NARRATIVE:
Sunday, December 1, 2024 – 1738 hours:
Detective Sergeant M. Lemmon #3174 notified me of an officer-involved shooting that had just occurred in the area of
Broadway and 2nd Street in Santa Ana. Detective Lemmon requested I respond and assist with the investigation.
1841 hours:
I arrived near the scene and staged at the northeast parking lot of 1st Street and Broadway. The crime scene was
identified by crime scene tape on all sides. Uniformed patrol officers and marked police vehicles were present to
secure the scene, preventing vehicular and pedestrian traffic access.
2017 hours:
I checked into the scene with Officer A. Carrillo #3424.
2018 hours:
Sergeant L. Barragan #2937 briefed Detectives from the Santa Ana Police Department Homicide Unit, Inspectors
from the Santa Ana Police Department Professional Standards Unit, and Investigators California Department of
Justice on the initial investigation by patrol officers.
Sergeant Barragan said that on 12/01/24, at approximately 1708 hours, the Santa Ana Police Communications Center
received a phone call from a subject in the area armed with a shotgun. Officers arrived in the area but were unable to
locate anyone matching the description provided by the calling party.
At approximately 1732 hours, an additional caller advised a male was loading a rifle in the area of 116 N. Broadway.
At approximately 1733 hours, Officer I. Ibarra #3178 and Officer L. Casillas # 3755 located a subject, later identified
as , who matched the description previously provided by the calling parties. Officer Casillas
and Officer Ibarra contacted who was standing along the western sidewalk of Broadway, between 1st
Street and 2nd Street. During the contact with an Officer Involved Shooting occurred. was
transported to OC Global Medical Center, where he was pronounced deceased by Dr. at 1826 hours.
Santa Ana Police Officers canvassed the area for witnesses and surveillance footage. Refer to the attached
supplemental reports for further details on witness statements and surveillance footage obtained from the area of the
incident.

Sergeant Barragan concluded the briefing. I walked the exterior of the scene, which was located near the eastern
driveway entrance to 300 W. 2nd Street (Artists Village Apartments) and extended to the southbound traffic lanes of
Broadway. The apartment complex had an open driveway entrance that led to a first-floor parking area. Three
additional floors were above the first-floor parking lot. There were additional apartments with eastern-facing windows
that provided an overhead view of the scene.
I was tasked with canvassing 300 W. 2nd Street and contacting the eastern-facing apartments that looked onto
Broadway with Department of Justice Special Agent M. Beavers, hereafter referred to as SA Beavers.
2142 hours:
SA Beavers and I contacted who resided in apartment # recalled that sometime after
1700 hours, he was inside his office, which had windows that provided a view of Broadway. heard a loud
commotion coming outside. later heard approximately ten gunshots over three to four seconds.
looked outside his window and saw police cars with their emergency lights and sirens on. Due to the angle
from his window, saw officers directing their attention to the area near the garage entrance. The officers
appeared to be holding firearms at the time. was unable to see who the officers were addressing near the
garage entrance, and he had no further information.
SA Beavers and I spoke with girlfriend, who also resided in apartment # was in a
separate room and heard approximately five gunshots outside. heard sirens in the area and later looked outside
an apartment window. saw multiple police cars in the area. had no further information.
2153 hours:
SA Beavers and I attempted to contact the residents of apartment # but received no answer at the door. I left my
business card at the front door in an attempt to have the residents contact me later.
2154 hours:
SA Beavers and I contacted who resided in apartment # advised she was not home at
the time of the incident and did not see what occurred. had no further information.
There were no additional apartments on the second floor with eastern-facing windows overlooking Broadway.
2158 hours:
SA Beavers and I contacted who resided in apartment # Ayala said that at approximately 1730
hours, he was in his living room when he heard six or seven gunshots over a 1.5-second time span. I asked if
he heard anything prior to the gunshots, and he said he did not.
After hearing the gunshots, looked out of his balcony and saw a police vehicle parked partially inside the
parking garage on the first floor. The emergency lights were activated, and a police officer was standing towards the
rear passenger portion of the vehicle.
After a few seconds, returned to his residence and checked on his younger brother, who was also
inside at the time of the incident. drove his brother to his mother's residence, located near the intersection of
Broadway and Washington Avenue in Santa Ana. later returned and saw additional police vehicles securing the
scene. had no further information.
2208 hours:
SA Beavers and I attempted to contact the residents of apartment # but received no answer at the door. I left my
business card at the front door in an attempt to have the residents contact me later.

SA Beavers and I attempted to contact the residents of apartment # but received no answer at the door. I left my
business card at the front door in an attempt to have the residents contact me later.
There were no additional apartments on the third floor with eastern-facing windows overlooking Broadway.
2211 hours:

SA Beavers and I contacted who resided in apartment # said that at approximately 1900
hours, he was sitting in his living room when he heard what sounded like two men arguing outside. could not
understand what was being said between the individuals outside. Shortly after, heard approximately 16 gunshots
coming from outside. believed the gunshots were fired over a 15-second time span. did not look outside or
see any activity occurring outside. had no further information.
SA Beavers and I contacted girlfriend, who also lived there. said she was also in the
living room with when she heard two males arguing outside. heard one of the individuals shout "fuck
you." Another individual responded, "fuck you back." immediately heard approximately 10 or 12 gunshots,
followed by police sirens responding to the area. remained inside the residence. had no further
information.
2221 hours:
SA Beavers and I contacted at apartment # advised that she lived in apartment #
but was visiting her friend, who resided in apartment # apartment was on the opposite
side of the hallway and did not have any windows or views onto Broadway. advised that she was inside her
residence when, at approximately 1700 hours, she heard between 10 to 15 gunshots coming from outside.
had no further information.
SA Beavers and I contacted who advised that she was not home at the time of the incident. left
her residence on 11/30/24 and returned to her residence on 12/01/24 at approximately 2015 hours. advised
that she took photographs of the scene from her balcony. showed me an image on her phone that depicted an
overhead picture of the crime scene. enhanced the image and showed me what appeared to be a black
shotgun with a brown forearm and grip. had no further information.
2234 hours:
SA Beavers and I contacted who resided in apartment # advised that he called about the
individual with a shotgun in the "staircase" earlier in the day. later described the unknown male as a Hispanic
male, 30 to 40 years old, last seen wearing a brown or green jacket, pants, and a beanie or hood over his head.
believed the male's face was "dirty," and he had "stubble" for facial hair.
On 12/01/24, at approximately 1746 hours, was walking his dogs on Broadway. He entered the complex through
an eastern-facing pedestrian door located next to the driveway entrance on Broadway.
was walking through a hallway towards the stairs located on the northern end of the building. As walked
through the hallway, he passed an open doorway along the southern wall of the hallway. The doorway led to a
stairwell that allowed access to an underground parking lot. recalled an unknown man was walking up the stairs,
towards the open doorway. The unknown man was carrying a black shotgun with a brown "pump." saw the male
carrying the shotgun vertically in his hand. The butt of the shotgun was being held in the palm of the unknown male's
hand, and the barrel was lying along his shoulder. saw the barrel of the shotgun reach the top of the unknown
male's shoulder.
had not previously seen the unknown male in the area or within the apartment complex. was not sure if he
would be able to recognize the unknown male if he saw him again.
walked the stairs to his apartment and called the property manager, " informed the manager of the
man carrying the shotgun and his location. later looked outside through a window that faced Broadway and saw
several police cars on Broadway. I asked if he had heard gunshots, and he said he had not. had no further
information.
After speaking with SA Beaver and I walked through the downstairs parking lot and found no evidence related to
Rodriguez. I saw multiple surveillance cameras affixed to the ceiling. I contacted Security Guard
who advised that the leasing office had access to view the footage captured by the surveillance cameras. The leasing
office was closed at the time SA Beavers and I conducted a walkthrough.
2313 hours:
I checked out of the scene with the scribe, Officer Carrillo. Detective F. Gomez #2706 was designated as the case
agent for this incident on behalf of the Santa Ana Police Department.
