Lemmon #3174 notified me of an officer involved shooting that occurred in the area of 200 N. Broadway in the city of Santa Ana. Sergeant Lemmon requested that I respond to the scene in order to assist with the investigation. 1925 hours: I arrived at the southern perimeter of the crime scene. Uniformed police officers in marked patrol units were providing security for the crime scene, preventing access into the scene by unauthorized vehicular and pedestrian personnel. 2017 hours: I checked into the scene with Santa Ana Police Department Patrol Officer A. Carrillo #3424, the designated scene scribe. 2018 hours: Santa Ana Police Department Patrol Sergeant L. Barragan #2937 conducted a briefing with detectives from the Homicide Section and investigators from the California Department of Justice, regarding the initial response to the scene and the preliminary investigation done by patrol personnel. Sergeant Barragan informed us that on December 1, 2024, at approximately 1708 hours, Santa Ana Police Department Communications received a call for service regarding a male armed with a shotgun at 1st Street and Spurgeon Street. Santa Ana Police Department Patrol Officers were initially unable to locate the suspect during an area check. At approximately 1733 hours, an officer involved shooting occurred on Broadway north of 1st Street. Orange County Fire Authority (OCFA) Engine #75 personnel subsequently responded to the scene. The suspect, identified as was transported to Orange County Global Medical Center where he was ultimately pronounced deceased by Dr. at 1826 hours. Patrol officers checked the area for surveillance footage and witnesses. Two witnesses were located, identified as and and they were transported to the Santa Ana Police Department. Numerous items of evidence were located at the scene including a replica shotgun, expended cartridge cases, a handgun magazine, and expended 40 mm less lethal ammunition. Furthermore, Sergeant Barragan stated was involved in an incident involving a replica firearm with the Santa Ana Police Department in the area of 3rd Street and Ross Street on November 26, 2024. The incident was documented under Santa Ana Police Department case number 24-25754. At the conclusion of the briefing, I was assigned to assist California Department of Justice Special Agent T. Baca canvass the area for surveillance camera footage and witnesses. 2138 hours: Special Agent Baca and I checked the following addresses for surveillance camera footage and witnesses: 102 N. Sycamore Street: Gus’ World Famous Fried Chicken- We contacted an employee, identified as . She attempted to allow us to review their surveillance camera system however, we were unable to access their system due to technical difficulties. She advised us to come back later in the week when employees that were more familiar with their surveillance system were present. 125 N. Broadway #218- We contacted a resident, identified as . The following is a summary of her statement. She advised she did not have any surveillance cameras at her apartment. In regards to the shooting, stated she was in her apartment when she suddenly heard approximately four gunshots. When she looked out of her window (that faces Broadway), she recalled seeing a police officer shooting a firearm several times in the direction of the furniture store across the street from her apartment. She also recalled seeing the feet of someone on the ground after the shooting. She did not see or hear anything prior to hearing the gunshots. 125 N. Broadway #217- We contacted a resident, identified as The following is a summary of his statement. He advised he did not have any surveillance cameras at his apartment. In regards to the shooting, stated he was in his apartment when he suddenly heard six to eight gunshots. When he looked out of his window (that faces Broadway), he recalled seeing several police vehicles arrive on scene with their lights and sirens activated. did not see or hear anything prior to hearing the gunshots. Baca’s supplemental report. 2248 hours: I checked out of the scene with Santa Ana Police Department Patrol Officer Carrillo, the designated scene scribe. This concluded my actions for the investigation of this case on this date. Monday, December 1, 2024 - 1426 hours: Detective F. Gomez #2706, Detective R. Sandoval #3466, and I met with investigators from the California Department of Justice in the area of 1st Street and Broadway. I was assigned to assist California Department of Justice Special Agent J. Genens canvass the area for surveillance camera footage and witnesses. 1447 hours: Special Agent Genens and I checked the following addresses for surveillance camera footage and witnesses: 211 N. Sycamore Street: Mobile Notary Public- We contacted the owner of the business, identified as She allowed us to review her surveillance camera system. No surveillance footage of evidentiary value was Santa Ana PD 2024-26142 3 of 4 located. 201 W. Third Street: Public Parking Structure- We contacted an employee at the parking structure. He did not have access to the surveillance cameras and he directed us to contact . 227 N. Broadway: Chapter One- We contacted the owner of the restaurant, identified as . He allowed us to review his surveillance camera system however, no surveillance footage with evidentiary value was located. 125 N. Broadway: The Gypsy Den- We contacted an employee at the restaurant and she advised us she did not have access to their surveillance system. She directed us to contact her manager . 220 W 1st Street: Centro Mobile- We contacted an employee at the business and he advised the business did not have any external surveillance cameras. 116 S. Broadway: Palmer Insurance- We contacted the owner of the business, identified as . He allowed us to review his surveillance camera system however, no surveillance footage with evidentiary value was located. For further details of our canvass, refer to Special Agent Genens’ supplemental report. This concluded my actions for the investigation of this case on this date. Investigation continues. The incident was documented under Santa Ana Police Department case number 24-25754. At the conclusion of the briefing, I was assigned to return to the police station and obtain any radio transmission from our Dispatch Center. 2125 hours: I checked out of the scene with Santa Ana Police Department Patrol Officer Carrillo, the designated scene scribe. I returned to the Santa Ana Police Department and downloaded all dispatch transmission regarding this investigation into Evidence.com.
