MINUTES Approve Minutes of Regular Meeting held on February 20, 2008. 2. YOUTH IN LOCAL GOVERNMENT UPDATE Handout on program in progress reviewed and discussed. Mock Council Meeting is scheduled for Tuesday, May 20, 2008. 2. CPRS CONFERENCE RECAP Staff and Board Chairperson provided feedback on their attendance at the February Conference in Long Beach. 3. FISCAL YEAR 2008-2009 BUDGET UPDATE Executive Director Mouet provided verbal update on the Agency Budget for next fiscal year. The State, local governments and school districts are all facing budgetary challenges. Agency should realize a significant savings in utility and staff fees for the fiscal year with the closure of Jerome Center during renovation. 4. COMMITTEE ON FIELD USE (CoFU) MEMBERSHIP COMPOSITION Discussion ensued regarding the composition of the CoFU Committee. Discussion points were: Sports organizations represented on the committee should appoint their own representatives. The length of service for each representative should coincide with their involvement with the appointing sports organization. An additional representative from the neighborhoods does not seem necessary at this time. Should the current neighborhood representative seat need to be replaced, the recommendation would come from the Board by vote, and if the Board cannot designate an individual, would seek a recommendation from CommLink. Community involvement is encouraged, but the voting membership of CoFU should remain limited. PUBLIC COMMENT Rick Niedermayer, Santa Ana Youth Soccer United Has served on CoFU as representative of AYSO for the past five years and has invested a lot of time and energy into this committee. Will be retiring from AYSO as they’ve brought on a new representative. Would be a shame to bring on someone new with no history or background of what’s been going on. Would still like to be involved in the committee. UNAPPROVED MINUTES Board of Recreation and Parks Minutes of March 26, 2008 Meeting Page 3 of 6 Pedro Magallon, Santa Ana Youth Soccer Association (SAYSA) Represents both youth and adult soccer organizations. Since his appointment as president for the adult soccer association (SASA), he asked that Rick Niedermayer serve as representative for the youth soccer association (SAYSU) to avoid any conflict of interest. Staff to develop an administrative policy for CoFU to come before the Board for review and approval. Motion to create an additional Resident seat with voting rights. MOTION: J. Stroud SECOND: M. NOMINATIONS FOR SPECIAL SERVICE AWARD TO THE YOUTH AND COMMUNTIY OF SANTA ANA Motion made to recognize Rick Niedermayer for his 20 years of service to the AYSO Organization. MOTION: J. Events of note: March 29: Jerome Park KaBOOM! Playground/Community Garden/Mural Build Day. April 19: Nutrition and Fitness Fair at Hector Godinez High School Gym. May 15: Tierra de Las Pampas Reception at Santa Ana Zoo May 17: Mother’s Day Celebration at Santa Ana Stadium featuring Little Joe y La Familia. STATUS/UPDATES 1. COMMITTEE ON FIELD USE (CoFU) Field closures due to renovations discussed. Adams Park field problems were reviewed. Insurance requirements reviewed. Facility Use Policies and Procedures were reviewed, continues to be a working document. Centennial Park ring road discussed, project has a cost of $1.4 Million. 2. OPEN SPACE COMMITTEE Twist Basler House relocation in the works, the foundation at Cabrillo Park to receive this structure was poured today. Structure will be used as a tennis center once put back together and brought up to code by current owner. Land and Water Conservation Fund grants submitted in early March, should hear something in May. Discussed naming of playground at Windsor Park in memory of Tom Lamere, proposal going before P.R.E.Y. Council Committee on April 3, 2008, then to the Planning Commission and finally before Council in May. Actual event targeted for June to coincide with the completion of the parking lot and walkway improvements at Windsor Park. A few trees have been removed from Sandpointe Paseos due to damage done to adjacent homes. 3. EVENTS AND PROGRAMS COMMITTEE The Fishing Derby at Centennial had about 300-400 participants and was a great event for the entire family. Also discussed upcoming KaBOOM! And Cesar Chavez events. Reviewed leisure classes. Other cities have varying policies on insurance requirements for class instructors, staff has done a survey on this and is reviewing with the City Attorney’s Office. 4. COMMUNITY CONTACT REPORTS AND UPDATES Reviewed. 5. CABLE UPDATES Met with AT&T regarding subscriber access to Public and Government channels. Working with Orange County High School of the Arts on a half hour program to be aired on CTV3. As of February 2009, all television programs will be shown in HDTV format and you will need a converter box for your television if your television set is not equipped for digitial. 6. PENDING ITEMS/ACTION ITEMS FOR FUTURE MEETINGS CoFU Policy Update Presentation by Park Naturalist COMMENTS PUBLIC COMMENTS No additional public comments. STAFF/CONSULTANT COMMENTS G. Mouet Received a $100,000 donation from Henry T. Nicolas, $65,000 for park deferred maintenance, $10,000 for the chess program and $25,000 for youth tennis program. P.R.E.Y. Bowers The Vietnamese film, “The Owl and the Sparrow”, will be shown in April at the Bowers Museum. BOARD/STUDENT REPRESENTATIVE COMMENTS D. Orea Glad to see the area at Raitt and McFadden cleaned up. J. Havlik Thank you to the Board for the excused absence last month. Had to take an unexpected business trip. J. Stroud Would like to know the actual date and time of the Twist-Basler House Move, will be there to observe. M. Madrid Look into the Southern California Edison time saver switch to save up to $50 a month for four months on your light bill. Seeking donation of carpeting for a young man whose wife left him with four kids and is working at McDonald’s earning only $9.00 per hour to support the family. Urged staff to apply for funds through the Health Department for the Graffiti Referral Program, $30 Million available. W. Tobiska Orange County High School of the Arts students writing and producing a show at El Salvador Center on May 22, 2008 at 7:00 p.m., tickets are $5.00. T. Leon The 2nd Annual Nutrition and Fitness Fair will occur on April 19th at the Hector Godinez High School Gym. The Mayor and other council members will be playing basketball. There will be fitness stations throughout the gym for participants. There will be a Moonlight Tour of Santiago Park on April 4, 2008 from 6:00 p.m. to 8:00 p.m. Admission to the Bowers Museum is free to Santa Ana residents the first Sunday of each month. Staff should contact the Sierra Club for assistance with the Rubber Boot Race. Stop by the Santa Ana Zoo to see the new twins!
