On Wednesday, September 26, 2018, at approximately 1036 hours, I conducted a digital
audio recorded telephone interview of regarding the SAPD officer involved
shooting of DONADONY BLAKE TAYLOR. The following is a summary of the interview:
At the time of the incident, was employed by the Superior Court of Orange
County as a Pre-trial Services Officer. At approximately 2330 hours, was walking from
the Orange County Sheriff’s Department Inmate Reception Center to the parking structure
located at 1020 West Civic Center Drive where he parked his vehicle. arrived at his
vehicle when he observed a man standing by his car. noticed his vehicle was the only
car in that area of the first level of the parking structure and assumed the man was attempting
to break in to his vehicle. As walked toward his car, the man walked away. The man
was carrying a piece of metal similar to a cement stake and a wire. passed by his own
vehicle and visually inspected it. The man walked to the second level of the p arking structure

and stood next to a white pick-up truck with his upper body resting over the bed of the truck.
stated “Hey, man, are you breaking into my car?” The man responded by saying “No
sir.” stated the man appeared to be in a dream state and was mentally unstable.
Drove to the second level of the parking structure to see what the man was doing.
saw him carrying the metal bar and a wire. observed the man lift the handle
of a vehicle. drove out of the parking structure and called SAPD to report the man’s
activity.
