NEW BUSINESS
1. PENDING REQUEST FOR PROPOSALS UPDATE
Summary of pending RFPs reviewed and discussed. Stadium Concession RFP will
be done as a Request for Information instead.
2. CHEPA’S PARK PLAQUE AND SIGN INSTALLATION UPDATE
Unveiling event scheduled for March 8, 2008.
3. LEISURE CLASS BROCHURE COVER DISCUSSION
Staff shared information on changes being made to brochure cover in order to
become a better marketing tool of the City’s leisure classes and other services. Staff
is looking for a name to brand this product, such as the City of Orange has done with
their Progress Brochure. Staff will do an ad cost analysis.
4. ORANGE COUNTY BLACK HISTORY PARADE AND FAIRE UPDATE
Steering Committee meetings are being held each Tuesday until Parade Day. VIP
Breakfast is scheduled for 7:30 a.m. on Saturday, February 2, 2008 at Santa Ana
College. Parade is scheduled to step off at 10:00 a.m.
5. NOMINATIONS FOR SPECIAL SERVICE AWARD TO THE YOUTH AND
COMMUNTIY OF SANTA ANA
County Supervisor Janet Nguyen was nominated in recognition of her many
contributions to the following Agency projects:

$100,000 - Tierra de Las Pampas Exhibit at Santa Ana Zoo
$ 35,000 - Kiwanis Barrier Free Basketball Court at Thornton Park
$ 5,000 - Logan Park Swing

$ 9,000 - netz4Life Basketball Program at El Salvador

UPCOMING EVENTS
Calendars for February and March, 2008 were reviewed and discussed. The Grain
Project announced via email that due to financial difficulties, the Farmers’ Market will
not be brought back in February as anticipated.

STATUS/UPDATES
1. COMMITTEE ON FIELD USE (CoFU)
Committee is now staffed by Jenny Rios instead of Mike Lopez due to recent shift of
Reservation Team staff to Recreation Services from Park Services. Strike letters are
being reviewed, and organizations now have ten business days to respond to these
letters. All sports organizations were notified in November that effective January, 2009,
they will need to show documentation of either non-profit status or business license.
Issue of leagues subletting their field time is being reviewed. Any league caught
participating in this type of activity will be suspended with consideration given to the
league’s expulsion from system. Committee is suggesting that all coaches and players
should have identification cards in order to assist facility attendants with daily field
reservation checks. Committee is also suggesting that league membership must be
made up of at least 75% Santa Ana residents. An ad hoc committee has been formed
to discuss Annual Use Permit process. The tournament policy is being reviewed further.
2. OPEN SPACE COMMITTEE
Regarding Greenville Elementary School and Griset Park, no park space will be taken.
Raitt Street will be striped to delineate school pick-up/drop-off zones. The Windsor
Village Neighborhood Association has requested that the playground at Windsor Park
be named in honor of Tom Lamere and this request will be on the Board’s February
agenda for vote. Chepa’s Park plaque and sign unveiling discussed. Request to
remove seven trees from the Sandpointe Paseos is being reviewed. KaBOOM! Project
discussed. Bids have opened for the resurfacing of Windsor Park walkways and parking
lot.
3. EVENTS AND PROGRAMS COMMITTEE
Senior center holiday celebrations went well. The Children’s’ Winter Holiday Party was
a great success with it being the first time held at the Santa Ana Zoo. Discussed
progress on the Rubber Boot Race, Parade and Chepa’s Park events. Intermediate
Intramural Sports program discussed, as well as potential nominees for the Special
Service to the Community Award.
4. CABLE UPDATES
The end of 2007 saw the final show for CTV3 by Time Warner. Looking for grants to
do more programming through the City.
Working with AT&T to air Council Meetings and public/education shows.
Continue to deal with complaints until completely resolved.
5. COMMUNITY CONTACT REPORTS AND UPDATES
Executive Director to follow up with staff on communication with Judy Edge and her
concern about the Sandpointe Trash issue.

STAFF/CONSULTANT COMMENTS
G. Mouet
The Santa Anita Soccer Club is at an impasse. Roy Alvarado is requesting that
the City charge the participants more than they can afford. Will be meeting with
coaches to try and resolve the issue.
The City’s Executive Management Team will begin meeting with the City
Manager in February regarding the Budget for Fiscal Year 2008-2009. The
Agency is currently projecting a deficit of approximately $720,000.
State Budget Cuts are still not known for Santa Ana.
Key School District and City staff met last week regarding the School Districts’
proposed marquee and monument at Hector Godinez High School in Centennial
Park. The School District has reduced the size and dimensions. The marquee
will be put on the School property, and not on Park space.
Due to the California Parks and Recreation Conference occurring the last week
of February, the Board meeting will occur one week sooner, on February 20,
2008.

There will be a meeting with the Cabrillo Park and Mabury Neighborhood
Associations at Calvary Church on February 7, 2008 at 6:30 p.m. to discuss the
pending Twist-Basler House move. The foundation is currently being built.
BOARD/STUDENT REPRESENTATIVE COMMENTS
J. Guadarrama, Student Representative
The Anti-Graffiti Gazette has been finalized and copies will be sent to Elected
Officials and Board Commissioners. It will also be shared with other
organizations and will include a cost sheet for production in an effort to find
sponsors to print it and get it to the schools.
J. Stroud
Would like to see recycle containers at the Rubber Boot Race. Any event
sponsored by the Agency should provide recycle bins.
Saw a residence with native plant landscaping on Park Lane and would like to
see perhaps some programs in the future that teach residents to do this type of
landscaping in their yards in the effort of water conservation.
Received a request from a Flower Park resident – they would like a baby swing
installed at Angels Park.
Would like to see the Parks, Recreation, Education and Youth Council
Committee Meetings on the monthly event calendars.

Since the Board meeting for February has been moved up one week, would like
for the CoFU meeting to be changed as well.
The Catholic Center on Harbor and Westminster will be hosting the Lunar
Calendar Celebration next week. There will be lots of food and great
entertainment, and a terrific fireworks display.

Would like to suggest the following ideas for the Leisure Class Brochure: Insight,
Pathways, Blossoms, Unleashed.
T. Leon
The Rubber Boot race was a lot of fun – many great costumes.
The Founders’ Dinner was great.
Valentine’s Day is coming up!
