A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA ADOPTING THE 2025 WATER SHORTAGE
CONTINGENCY PLAN FOR THE CITY OF SANTA ANA
WHEREAS, Sections 10610 through 10657 of the California Water Code, known
as the Urban Water Management Planning Act, require that every urban water supplier
providing water for municipal purposes either directly or indirectly to more than 3,000
customers or supplying more than 3,000 acre-feet of water annually, prepare an Urban
Water Management Plan ("UWMP") at least once every five years; and
WHEREAS, the California Water Code requires urban water suppliers to prepare
a Water Shortage Contingency Plan (WSCP) to be included in its UWMP; and
WHEREAS, the WSCP, along with the UWMP, must be adopted by the supplier's
governing body and submitted to the California Department of Water Resources; and
WHEREAS, the City of Santa Ana is an urban water supplier subject to this
requirement; and
WHEREAS, the City's 2025 UWMP contains its WSCP, a detailed proposal for
how City intends to act in the case of an actual water shortage condition, as required by
Water Code Section 10632; and
WHEREAS, the WSCP must be treated as a standalone plan for public hearing
and adoption procedures; and
WHEREAS, the City has given the legally required notices for the 2025 WSCP and
conducted a public hearing on May 19, 2026 to consider the approval of the 2025 WSCP;
and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa
Ana as follows:
Section 1. The 2025 Water Shortage Contingency Plan is hereby adopted.
Section 2. The City Manager or his or her designee is directed to file a copy of
the City's 2025 Water Shortage Contingency Plan with the California Department of Water
Resources, the California State Library, and any city or county within which the City
provides water supplies within 30 days but no later than June 18, 2026.
Section 3. The 2025 Water Shortage Contingency Plan shall be available for
public review during the City's normal business hours no later than 30 days after filing a
copy of the plan.

Section 4. This Resolution shall take effect immediately upon its adoption by the
City Council, and the City Clerk shall attest to and certify the vote adopting this Resolution.
