On Tuesday, October 22, 2012, at approximately 2222 hours, I spoke with Santa Ana
Police Commander STEVE COLON who advised of an officer involved shooting, which occurred
at 520 West Walnut Street in the city of Santa Ana. COLON requested the Orange County
District Attorney’s Officer Involved Incident Investigation Team, respond to the location and
conduct an investigation into the incident.
I notified District Attorney Investigators PAUL KELLY, PAUL CARVO, RICK BRADLEY, TOM
CONKLIN, ANDREW ROSS, BRETT ANDERSEN, FRANK CARDENAS and FRANK REYNOSO and
requested they respond to assist in the investigation. I went to the shooting location and met
with personnel assigned to the incident.
On October 23, 2012, at approximately 0037 hours, Santa Ana Police Sergeant JIM
ARMSTRONG conducted a briefing on the known circumstances surrounding the incident for
personnel involved in the investigation. I learned the following from the briefing and
preliminary investigation:

ANTONIO GRAHAM were on patrol riding together when they received a call for service.
Dispatch advised at 2209 hours of a man with a gun chasing someone in the area of Ross Street
and Pine Street. The officers arrived on scene at 2211 hours and parked their patrol car in the
“T” intersection of the alley located at 300 S. Ross Street and the alley located at 400 W. Pine
Street. The officers observed a subject that matched the description of the suspect in the
backyard of 210 S. Birch Street.
At 2213 hours, Officers advised dispatch that they had one detained at gunpoint.
Officer GRAHAM began to climb the chain link fence that separated the officers in the alley
from GUILLEN who was in the backyard. As GRAHAM was climbing the fence, GUILLEN made
some type of furtive movement and Officer ENRIQUEZ fired four rounds at GUILLEN, striking
him once in the upper left thigh.
Orange County Fire Authority responded and provided emergency medical treatment.
GUILLEN was transported to Western Medical Center- Santa Ana for further medical treatment.
GUILLEN was treated for a superficial gunshot wound which required cleaning and a bandage.
