Award a contract to Peterson-Chase General Engineering Construction, Inc-, the lowest responsible bidder, in accordance with unit bid prices in the estimated amount of $1 ,126,850.64 for construction of SR-55/MacArthur Boulevard Ramps Widening. 2. Approve a Funding Analysis with a total estimated construction cost of $1 ,577,000_ 3. Direct the City Manager and Clerk of the Council to execute the attached Construction Cooperative Agreement with Caltrans for the State Route 55/MacArthur Boulevard Ramps Widening project- DISCUSSION This project includes widening eastbound MacArthur Boulevard from three to four lanes between Hutton Centre Drive and the northbound State Route 55 on-ramp, and widening the southbound and northbound State Route 55 on-ramps from one to two metered lanes (Exhibit 1 ). This is a traffic mitigation measure for the MacArthur Place South development. The proposed improvements to the ramps and roadway are necessary to provide additional capacity for the increased traffic volume anticipated in project build-out year 2035_ Once completed, these improvements will improve traffic flow on MacArthur Boulevard. Since this project includes work within Caltrans right-of-way, a construction cooperative agreement between the City and Caltrans is required. Chumo Construction failed to submit addendum number two that revises the contract bid items, thereby making their bid non- responsive. The lowest bid was submitted by Peterson-Chase General Engineering Construction, Inc., for $1,126,850.64, which is below the Engineer's estimate of $2,036,092. ENVIRONMENTAL IMPACT In accordance with the California Environmental Quality Act, the recommended action is exempt from further review. Categorical Exemption Environmental Review No. 2009-14 was filed for the project. Due to the widening of the north and south bound ramps for the SR-55 the sidewalk was removed on the south side of MacArthur, therefore Caltrans requested to have the crosswalk, pedestrian heads, and the curb ramps removed at the northbound ramp. The costs are to compensate the contractor to remove the pedestrian heads (which included reprograming the traffic signal), remove the curb ramps (which includes new curb & gutter and sidewalk), and sand blasting the existing cross walk off the street, as required Caltrans. The contract documents were ambiguous with respect to the lane closure on the SR- 55, which was needed to install new streetlight and telephone wires required due to the ramp widening. To mitigate the issue the costs were split with the contractor (PCO 10). AGREED COST = $1 ,985 Items 4 thru 7 were due to Caltrans safety review to sign off the project; Caltrans required the following items: 3. Replace the existing on-ramp metering two ball heads with three ball heads and reprogram the traffic signal accordingly. (PCO ? 1 )_ AGREED COST = $7,300 4. Provide and install additional reflector delineators and object makers on the on-ramps and MacArthur Blvd. (PCO 12). AGREED COST = $1,198 5. Replace the southbound metering head and pole; which was damaged by a motorist. (PCO 13). AGREED COST = $3,500 6. Provide and install new guardrail on the northbound on-ramp at the storm drain outlets. (PCO 15). AGREED COST = $9,875 7. While laying out the new guardrail at the top of the northbound on-ramp, it was determined the new guardrail would reduce the size of the shoulder by approximately 2 feet. In order to maintain the required 8 foot shoulder the existing barrier rail needs to be extended approximately 12 feet. The costs are to compensate the contractor to remove a portion of the approach slab, install the new barrier rail, and relocate adjacent pull boxes. (PCO 16). AGREED COST = $33,369 8. The crash cushions located at the top of the northbound on-ramp were damaged twice by freeway traffic. Per the special provisions the contractor shall be compensated for damage caused by things beyond their control. (PCO 17). AGREED COST = $6,199 9. The contractor was unable to locate the existing conduit, which is required, to tie in the relocated existing streetlight located at the southbound on-ramp and MacArthur; additionally the contractor determined that the power to the existing irrigation controller was interrupted. Therefore it was recommended to install new conduit to the relocated streetlight and trouble shoot and repair the connection to the existing irrigation controller. The costs are to compensate the contractor to install new conduit from the relocated streetlight to the nearest streetlight 140 feet away and to repair the irrigation power connection. (PCO 18).
