RESOLUTION NO. 2026-010 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA APPROVING TENTATIVE TRACT MAP NO. <br /> 2026-01 (COUNTY MAP NO. 19332) AS CONDITIONED TO <br /> SUBDIVIDE THE PROJECT SITE INTO 13 DEVELOPABLE <br /> LOTS AND ONE COMMON AREA LOT TO <br /> ACCOMMODATE THE PROPOSED BELLA TERRA <br /> RESIDENTIAL COMMUNITY AND PLACE OF WORSHIP <br /> DEVELOPMENT AT 4006, 4010, AND 4018 WEST HAZARD <br /> AVENUE (APNS: 100-261-20, 100-261-19 AND 100-261-18) <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br /> FOLLOWS.- <br /> Section 1. The City Council of the City of Santa Ana hereby finds, determines, <br /> and declares as follows: <br /> A. Long Van Huynh ("Applicant" and "Property Owner") is requesting approval of <br /> Tentative Tract Map ("TTM") No. 2026-01 (County Map No. 19332) to subdivide <br /> the property into 14 fee simple lots, including 13 developable and one common <br /> area, for the proposed Bella Terra Residential Community and Temple located <br /> at 4006, 4010, and 4018 West Hazard Avenue ("Project Site"). <br /> B. The application includes the following related land use approvals: (1) Zoning <br /> Ordinance Amendment ("ZOA") No. 2026-02 to amend Specific Development <br /> Plan No. 53 (SD-53) to update development standards and permit places of <br /> worship subject to approval of a Conditional Use Permit ("CUP")- and (2) CUP <br /> No. 2026-03 to allow establishment of a place of worship. ("Project") <br /> C. Zoning Ordinance Amendment No. 2026-02 amending Specific Development <br /> No. 53 (SD-53) requires adoption by the City Council to become effective, and <br /> the Tentative Tract Map is being considered concurrently with the proposed <br /> amendment. <br /> D. On August 7, 1989, the City Council adopted Ordinance No. NS-2019, rezoning <br /> the properties at 4006, 4010, and 4018 West Hazard Avenue from the Single- <br /> Family Residence ("R1") zoning district to SD-53. SD-53 became effective on <br /> September 6, 1989. <br /> E. The Project Site has a General Plan land use designation of Low-Medium <br /> Density Residential ("LMR-11") and is located within the SD-53 zoning district. <br /> F. Subdivision requests are governed by Chapter 34 and Chapter 41 of the Santa <br /> Ana Municipal Code ("SAMC") and the California Subdivision Map Act (°SMA"). <br /> The City Council is authorized to review and take action on Tentative Tract <br /> Maps and related project approvals in accordance with these provisions. <br /> Resolution No, 2026-010 <br /> Page 1 of 14 <br />
