On Monday, July 2, 2018, at approximately 0434 hours, Santa Ana Police Department
(SAPD) Detective ANDY GARCIA and I conducted a digital audio recorded interview of San
Bernardino Sheriff’s Department (SBSD) Deputy ERIC MASTEL regarding the SAPD officer involved
shooting of DONADONY BLAKE TAYLOR. The following is a summary of the interview: At the
time of the incident, MASTEL was employed as a deputy sheriff with SBSD. MASTEL had been a
sworn peace officer for a year and a half.
On Sunday, July 1, 2018 at 1530 hours, MASTEL was on a ride-along with SAPD Police
Officer PATRICK MARSHALL. MASTEL was in regular casual attire and had a concealed handgun.
MASTEL stated that at approximately 2330 hours, he heard a call on the radio of a
suspicious male with a long metal object. When they entered the parking structure he heard an
officer advised on the police radio that he had one at gun point. When they arrived on the second
floor of the parking structure he observed DONANDONY BLAKE TAYLOR holding a 2 ½ foot long
metal bar like a person in a batter’s stand would. TAYLOR was approximately 15-25 feet away

from SAPD Police Officer GAVIN ROELOFS. MASTEL believed ROELOFFS was behind the front of
the patrol car. MASTEL described TAYLOR as looking angry, intoxicated and resembled someone
under the influence of methamphetamine.
ROELOFS ordered TAYLOR to put the metal bar down. TAYLOR took a step toward
ROELOFFS and ROELOFFS shot TAYLOR twice. TAYLOR was handcuffed and the police officers on
scene provided CPR.
MASTEL stated he and MARSHALL were inside their patrol when the shooting occurred.
MASTEL stated having a clear and unobstructed view of the shooting from where he was seated.
MASTEL did not witness the ROELOFFS using the Taser on TAYLOR but did see it on the ground.
MASTEL did not approach TAYLOR and remained by MARSHALL’s patrol car. MASTEL did
not have any additional information to provide.
