HomeMy WebLinkAboutCase 2024-26142 - 06242025_Redacted_Part16Synopsis: At approximately 1730 hours, SAPD officers stated they were out with an armed subject in the area of 2nd Street and Broadway. The officers broadcast that an officer-involved shooting had occurred. Upon our arrival, I observed an SAPD police vehicle in the area of 116 North Broadway. The vehicle was facing westbound towards the Casa Linda Furniture Store. I took a position of cover behind the passenger side of the police vehicle. I observed a male, later identified as the suspect, , lying face up on the sidewalk, approximately 10-15 yards from the front of the SAPD police vehicle. Officer I. Ibarra informed me he was the Officer involved in the Officer involved shooting. I relieved Officer I. Ibarra and took his position behind the driver-side passenger door. I was informed that the weapon possessed was in his immediate proximity. I provided lethal coverage on until officers were able to approach and place handcuffs on him. I approached and advised him that we were there to help him and provide medical attention. Officers advised he had no pulse. Canvassing: I was tasked with canvassing for video surveillance footage. I located cameras at 125 North Broadway #D (Grand Central Avenue) on the north side of the building. The business was closed at the time of the incident. At 201 North Broadway, just south of the building, I observed there was a downtown city operated blue alert camera that faced Broadway. Witness statement: Santa Ana PD 2024-26142 Report by Espinoza, Roberto 3770 2 of 3 I located a witness, , a bartender at El Viejo (201 North Broadway). told me the following. said he was working inside the bar, making a drink. While making a drink, heard a pop sound. After the pop sound, looked up and observed an SAPD Officer shooting his firearm approximately seven to eight times toward the direction of where was. observed muzzle flash coming from the Officer’s firearm. saw the Officer walking towards the front of the vehicle while shooing his firearm, and he stopped at the front right passenger tire of the police vehicle. locked all the doors inside his restaurant due to the distraught patrons. said the distraught patrons were relieved and felt safe once police officers arrived on scene. I transported to an interview room at the Santa Ana Police Department station. This concludes my involvement. Officer R. Lemmon #3174 of the Santa Ana Police Department Homicide Unit called to advise me that an Officer Involved Shooting had just occurred and requested I respond to assist with the investigation. Sergeant Lemmon told me to respond to the area of west 1st Street and Broadway in the City of Santa Ana, County of Orange. 1910 hours: I arrived at the location and waited for additional personnel to arrive. 2017 hours: I checked in with Officer A. Carrillo #3424, who was the scribe at the scene. 2018 hours: Sergeant L. Barragan #2937 of the Santa Ana Police Department Patrol Division provided briefing to Special Agents of the State of California Department of Justice, and Homicide Detectives as to the circumstances surrounding the SAPD Personnel:Kim, Camillo 3198 Involvement:Assisting SAPD Personnel:Lemmon, Matthew 3174 Involvement:Report Approver Santa Ana PD 2024-26142 Report by Nunez, Eddie 2564 2 of 6 case. Sergeant L. Barragan stated that at 1708 hours, the Santa Ana Police Department Communications Center received a call stating a male Hispanic, between the ages of 45-50 years old, 5-06 to 5-07, 180 – 190 lbs., with long hair and a brown shotgun was seen walking eastbound on 1st street from Spurgeon. Officer M. Coleman #3767 arrived on scene and he was unable to locate the suspect. Officer Coleman requested responding units do an area check for the suspect. 1733 hours: Santa Ana Police Department Patrol Unit 823A occupied by Officer’s I. Ibarra #3178 and L. Casillas #3755 located the suspect in the area of 2nd Street and Broadway at which time an officer involved shooting occurred. Orange County Fire Authority Engine #75 arrived at the scene and transported the suspect to Orange County Global Medical Center where he was pronounced deceased by Dr. at approximately at 1826 hours. The suspect was identified as with a last known address of in the City of . 2041 hours: At the conclusion to the briefing, I responded to Orange County Global Medical Center to process the body. 2120 hours: At this time, I checked out of the crime scene with Officer Carrillo who was the scribe at the scene. 2133 hours: At this time, I arrived at OC Global Medical Center located at 1001 N. Tustin Ave., in the City of Santa Ana, County of Orange. I met with Officer Coleman #3767 in the Prompt Care Room – Bed #A, where he was standing by with the suspect’s body. Tasse #9396 arrived to the hospital. 2200 hours: Senior Deputy Coroner Tasse removed the white sheet that was covering the body of . I observed to be laying nude in a supine position with medical paraphernalia and a chest tube on the right side of his body. I observed Rodriguez to have a laceration to the left side of his chest, caused by thoracotomy procedure. I observed the following gunshot wounds on body: Gunshot wound to the right side of the face. Gunshot wound to the left side of the face. Gunshot wound to the neck. Gunshot wound to the upper left chest. Gunshot wound to left bicep. Gunshot wound to the left inner forearm. Gunshot wound to the left outer forearm. Gunshot wound to the left elbow. Gunshot wound to the left triceps area. Gunshot wound to the left lower forearm. Gunshot wound to the right outer shoulder. Gunshot wound to the center of the back. Gunshot wound to the lower left side of the back. I observed a tattoo with the word “ ” on the right outer forearm. 2225 hours: L. Plascencia from Traditional Funeral Services arrived. 2240 hours: Senior Deputy Coroner A. Tasse place the toe tag on suspects left foot and sealed the bag with Seal #0236409. Prior to sealing, the bag Senior Deputy Coroner A. Tasse used the Portable Livescans machine in attempt to identify the suspect. The suspect was identified as . 2243 hours: L. Plascencia from Traditional Funeral Services transported the body to the Orange County Coroner’s Office located at 1071 W. Santa Ana Blvd., in the City of Santa Ana, County of Orange. 2300 hours: At this time, we cleared the hospital, and I returned to the Santa Ana Police Department to continue to assist with the investigation.
