TOPIC: Simpler Platform Maintenance and Licenses
AGENDA TITLE
Purchase Order Contract with Simpler Systems Inc. for Simpler Platform Maintenance &
Licenses (Specification No. 26-055) (Non-General Fund)
RECOMMENDED ACTION
Award Purchase Order Contract to Simpler Systems, Inc. for Simpler Platform
Maintenance and Licenses, in an amount not to exceed $120,000, for a term beginning
July 1, 2026 and expiring June 30, 2031.

DISCUSSION
The Simpler Platform is a data warehousing and reporting tool that allows the City to
access and interact with complex enterprise data through a simple and intuitive web
user interface. The system allows the City to import data from a variety of City
applications and make that data available to users for reporting and analysis. As a data
warehousing solution, it can also be used to archive historical City data from
applications that will no longer be utilized. There are no restrictions on the number of
end-users that may access the system or with the number of applications and amount of
data that can be added to the system.
The Simpler Platform is currently being used to archive data for several applications that
are planned to sunset, including the City's financial system, human resources system,
and land management system. The tool also has data management tools that allow it to
be utilized to streamline the data migration from older applications to newer applications
during the implementation process.
The City is requesting a five-year agreement in order to lock in the annual subscription
cost. As per the City's standard agreement terms, the agreement may be terminated at
any time with a 30-day advanced notice.
Santa Ana Municipal Code, Section 2-807(a), authorizes the City to make non-bid
purchases of services, supplies, materials, and equipment whenever it shall appear that

there is only one reasonably available source. Staff researched available procurement
options and product offerings in the market and determined that the Simpler Platform
offered by Simpler Systems, Inc. meets Information Technology specifications. Staff
recommends awarding an agreement with Simpler Systems, Inc.
ENVIRONMENTAL IMPACT
There is no environmental impact associated with this action.
FISCAL IMPACT
Funding is available in the current FY 2026-27 budget. Future fiscal year funding will be
included in the proposed budgets for City Council consideration. Estimated amounts
expended per fiscal year are shown in the table below.
