I would like my comments to be added to today's meeting.
Hi my name is Tee and I am a community member in Santa ana. My topic is eliminating violence and hate crimes within
the city and increasing safety.
To make a difference we need transparency, individual commitment, community action, and a willingness from city
council members to take proper steps where needed. I have noted that this city has been experiencing an issue or
organized hateful actions that caused community discord and disunity. It.os believe that organized groups choose to use
agitation, harassment, and threatening behavior against innocent city members to accomplish their own motives.This
happens at parks playgrounds stores and ECT. My family didn't do anything to anyone yet while at playgrounds we've
heard and recorded death threats and demeaning phrases such as "dumb hoe "many times. While trying to promote
safety we've made reports to the SAPD that have been rejected. This behavior is concerning and needs to be
addressed.Tons of people in the community do not appreciate this type of bullying behavior(esp without cause).
Discrimination for disability,familiar status ethnicity or of any kind will not be accepted. I hope that my transparency will
help the city to take the measures it needs to keep the people safe.

Statute of Frauds
The requirement for most leases to be in writing is governed by California's statute of frauds. One slightly
tricky thing about the year-plus requirement for written leases is that if a lease is for less than a year, but
expires more than a year after the terms are agreed to, that still has to be in writing.
So if, for example, you sign a nine-month lease that doesn't start for six months, the time between signing the
lease and it expiring is more than a year, so that needs to be in writing.
Unenforceable Leases
A lease that doesn't adhere to the statute of frauds is considered unenforceable. That means the tenant is
considered a tenant at will, and either the landlord or the tenant can end the lease at any time.

It's also important to recognize the findings released from the urgent audit report from the State of California regarding
the Anaheim Corruption Scandal:

I commend the brave Community Members who are always standing up and speaking out and the amazing comments

of the fact that he has people coming into my apartment when I'm not here when I leave and at least directly says that

Dear Mayor Valerie Amezcua,
Ivana Unger here in Washington Square will be turning 90 years of age come July 6th of this year and
I was wondering if you might do a City Proclamation for her milestone birthday proclaiming July 6th as
Ivana Unger Day or whatever you feel is the correct wording.
Due to some out of town friends being here this month the neighborhood is holding a special birthday
party this May 30th so we can all attend a celebration of her birthday a month in advance and we'd
like to present this proclamation at this birthday party.
Ivana along with her late husband, Oldrich, have been involved with the Washington Square
Neighborhood Association since it's conception in 1985 and she has been a board member and held
different position with the association. The Unger's were political immigrants from Czechoslovakia
when they escaped the Communist Regime in 1980 coming to Orange County in 1984 and have
made Washington Square their home ever since.

Dear Mayor Amezcua and Members of the Santa Ana City Council,
On behalf of Orange County Communities Organized for Responsible Development (OCCORD),
we are submitting this public comment to urge the City of Santa Ana to conduct a full public
audit of the Flock camera program and terminate the City's contract with Flock.
When this contract was approved on May 6, 2025, residents were told there would be
accountability. Council Member Thai Phan moved to approve the contract with the expectation
that the City would receive a report back within one year with clear information on the
installation process, the number of stolen vehicles recovered, the number of missing children or
persons located, the number of crimes solved, and whether the technology was effective
enough to justify renewal. That report never came. A year later, the public still has no answers.
This lack of follow-through is deeply concerning. If the City cannot provide a basic one-year
public update on a surveillance program of this magnitude, residents have little reason to trust
that future safeguards, audit requirements, or privacy protections will actually be enforced.
At minimum, Santa Ana residents deserve clear answers to the following questions:
How many stolen vehicles were recovered directly as a result of Flock cameras?
How ma missing children or missing persons were located directly as a result of Flock
cameras.
How many violent crimes were actually solved directly as a result of Flock cameras?
How many Flock alerts were generated, and how many were inaccurate?
How many residents' license plates and movement patterns were collected?
These questions are not minor administrative details. They go to the heart of whether this
technology is effective, accountable, and safe for the community. Without this information, the
City is asking residents to accept expanded surveillance without evidence, transparency, or
meaningful oversight.
OCCORD, alongside our partners, is especially concerned about the risks this technology poses
to immigrant communities, communities of color, workers, women, queer and trans people, and
residents who exercise their right to speak out against government actions. Across the country
and here in California, Flock and other automated license plate reader systems have raised
serious concerns related to wrongful arrests, inaccurate alerts, unauthorized data sharing,
cybersecurity vulnerabilities, law enforcement misuse, and potential access by federal agencies.
Here in Orange County, the risks are not hypothetical. A Costa Mesa police officer was
reportedly fired after accessing the Flock system multiple times to track his wife, his
ex-girlfriend, and another person. This is exactly the type of misuse that communities have
warned about.
At a time when surveillance technology is rapidly expanding and immigration enforcement is
intensifying, local governments have a responsibility to protect residents' privacy, civil rights, and
safety. Santa Ana should not continue collecting unnecessary data that can be misused, shared,
breached, or weaponized against the very communities the City is responsible for protecting.
The City has already failed its first test of accountability by not providing the promised one-year
report back. For that reason, OCCORD urges the City Council to conduct a full public audit of
the Flock camera program and terminate the contract.
Santa Ana residents deserve transparency, accountability, and policies that protect community
safety without expanding harmful surveillance.

Good evening Mayor and Council Members,
My name is Angeles Ochoa and I'm a resident here in Santa Ana as well as the Digital Organizer
at Orange County Communities Organized for Responsible Development(OCCORD). I'm
speaking today because residents were promised transparency, oversight and accountability when
the City approved the Flock surveillance contract last year—yet those commitments were never
fulfilled. A year later, the public is still being asked to trust a surveillance system without
receiving the basic reporting and accountability measures that were promised from the
beginning.
When this contract was approved, residents were told there would be a public report within a
year showing measurable outcomes including how many stolen vehicles were recovered, how
many missing persons were located, how many crimes were solved and whether this technology
was actually effective. But a year later, that report never came.
That matters because surveillance programs should never operate without transparency and
oversight.
Mayor Amezcua previously suggested that people were"hyper focusing" on one documented
case of abuse involving this technology. But the reality is that misuse of ALPR and Flock
systems is not isolated it is part of a broader nationwide pattern.
Right here in Orange County, a Costa Mesa police officer was fired after investigators found he
used the Flock system multiple times to track individuals for personal reasons.
Beyond individual misuse, investigations have also found that California law enforcement
agencies including agencies in Orange County shared ALPR surveillance data with federal
authorities despite California privacy protections meant to limit that type of access.
And these concerns are not limited to California. In Colorado, police reportedly pursued the
wrong suspect after inaccurate ALPR data contributed to officers targeting the wrong individual.
These concerns are clearly not isolated incidents. Across the country, communities continue to
report cases involving misuse, inaccurate data, lack of oversight, unauthorized data sharing and
other serious abuses connected to ALPR and Flock systems.
These are exactly the kinds of risks community members warned about from the beginning: lack
of oversight, misuse of sensitive data and surveillance systems expanding beyond their original
purpose.
If the City cannot even provide the public report and accountability measures it promised
residents, then why should the public trust that these systems are being properly monitored or
protected from abuse?
At a time when surveillance technologies are rapidly expanding, especially alongside increased
attacks on immigrant communities and other vulnerable groups, Santa Ana should be leading
with transparency and community protection not expanding systems without accountability.
I urge the Council to conduct a full public audit of the Flock program and move toward
terminating this contract. The City has already failed its first test of accountability, and
residents should not be asked to blindly trust expanded surveillance systems that operate
without meaningful transparency or oversight.
