Dawson Approved By: Date of Report: 07/17/13 Date: 07/22/2013 Page 1 of 3 CASE NAME: GONZALEZ, JESSICA CLASSIFICATION: OFFICER INVOLVED SHOOTING (FATAL) INTERVIEW OF: PHIL CRAFT, SERGEANT SANTA ANA POLICE DEPARTMENT PRESENT: LEO RODRIGUEZ, DETECTIVE SANTA ANA POLICE DEPARTMENT DATE AND TIME: JUNE 23, 2013 1210-1232 HOURS LOCATION: 805 SOUTH TOWNSEND STREET, SANTA ANA, CA. On the above date and time, I conducted an audio digital recorded interview of Santa Ana Police Department (SAPD) Sergeant PHIL CRAFT in reference to a Santa Ana Police Department officer involved shooting investigation involving JESSICA GONZALEZ. Prior to the interview, CRAFT advised that his statement was free and voluntary. The following is a summary of the interview: CRAFT has been employed by SAPD as a sergeant for 3 years and a police officer for 8 years. Prior to working for SAPD, CRAFT was employed by the San Jose Police Department as a police officer for 12 years. CRAFT was assigned to day shift, and his scheduled work days were Sunday through Tuesday, and every fourth Saturday. CRAFT’S shift was 0530 hours to 1800 hours. On June 23, 2013, CRAFT was working as a patrol sergeant, call sign 140 in vehicle #861, and was dressed in full SAPD police uniform. Dawson Approved By: Date of Report: 07/17/13 Date: 07/22/2013 Page 2 of 3 At approximately 0530 hours, day shift patrol officers, including SAPD Officer GARY AYALA and SAPD Officer SAUL ESQUIVEL, had roll call. AYALA was assigned call sign 185 and vehicle #880. ESQUIVEL was assigned call sign 186 and vehicle #854. SAPD Sergeant RAUL RIVERA briefed the officers on an Orange Police Department “Wanted Person” for homicide. The flyer identified JESSICA GONZALEZ as the wanted person, and indicated she used a .38 caliber handgun during the commission of the homicide. The “Wanted Person” flyer was distributed to all patrol officers. At approximately 0807 hours, SAPD Officer GARY AYALA and SAPD Officer SAUL ESQUIVEL broadcasted on the police radio they were involved in an officer involved shooting at 800 South Townsend Street, in the city of Santa Ana. CRAFT responded to the scene, and AYALA and ESQUIVEL advised on the police radio there were 2 additional subjects involved in the incident. At approximately 0810 hours, CRAFT arrived on scene in the north/south alley, located on the east side of 805 South Townsend Street. CRAFT observed police vehicles parked in the alley and a female subject, later identified as GONZALEZ, lying supine in the center of the alley. GONZALEZ’ head was facing east and her feet were facing west. GONZALEZ was wearing 1 brown boot, 1 tennis shoe, and a white shirt. GONZALEZ had blood on her head, was not moving and appeared “lifeless.” There was a grey replica handgun approximately 5 feet south of GONZALEZ’ left hand. CRAFT recognized GONZALEZ from the Orange Police Department “Wanted Person” photograph for homicide. CRAFT observed two unidentified police officers standing next to GONZALEZ and pointing their handguns at her. CRAFT observed the following police officers on scene: S.A. 13-015 Investigator: L. Dawson Approved By: Date of Report: 07/17/13 Date: 07/22/2013 Page 3 of 3 • GARY AYALA • SAUL ESQUIVEL • SERGIO ENRIQUEZ • MARIO LOPEZ • RICH RUBIERO CRAFT directed unidentified officers to handcuff GONZALEZ. The officers searched the immediate area for subjects, and secured the scene. GONZALEZ never made any statements during the incident. SAPD Officer AYALA and SAPD Officer ESQUIVEL gave CRAFT a joint “public safety” statement, which included the following information: • No outstanding suspects • The officers fired a total of 10 to 12 shots combined • AYALA fired into a garage in a westbound direction • ESQUIVEL fired in a northbound direction At approximately 0815 hours, Orange County Fire Authority Engine 73 arrived on scene and provided medical treatment to GONZALEZ. At an unknown time, Care Ambulance #299 arrived on scene. Care Ambulance #299 transported GONZALEZ to University California, Irvine-Medical Center, located at 101 The City Drive South, Orange, CA 92868. SAPD Officer JUAN MONTIEL went with the ambulance to the hospital.
