Police Department <br />www.santa-ana.org/pd <br />Item # 10 <br />or City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />February 17, 2026 <br />TOPIC: Blood Technician Services <br />AGENDA TITLE <br />Agreement with California Forensic Phlebotomy, Inc. for Blood Technician Services <br />(Specification No. 25-135) (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with California Forensic <br />Phlebotomy, Inc. to provide blood technician services for a term beginning on March 5, <br />2026 and expiring March 4, 2029, with provisions for two, one-year extensions in an <br />amount not to exceed $374,030 (Agreement No. A-2026-XXX). <br />GOVERNMENT CODE 484308 APPLIES: Yes <br />DISCUSSION <br />In 1992, the City of Santa Ana contracted with a vendor to provide blood technician <br />services to the Santa Ana Police Department. The contracted services include providing <br />blood technician services, seven days per week, 24 hours per day, 365 days a year. <br />These technicians are responsible for drawing blood in a medically -approved manner, <br />retaining these items through an evidentiary -approved process, and relinquishing them <br />to the Orange County Crime Lab for analysis. The Santa Ana Police Department <br />requests these services to obtain blood samples from individuals that have been <br />involved in incidents where drugs and/or alcohol are suspected. <br />The City's current blood technician services agreement with California Forensic <br />Phlebotomy Inc. is set to expire on March 4, 2026. To ensure blood technician services <br />continue uninterrupted, the Police Department issued a Request for Proposals (RFP) <br />No. 25-135 on November 17, 2025, via the City's online bid management and <br />publication system.
