BUSINESS CALENDAR
NEW BUSINESS
1. RUBBER BOOT RACE UPDATE
Staff provided summary of event and showed PowerPoint presentation of pictures
taken at event.
Public Comments:
Nick Spain – The Grain Project
The Santa Ana Farmers’ Market is on hiatus until further notice. Plans had been
to reopen early February, 2008.
Postponement due to reorganizing of the Farmers’ Market and the need to
fundraise within the City.
Actively working with civic and downtown business leaders to form a mutually
satisfactory arrangement to move forward.
All aspects of the Farmer’s Market are being considered, such as venue, dates,
times, etc.
2. TOM LAMERE DEDICATION AT WINDSOR PARK
The Agency has received a request from the Windsor Village Neighborhood
Association to rename the playground at Windsor Park in memory of Tom Lamere.

On behalf of the Westend C.O.P. Program, very much in support of Windsor
Village Neighborhood Association’s request for this action.
Roy Melcher – Westend C.O.P. Program / Riverview West Neighborhood Association
Tom and Barbara Lamere were very much involved in both the Windsor Village
and Riverview West Neighborhood Associations and the Westend C.O.P.
Program.
On behalf of the Riverview West Neighborhood Association, very much in
support of Windsor Village Neighborhood Association’s request for this action.
Pat Michel – President, Windsor Village Neighborhood Association
On behalf of the Windsor Village Neighborhood Association, present to reiterate
original request of action.
Tom is missed very much by his neighborhood association.
Steve McGuigan – Westend C.O.P. Program
Very much in support of this action.
Tom and Barbara Lamere are long term residents of Santa Ana.
Tom’s involvement goes way beyond the neighborhood associations.
This action would be greatly appreciated by his family and would be a great way
to remember a great community leader.

Staff indicated that the ceremonies for the playground renaming will coincide with
the completion of the parking lot resurfacing.
Motion to recommend to the Planning Commission and the City Council to rename
the Windsor Park Playground to Tom Lamere Playground.

3. CHIVAS USA UPDATE
Staff shared information regarding potential plans for the Willowick Golf Course – a
100 acre property owned by the City of Garden Grove but zoned by the City of Santa
Ana. Currently, two concepts are being considered; 1) A Hard Rock Café theme
park and 2) a soccer stadium built by Chivas USA.
Public Comments:
Roy Melcher – Westend C.O.P. Program and the Riverview West Neighborhood
Association
Concerned about the resurrection of the 22 Freeway expansion for access to
whatever venue comes in.
4. NOMINATIONS FOR SPECIAL SERVICE AWARD TO THE YOUTH AND
COMMUNTIY OF SANTA ANA
KidWorks for their contributions to the youth of Santa Ana.

Calendars for March and April, 2008 were reviewed and discussed. Events of special
note are:
March 1 and 2: Santa Ana Zoo’s 56th Birthday Celebration
March 8: Chepa’s Park Sign and Plaque Unveiling
March 22: Cesar Chavez Celebration
March 29: KaBOOM! Playground Build Day, Mural Painting and Community
Garden Planting at Jerome Park
April 19: Nutrition and Fitness Fair

STATUS/UPDATES
1. COMMITTEE ON FIELD USE (CoFU)
Second strike letter issued to Interamerica Soccer League for field violations discussed.
Reviewed field closure updates. Stadium programming presentation made by Staff and
CoFU members voted to implement as a pilot program with the blessing of the
Washington Square and Townsend Neighborhood Associations due to extended hours
and potential noise levels. Programming of the stadium is to be fair and equitable for all
organizations, with priority given to non-profit organization and City-sponsored events.
Request to use field four at the soccer complex from Mater Dei LaCrosse team
reviewed. Staff will research impacts to other users.
2. OPEN SPACE COMMITTEE
Reports provided on open space aspects of the Renaissance Specific Plan (RSP).
Based on public input, new overlay plans for zoning will be created for exiting plan. The
proposed Washington Street closure will be removed from the RSP. Committee also
discussed the Twist Basler House move to Cabrillo Park, scheduled to occur in March.
Caribou Industries will then have eight months to restore house. Pending grants
reviewed. Discussed Memorial Park Center renovation project. Discussed Chepa’s
Park Unveiling event, Tom Lamere memorial and the KaBoom! events. Reviewed the
request to remove seven trees from the Sandpointe Paseos.
3. EVENTS AND PROGRAMS COMMITTEE
Reviewed Black History Parade event – down side was that spectator numbers seemed
to be low this year, upside was that the steering committee raised $39,000 for the
parade and faire. Upcoming events also discussed and next meeting scheduled for
March 7, 2008 at 10:00 a.m.
4. CABLE UPDATES
Playback of the Orange County Black History Parade and Faire will be aired on
CTV3 for six weeks.
Received last round of CCN promotional spots. These big screen spots will also be
aired on CTV3.
Outreaching to other areas such as earthquake preparedness, anti graffiti, etc.
Still working with AT&T on franchise agreement. Once established with the City, will
work with them to provide access to education groups.
Still working with Time Warner on customer service response time.
5. COMMUNITY CONTACT REPORTS AND UPDATES

PUBLIC COMMENTS
Steve McGuigan – Friends of Santa Ana Zoo Board Member
Regarding Sandpointe Paseo tree removal – the Zoo works with a tree trunk
artist who makes wood art out tree trunks. Would be glad to have the trees that
are being removed.
Distributed Save the Date flyers for the Sunset at the Zoos scheduled for the
summer.
Pat McGuigan – Westend C.O.P. Program
Regarding last night’s council meeting – it is a shame that the Council Meetings
are being moved around and that film crews are having to rent equipment to air
these meetings when Council Chambers is wired for this.
STAFF/CONSULTANT COMMENTS
G. Mouet
Many staff will be attending the California Parks and Recreation Society’s annual
conference in Long Beach next week. This conference is very important for staff,
providing the opportunity to learn new things in the industry. Youth
Commissioners will also be attending, as well as Board Chair T. Leon.
Is currently working with all groups involved in the Santa Anita Soccer Club
issues. Has had to provide updates to some elected officials. The Agency will
not be changing course and will move ahead as planned.
L. McCarty
Distributed Save the Date cards for the Mothers’ Day Celebration in May.
Many of her division staff will also be attending the CPRS conference.
K. Bowers
Council meeting replay times are Tuesdays at 9:00 a.m., Monday and
Wednesdays at 6:00 p.m. and Sundays at 1:00 p.m.
The City is currently researching an “on demand” system to view council
meetings on the internet.
BOARD/STUDENT REPRESENTATIVE COMMENTS
J. Stroud
Will there be a meeting to recap the Orange County Black History Parade and
Faire? Staff indicated that this meeting is scheduled for Tuesday, March 11th at
6:00 p.m. at the Southwest Senior Center.
Announced that the Morrison Park Summer Concert is scheduled for September
6, 2008.
While she was at a housing for Goodwill workers development meeting at the
Forest Paul site, Mayor Pulido stopped by while out riding his bicycle. Mayor
Pulido indicated that he would like to see this site used for open space.
Encouraged Commissioners to attend a “Graffiti as Art” event at Santa Ana
College on February 21st to express that graffiti is not art.

Hope everyone attending CPRS conference is able to get a lot out of the event.
Conferences are great opportunities and really would like to go.
Would like for a Youth Commissioner to make a presentation at the next meeting
on the workshops they attended and what they learned.
M. Madrid
How will the State’s 10% cuts across the board affect Santa Ana? Staff indicated
this mandate has not come down to the City level as of yet.
T. Leon
The Parade was a lot of fun! Julie and she were put on a fire truck and had a
blast. The VIP breakfast that morning was also very nice.
What is the status of the annual passes to the Zoo? Staff indicated those will be
produced soon.
What about shirts for all commissioners? Staff indicated that a new order for
commissioner polo shirts will be placed.
Recently spoke to Steve McGuigan about the Relay for Life event. It is
understood that the Stadium can no longer be used for this event due to the new
synthetic turf. G. Mouet indicated that he has an upcoming meeting with Mr.
Braxton of the American Cancer Society to discuss possible venues.
NEXT MEETING
Wednesday, March 26, 2008 at 5:30 p.m. in the large conference room of the Parks,
Recreation and Community Services Administration Building, located at 888 W. Santa
Ana Blvd. in Santa Ana, California.
