HomeMy WebLinkAboutItem 18 - Purchase Order Contract for On-Call Roadway Sign and Striping Maintenance, Repair and Installation Public Works Agency www.santa-ana.org/pw Item # 18 City of Santa Ana 20 Civic Center Plaza, Santa Ana, CA 92701 Staff Report May 5, 2026 TOPIC: Purchase Order Contract for On-Call Roadway Sign and Striping Maintenance, Repair and Installation AGENDA TITLE Purchase Order Contract to Superior Pavement Markings LLC for On-Call Roadway Sign and Striping Maintenance, Repair, and Installation (Spec No. 26-025) (General Fund and Non-General Fund) RECOMMENDED ACTION Award a Purchase Order Contract to Superior Pavement Markings LLC for on-call roadway sign and striping maintenance, repair, and installation for a one-year term beginning July 1, 2026 and expiring June 30, 2027, with an annual average budget of $643,000 with provisions for two, one-year renewal options, in a total amount not to exceed $1,929,000. GOVERNMENT CODE 484308 APPLIES: No DISCUSSION The Public Works Agency (PWA) is responsible for maintaining over 400 miles of roads within the City of Santa Ana and, on average, re-stripes 75 miles of roadway annually. To maintain a high level of quality for City streets and comply with State standards, contract services are required for the installation and removal of traffic striping, pavement markings, curb markings, and raised pavement markers, as well as the installation, removal, and relocation of City traffic signs. The maintenance of signs and roadway striping is essential to providing safe and efficient accessibility for motorists, pedestrians, and cyclists traveling on City streets and sidewalks. Roadway striping and signs require continuous maintenance, modifications, and replacement due to aging infrastructure, vehicle collisions, and the installation of traffic engineering directed safety improvements. When a regulatory traffic sign is damaged, it must be replaced as quickly as possible to minimize impacts to public safety and adhere to State regulations. With an annual average budget of$643,000, an average of 1,275 roadway markings and sign service requests, including staff-initiated modifications and improvements, are completed annually in addition to the re-striping of 75 miles of roadway. Purchase Order Contract for On-Call Roadway Sign and Striping Maintenance, Repair, and Installation May 5, 2026 Page 2 Invitation for Bids (IFB) No. 26-025 was issued on March 3, 2026 on the City's online bid management and publication system, PlanetBids. A summary of vendor participation and results is as follows: 971 Vendors notified 0 Santa Ana vendors notified 13 Vendors downloaded the bid packet 3 Bids received 0 Bids received from Santa Ana vendors Bids were solicited, opened on March 24, 2026, and evaluated (Exhibit 1). Three bids were submitted by the IFB deadline and all were determined to be responsive to the specifications and met the City's requirements. To ensure timely service delivery, competitive pricing, and operational flexibility, staff recommends awarding a purchase order contract to the lowest responsive bidder, Superior Pavement Markings LLC. Superior Pavement Markings LLC has proven to have solid experience, availability of fleet and highly skilled staff, and a clear understanding of the City's needs and expectations of quality service. They have provided similar scope of services to neighboring cities such as the City of Irvine. Service levels to the community will remain relatively unchanged due to favorable pricing received and available budgets. ENVIRONMENTAL IMPACT There is no environmental impact associated with this action. FISCAL IMPACT Funds will be budgeted and available in the following accounts pending City Council adoption of the 2026-2027 Budget. Subsequent fiscal year funding will be included in the proposed budgets for City Council consideration.
