Please, not Michael Herrah and please stop his high rise at Broadway and I Oth. That building would impact us and all of Willard neighborhood. Along with the traffic for the whole civic center. Request to SAVE & FUND Historic Resources Commission (HRC) -OR- MAKE a council adopted PROVISION that the Historic Resources Commission (HRC)will be REINSTATED as soon as budget permits. Dear Honorable Mayor, Mayor Pro Tern &Councilmembers, The Historic Resources Commission (HRC) as we know it today came about after members of the community recognized a need for historic preservation of historic resources in the City of Santa Ana. Working in conjunction with & under the direction of the Planing & Building Agency the "Architectural Resources Review Committee" met monthly over a period of several years under the leadership of architectural historian, illustrator, author & resident of French Park neighborhood, Diann Marsh. To accomplish the goals of the City of Santa Ana becoming a Certified Local Government with a City Register of Historic Properties, a Mills Act&a Historic Resources Commission (HRC),the Architectural Resources Review Committee completed an architectural survey of all the buildings at that time that were over 50 years old. Acting on a request by City Planning & Building Agency one hundred (100) historically significant buildings believed to be in danger of neglect or demolition were selected from the citywide architectural survey to become the first properties listed on what was to become the city of Santa Ana Register of Historic Properties. Over time the Architectural Resources Review Committee & members of the community&support of the City Planning & Building Agency were together successful in the Santa Ana City Council's adoption of a Certified Local Government, a City Register of Historic Properties, a Mills Act Program &a Historic Resources Commission (HRC). The Historic Resources Commission (HRC) came into fruition only after a recognized need,years of work by the Architectural Resources Review Committee, community&City staff support & consideration &adoption by City Council. The Historic Resources Commission (HRC) is a valuable achievement, envied by other cities, is a specialized asset that differs significantly in scope &focus form other commissions, uniquely bolsters the General Plan's Historic Element& 1 works to protect specific, designated older buildings, neighborhoods, & landmarks to maintain architectural integrity in the City. I urge City Council to SAVE & FUND Historic Resources Commission (HRC) -OR- MAKE a council adopted PROVISION that the Historic Resources Commission (HRC)will be REINSTATED as soon as budget permits. My name is Jesse Rodriguez, Vice Chair of the Youth Commission and a resident of Ward 6. 1 am writing regarding Item 23 on the June 2, 2026 agenda. I respectfully ask that you allocate funding to preserve the Santa Ana Police Athletic & Activity League (SAPAAL) and expand its programs to serve junior high and high school students. I strongly support SAPAAL because it provides my peers with a safe place to learn, grow, stay active, and build positive relationships. These programs play an important role in strengthening our community and helping young people succeed. Additionally, I respectfully request that the Youth Commission remain in place. Civic engagement is essential in teaching young people how local government works and empowering them to use their voices to advocate for parks, programs, and services that benefit their community. Through the Youth Commission, students receive hands-on experience in public speaking, leadership, and community involvement, skills that cannot be fully learned from a textbook. To: Mayor Valerie Amezcua and Members of the Santa Ana City Council Date: June 2, 2026 Re: Opposition to Sunset/Dissolution of the Historic Resources Commission Dear Mayor Amezcua and Councilmembers, My name is Jeffrey Dickman. I am a past long-time resident of Santa Ana and a continuing property owner there. I now live in the City of Desert Hot Springs but maintain deep ties to Orange County preservation communities. I write to urge you to vote NO on any action to sunset, dissolve, or defund the Historic Resources Commission at tonight's meeting. 1. The HRC is not a luxury—it is mandated infrastructure. Since 1998, the HRC has been charged with recognizing and preserving structures vital to Santa Ana's historic heritage. By ordinance, the Commission advises Council on historic properties, recommends policies for protection and reuse, manages incentive programs like the Mills Act, and fosters public awareness. No other body in the City has this charter or expertise. Sunsetting the HRC would leave Santa Ana without the legal and procedural framework required by Chapter 30 of the Municipal Code. 2. Dissolution will cost more than it saves. Budget pressures are real, but eliminating the HRC is a false economy. The Commission vets projects on the Santa Ana Register of Historical Properties and guides Mills Act contracts— programs that generate tax revenue and private investment in neighborhoods like Heninger Park, Floral Park, and others. Without HRC review, project delays, CEQA challenges, and litigation risk increase. Staff alone cannot replace nine appointed residents with technical and community expertise. 3. The impact on residents and trust will be immediate. Volunteers like Ginelle Hardy and many others have served on and worked with the HRC for years. They are your bridge to neighborhoods that care deeply about character, housing quality, and accountability. Dissolving the Commission severs that bridge. It tells residents that preservation—and their voices—are expendable when budgets tighten. That disturbance between residents, staff, and the City's stated preservation goals will widen, not close. 4. Preservation is economic development. Santa Ana's historic districts and landmarks are economic assets. They stabilize property values, attract small business, and qualify the City for Certified Local Government grants and state preservation funding. The HRC is the gatekeeper for those programs. Lose the Commission, lose eligibility. Further, dissolving the HRC would forfeit Santa Ana's Certified Local Government status,jeopardize active Mills Act contracts, and remove the only public forum where residents and staff jointly review projects affecting historic neighborhoods. The fiscal and legal costs of that loss far exceed any short-term savings. Respectfully, I ask Council to reject Item#23 as written and instead: 1. Keep the HRC intact as a standing commission with its current powers and duties. 2. If budget cuts are required, direct staff to identify administrative savings that do not eliminate the Commission's function or resident representation. 1 3. Commit publicly to strengthening —not sunsetting —preservation enforcement, so residents and property owners have clarity. "Restore it when times are better" is not a plan. Once dismantled, the expertise, community relationships, and institutional memory that the HRC represents are gone. Rebuilding would take years, cost far more than retaining the Commission now, and leave Santa Ana vulnerable to irreversible losses of historic fabric. Santa Ana's history is not optional. The Historic Resources Commission is how the City keeps its promises to past and future generations. Please hold fast and vote to retain it.
