Human Resources Department <br />www.santa-ana.org/humanresources <br />Item # 8 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />February 17, 2026 <br />TOPIC: Report of Settlements of Claims Awarded by the City Manager, City Attorney, <br />and Executive Director of Human Resources <br />AGENDA TITLE <br />Report of Settlements up to $50,000 for General Liability Claims and up to $150,000 for <br />Worker’s Compensation Claims Authorized by the City Manager, City Attorney, and <br />Human Resources Director as Permitted by City Council Resolution 2018-045 <br />RECOMMENDED ACTION <br />Receive and file Report of Settlements entered into between July 1, 2021 to December <br />31, 2025. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />City Council Resolution 2018-045 requires the Executive Director of Human Resources <br />to submit a Quarterly Report (Report) to the City Council disclosing all settlements <br />approved and executed under the authority of the City Manager, City Attorney, and <br />Executive Director of Human Resources for informational purposes. The Report is <br />required to include the names of the claimant and the amounts of each settlement along <br />with a brief description. <br />City Council Resolution 2018-045 authorizes the Executive Director of Human <br />Resources, City Attorney, and City Manager to allow, compromise, or settle liability claims <br />and/or pending litigation against the City for up to fifty thousand dollars ($50,000). It also <br />provides the Executive Director of Human Resources authority to compromise or settle <br />workers’ compensation claims up to one hundred and fifty thousand dollars ($150,000) <br />with the approval of the City Attorney and City Manager <br />While the Resolution was approved in 2018, this quarterly report has not been brought <br />before Council previously. Therefore, the past five years of settlements are included in <br />this Report in addition to the first two quarters of Fiscal Year 25-26. <br />The exhibits contain listings of all settlements entered into during the period July 1, 2021 <br />to December 31, 2025, valued at amounts up to $50,000 for liability claims (Exhibit 1),
