when the calculation
is being done. Michael uses statistical tools to solve this problem.
Using the study as a guide, shelters can finally do reliable, correct calculations on
their length of stay, which can help shape better shelter policy and
procedures. Animal shelter managers, policymakers, and researchers can benefit
from a close look at this study.
Michael's examples involve dogs in Orange County Animal Care (OCAC), a
county-run shelter in California that Michael knows well from previous research
studies.
In late 2019, 10% of incoming dogs stayed more than 32 days in the shelter. In
2022, that grew to 42 days. That shows an accumulation of dogs with very long
stays. An increase in length of stay translates proportionally to a change in shelter
resident count, which in turn increases dog housing, staffing, and veterinary care.
OCAC kept some COVID-19-era restrictions into 2022-2023, particularly in visitor
access and hours. These led to fewer adoptions and longer stays. Michael also
studied this and published another article we highlighted last year. His work
played a role in a decision by the county Board of Supervisors to restore visitor-
friendly access and adoption hours.

The new study calculates that the higher length of stay in 2022-2023 translated to
73 additional dogs being at the shelter on any given day. Those 73 additional dogs
require seven additional staff members just for kennel care. If housing and staffing
fail to keep up with the need, the result is overcrowding and sub-standard care and
increased euthanasia.
The OCAC Strategic Plan includes length of stay targets, but OCAC has never
showed any length of stay calculations. If used as a guide, the calculations in the
study can assist OCAC management better plan for needed resources.
We encourage all shelter professionals and policymakers to read the study.
Additionally, Michael plans to convert his method into a ready-to-use tool
for animal shelters - we will share that tool when it is available!

Re: Concerns about 1300 S. Grand Ave and Cornerstone Neighborhood
I am Yezenia Marrujo, a resident of the Cornerstone neighborhood in Santa Ana and a Community Research
Associate at University of California EcoGovLab. I am writing on behalf of a group of Cornerstone residents who
have been meeting over the past few months to discuss neighborhood issues. A current, pressing concern is the
movement of many large containers onto county-owned vacant lots opposite Little Minnie Street, where many of us
live. The property address is 1300 S. Grand Ave. Containers began to be placed on the lot in mid-November
(November 17-18), including late night deliveries – which were very frightening to nearby residents. Since
November 2025, the number of containers has grown dramatically and they now completely fill the space, up to the
fenceline with our homes. Further, alarms stationed near the containers have gone off at all hours. Residents have
been very unnerved, and upset that they have not been told what the containers are, why they are placed so near
their homes, and how long they will be there. Paradoxically, residents have been working on a community plan that

envisions the vacant lots as a new greenspace with trees and walkways for children to Kennedy Elementary and
Century High School.
Last week, Principal Community Planner for Santa Ana Margarita Macedonia facilitated feedback from the County
(through Manny Escamilla in Supervisor Vicente Sarmiento’s office) and this message was shared:
We received the following information from the OC Real Estate Team. The items being stored are modular
housing units for an affordable housing development in Midway City. The lease terms are attached for their
6-month lease of the location.
If the overnight alarms continue to be an issue, please have the residents provide as much detail as they
can regarding when they hear the alarms. That will give us some options to request specific changes from
County staff and the leaseholder.
Ms. Macedonia then explained the following:
Under California law (Government Code Sections 53090 and 53091), a County is considered an extension
of the State government. When the County uses its land for a public purpose —like storing units for an
affordable housing project— it is exempt from City zoning rules. Because the County has this standing, they
do not have to apply for the typical City permits or follow our specific rules for noise and screening/fencing
that a private business would have to follow. This is why the City did not have the authority to approve or
deny this project.
Despite not having formal authority to permit this use of 1300 S. Grand Ave, we ask the City of Santa to be proactive
in trying to have the containers removed as soon as possible.They are an eyesore and threatening presence in an
already disadvantaged neighborhood.

Council’s support in working toward a resolution that provides community benefits.

Hi We're just writing as honestly bothered and confused because we see big raises shown going
out to your managers and directors, not 2/4% for yearly performances or 7/12 % for promotions
as common, and no explanation. Is it proper or is your operating city manager currying

SUBJECT: UPDATED FORMAL COMPLAINT – Systemic Misuse of Public
Funds, Accounting Discrepancies, and Demand for Personal Financial
Restitution (Councilmember Jessie Lopez)
Dear Mayor Amezcua, City Attorney Carvalho, and Members of the Council,
I am writing to update my formal complaint of October 7, 2025. Following
the comprehensive analysis provided to this Council by resident Dale Helvig
on January 14, 2026 (attached), it is now clear that the misuse of Ward 3
discretionary funds by Councilmember Jessie Lopez is not an isolated
"technicality," but a systemic pattern of violating City Policy and potentially
State Law.
I. Confirmation of the Jurisdictional Violation
• The City’s official accounting confirms that $3,000 of Santa
Ana sales tax revenue was used by Councilmember Jessie
Lopez to sponsor an event held in Anaheim (the Latino
Muslim Unity event).
• This expenditure represents a material breach of the City’s
Special Event Sponsorship Policy, which explicitly mandates
that funds be used for events within the City of Santa Ana
or those providing a direct, measurable benefit to our
residents.
• Exporting $3,000 to a neighboring jurisdiction while the
Councilmember is actively campaigning for State Assembly in
that same city is a flagrant violation of the policy's prohibition
on "politically oriented" sponsorships.
II. Demand for Personal Financial Accountability
• Repayment of these funds from a remaining office budget is
unacceptable; that is merely moving taxpayer money
between accounts.

• I demand that Councilmember Lopez be ordered to
personally reimburse the City of Santa Ana the full
$3,000 from her own personal funds. Public trust cannot
be restored by a budget transfer; it requires personal financial
accountability.
III. Failure of Administrative Oversight
• This $3,000 check did not issue itself. It moved through
Initiation, Administrative Approval, and Finance.
• I submit that this authorization suggests a "rubber-stamp"
culture on the 8th floor where political favor-trading overrides
fiduciary duty.
• We demand a full audit of the approval trail to identify which
staff members allowed this non-compliant expenditure to pass
review.
Santa Ana is teetering on a fiscal cliff.
Our residents are choosing between groceries and rent.
We cannot, and will not, subsidize Anaheim festivals or Sacramento political
ambitions.

Subject: City Council Special Event Sponsorship Policy
On October 7th I spoke at the City Council meeting regarding the distribution of discretionary funds
approved by City Councilmembers. At that time, I committed to request related information from the
City and provide Council an analysis of the data received and the policy itself. The results of this
analysis, addressing distributions from FY2021 thru FY2025, were separated by councilmember and
Mayor and sent to each individual on November 9th. You have had two months to provide
corrections and input to my conclusions and some of you did. I made the corrections you requested.
For those who did not respond, I came to the conclusion you read my statement that said, “No
response required if you agree with the information.”
I am now providing a final version of how those funds were distributed by all on the Council along
with my assessment of whether the distributions were made in accordance with the City Council
Special Event Sponsorship Policy, adopted and revised on February 5, 2019.
The purpose of this policy is “To establish a City Council Special Event Sponsorship Policy and
guidelines for disbursement of discretionary funds approved by City Councilmembers to sponsor city
programs, services, and special events produced by qualified nonprofit organizations and/or City
recognized neighborhood associations.”
Attached you will find how $274,517 of discretionary funds were distributed from FY2021 thru
FY2025. Out of all these disbursements, the outlier to the policy was the $3000 provided to the
Latino Muslim Unity - EID Fair by Councilmember Lopez. In her closing remarks on October 7 th, she
defended her actions on the the basis of promoting diversity, implying that I don’t. Nothing could be
further from the truth. What I don’t support is using discretionary funds in a way that falls outside
approved policy.

There is nothing wrong with supporting events in other cities. That is done regularly and should
continue, but the policy is clear in stating the “distribution of discretionary funds” is limited to ”city
programs, services, and special events”. The Latino Muslim Unity - EID Fair, an event held outside of
Santa Ana, did not qualify for the disbursement. Councilmember Lopez should be directed to refund
the $3000 of Santa Ana taxpayer money that was donated outside of policy guidelines.
