Fountain Valley just announced at their city council meeting tonight that they are going to inform the Orange County
Power Authority that they will put off joining their organization for an additional 6 months. The information came from
council member Grandis, and apparently did not need a vote. His reason was due to information coming out about the
OCPA, (high rates, dirty power, etc.), and not enough time to alert the public about being automatically enrolled, and
the need for the council to investigate the OCPA further. He also stated that Fountain Valley has other important topics
to consider in the following months, and this will not be able to get the attention it deserves. I wonder if the OCPA will
continue to keep Director Grandis on the board if the city of Fountain Valley is now not fully committed to joining?
Grandis is a voting member,yet has no residents or businesses enrolled.

Dear Ms. Hall, Ms. Carvalho, and Mr. Nunez,
I am writing to formally rectify a disruption in the public record that occurred during the City
Council meeting on the evening of February 3, 2026.
During my public testimony (approximately 3:38:12 in the record), I was prepared to formally
submit my updated written complaint and the supporting forensic analysis regarding the misuse
of Ward 3 discretionary funds. However, due to the improper and unprovoked interjection by
Councilmember Jessie Lopez, who attempted to interrupt my remarks with a "clarification" in
violation of the City's own rules of order, the procedural flow of my presentation was disrupted.
As a result, the physical submission of my February 3rd formal letter was not completed at the
dais.
Formal Submission for the Record Attached to this email, please find the following
documents which are to be immediately incorporated into the official record of the February 3,
2026, meeting as part of my public testimony:
• Updated Formal Complaint (Feb 3, 2026): Detailing the $3,000 expenditure of Santa
Ana funds for an Anaheim event and the demand for personal reimbursement.
• The Helvig Report (Jan 14, 2026): The forensic audit confirming Councilmember Lopez
as an outlier in out-of-city spending.
Public Review and Feb 18th Agenda Request

• Furthermore, I request that these documents be posted for public review in the "Public
Communications" section of the agenda packet for the upcoming City Council meeting on
Tuesday, February 18, 2026.
The public's right to transparent government is paramount. Given the evidence of a $3,000
expenditure to a non-profit outside our jurisdiction, during an active political campaign by the
sponsoring official—I am formally petitioning the City Council to agendize a discussion on the
following for the February 18th session:
• Formal review of the Special Event Sponsorship Policy to determine if current
"guardrails" are sufficient to prevent the "gifting" of Santa Ana taxpayer dollars to out-of-
city entities.
• Establishment of a bright-line prohibition on out-of-city expenditures exceeding $0.00
without an explicit, documented, and pre-approved "direct benefit" finding by the City
Attorney.
• Council discussion regarding a resolution for Mandatory Personal Reimbursement of
the $3,000 in question.
I intend to appear at the February 18th meeting to further petition this Council.
The residents of Santa Ana deserve to know why their representatives feel empowered to treat
the City General Fund as a personal political ATM for events in neighboring cities.
Please confirm receipt of this email and verify that the attached documents have been added to
the public record and the upcoming agenda packet.

Subject: City Council Special Event Sponsorship Policy
On October 7t" I spoke at the City Council meeting regarding the distribution of discretionary funds
approved by City Councilmembers. At that time, I committed to request related information from the
City and provide Council an analysis of the data received and the policy itself. The results of this
analysis, addressing distributions from FY2021 thru FY2025, were separated by councilmember and
Mayor and sent to each individual on November 9t". You have had two months to provide
corrections and input to my conclusions and some of you did. I made the corrections you requested.
For those who did not respond, I came to the conclusion you read my statement that said, "No
response required if you agree with the information."
I am now providing a final version of how those funds were distributed by all on the Council along
with my assessment of whether the distributions were made in accordance with the City Council
Special Event Sponsorship Policy, adopted and revised on February 5, 2019.
The purpose of this policy is "To establish a City Council Special Event Sponsorship Policy and
guidelines for disbursement of discretionary funds approved by City Councilmembers to sponsor city
programs, services, and special events produced by qualified nonprofit organizations and/or City
recognized neighborhood associations."
Attached you will find how $274,517 of discretionary funds were distributed from FY2021 thru
FY2025. Out of all these disbursements, the outlier to the policy was the $3000 provided to the
Latino Muslim Unity-EID Fair by Councilmember Lopez. In her closing remarks on October 7t", she
defended her actions on the the basis of promoting diversity, implying that I don't. Nothing could be
further from the truth. What I don't support is using discretionary funds in a way that falls outside
approved policy.

There is nothing wrong with supporting events in other cities. That is done regularly and should
continue, but the policy is clear in stating the "distribution of discretionary funds" is limited to "city
programs, services, and special events". The Latino Muslim Unity- EID Fair, an event held outside of
Santa Ana, did not qualify for the disbursement. Councilmember Lopez should be directed to refund
the $3000 of Santa Ana taxpayer money that was donated outside of policy guidelines.

SUBJECT: UPDATED FORMAL COMPLAINT — Systemic Misuse of Public
Funds, Accounting Discrepancies, and Demand for Personal Financial
Restitution (Councilmember Jessie Lopez)
Dear Mayor Amezcua, City Attorney Carvalho, and Members of the Council,
I am writing to update my formal complaint of October 7, 2025. Following
the comprehensive analysis provided to this Council by resident Dale Helvig
on January 14, 2026 (attached), it is now clear that the misuse of Ward 3
discretionary funds by Councilmember Jessie Lopez is not an isolated
"technicality," but a systemic pattern of violating City Policy and potentially
State Law.
I. Confirmation of the Jurisdictional Violation
• The City's official accounting confirms that $3,000 of Santa
Ana sales tax revenue was used by Councilmember Jessie
Lopez to sponsor an event held in Anaheim (the Latino
Muslim Unity event).
• This expenditure represents a material breach of the City's
Special Event Sponsorship Policy, which explicitly mandates
that funds be used for events within the City of Santa Ana
or those providing a direct, measurable benefit to our
residents.
• Exporting $3,000 to a neighboring jurisdiction while the
Councilmember is actively campaigning for State Assembly in
that same city is a flagrant violation of the policy's prohibition
on "politically oriented" sponsorships.
II. Demand for Personal Financial Accountability
• Repayment of these funds from a remaining office budget is
unacceptable; that is merely moving taxpayer money
between accounts.
• I demand that Councilmember Lopez be ordered to
personally reimburse the City of Santa Ana the full
$3,000 from her own personal funds. Public trust cannot
be restored by a budget transfer; it requires personal financial
accountability.
III. Failure of Administrative Oversight
• This $3,000 check did not issue itself. It moved through
Initiation, Administrative Approval, and Finance.
• I submit that this authorization suggests a "rubber-stamp"
culture on the 8th floor where political favor-trading overrides
fiduciary duty.
• We demand a full audit of the approval trail to identify which
staff members allowed this non-compliant expenditure to pass
review.
Santa Ana is teetering on a fiscal cliff.
Our residents are choosing between groceries and rent.
We cannot, and will not, subsidize Anaheim festivals or Sacramento political
ambitions.

As a long-term Santa Ana property owner and stakeholder, I am writing to formally oppose the approval of the proposed
modifications to One Broadway Plaza (OBP) until a comprehensive and transparent review is conducted.
For 22 years, the site at 1100 N. Broadway has sat stagnant. Today, the City is considering a 100% operational
conversion from a commercial office tower to 602 high-density residential units. A change of this magnitude requires
more than an administrative "Addendum"; it requires the highest level of scrutiny to protect our neighborhoods, our
schools, and our infrastructure.
1. The Requirement for a Supplemental EIR
The 2004 EIR is obsolete. Pursuant to CEQA Guidelines Section 15162, a Supplemental EIR is legally required because
this residential shift creates "new significant environmental effects" never contemplated two decades ago:
• Schools & Parks: Unlike office space, 602 apartments will place an immediate, permanent demand on SAUSD
enrollment and our local parkland capacity (French Park).
• Updated Standards: The 2004 data fails to address current Vehicle Miles Traveled (VMT) standards and 2026
air quality baselines.
• Sensitive Receptors: Residential use introduces "sensitive receptors" to the site 24/7, requiring entirely new
noise and health impact analyses.
2. Financial Due Diligence & Public Protection
To ensure that Santa Ana does not endure another 20 years of blight, the City must perform a thorough audit of the
project's fiscal history. I urge the Commission and Council to:
• Review historical records, including former Planning Manager Vince Fregoso's logs, to verify that construction
capital is secured specifically for this site.
• Require a robust performance bond as a condition of approval to guarantee project completion.
3. Demand for Transparency
I am not asking to block progress; instead I demand that the City proceed with its "eyes wide open." Using a 22-year-old
EIR to bypass public review deprives Santa Ana residents of their right to understand the true impacts of this project.

1. The legal justification for using an Addendum for a total land-use conversion.

local power grid and water supply.
Another concern is about parking. This project will inevitably lead to 'spillover parking' in the surrounding

As a resident of Park Santiago, I am writing to formally oppose the One Broadway Plaza project.
While I understand the City’s interest in economic development and housing opportunities, this
project’s scale and intensity are not appropriate for the surrounding neighborhoods and would create
significant, long-lasting impacts that the community will be forced to absorb.
I am especially concerned about the following:
Utilities & Environment: A development of this size will increase strain on our existing power and
water systems and contribute to additional light, noise, and air pollution. Residents living nearby will
experience these impacts daily, including during evening and nighttime hours.
Parking & Neighborhood Spillover: The project will increase demand for parking and will likely push
overflow into nearby residential streets, including the Willard Neighborhood. Many residents already
deal with limited street parking and congestion; this project would worsen that situation and reduce
accessibility for neighbors, visitors, deliveries, and emergency response.
Traffic, Safety, and Circulation: A project of this height and density will increase traffic on streets that
were not designed to handle high-volume circulation. Increased cut-through traffic and speeding will
put pedestrians, cyclists, and families at greater risk.
Community Character: The current proposed height and density are out of scale with the surrounding
area and would fundamentally change the character and livability of the neighborhoods nearby. Once
approved, this kind of development sets a precedent that is very difficult to reverse.
Given these impacts, I urge the Council to deny the application as proposed. At minimum, the City
should require:
1. a significant reduction in height and density,
2
2. a new, transparent traffic and parking mitigation assessment that reflects current conditions
and neighborhood spillover, and
3. enforceable mitigation measures with clear accountability; not assumptions that existing
infrastructure can absorb the impact.
Please prioritize the quality of life, safety, and long-term well-being of current residents over
approving a project that will place disproportionate burdens on surrounding neighborhoods.
