Jesse Soto was present to receive this award for November. SPECIAL SERVICE TO THE COMMUNITY – OCTOBER 2008 Various volunteers from the Catalina Excursion were present to accept this award. MINUTES Approve Minutes of Regular Meeting held on September 24, 2008. 2. ABSENCES All voting members were present. AGENCY COMMUNITY EVENTS PRESENTATION A PowerPoint presentation was made by staff summarizing the special and community events provided by the Agency. Handout on file with the Recording Secretary for review. 2. DECEMBER BOARD MEETING AND HOLIDAY PARTY Due to the Christmas holiday, the December Board Meeting will occur on December 17, 2008. The Board will convene for a brief business meeting and adjourn to a holiday party hosted at the home of G. Mouet. 3. NOMINATIONS FOR SPECIAL SERVICE AWARD TO THE YOUTH AND COMMUNTIY OF SANTA ANA Motion made to recognize the Orange County Childrens’ Therapeutic Arts Center. MOTION: J. Stroud SECOND: W. Events of note: November 1: Artists’ Village Open House November 9: “Much Ado About Nothing..Mariachi Style” presented by East L.A. Classic at the Santa Ana High School Auditorium - Free to all November 15: Santiago Park Clean Up November 26: The CoFU meeting has been moved from November 26 to 19 M. Madrid arrived at 6:30 p.m. STATUS/UPDATES 1. COMMITTEE ON FIELD USE (CoFU) California Youth Soccer has been using fields with expired insurance. Previously under the umbrella of the Boy Scouts Youth Soccer league but have recently separated. Due to other violations such as fighting on the fields, some players from California Youth Soccer have been suspended. Interamerica Adult Soccer had some players permanently suspended for assaulting a referee. SAUSD will be notified as the league also utilizes school facilities. The Facilities Use Policies and Procedures (FUPP) is being reviewed and updated. All sports organizations have been invited to attend a mandatory meeting on November 5, 2008 to provide further input on the FUPP. Board of Recreation and Parks Minutes of October 22, 2008 Meeting Page 3 of 5 2. OPEN SPACE COMMITTEE Updates on trash and recycling receptacles provided. Developments at the Forest Paul Site were reviewed. Updates provided on the water wells being installed at Fisher and Santiago parks. Jerome Center renovation will begin in November and will take approximately one year to complete. Willard Joint Use Agreement to go before Council on November 17. Discussions about installing synthetic turf at Willard will not occur until 2009. SAUSD has agreed to two 10-year leases with the City for Angels Park. Bids to install playground equipment at Portola, Thornton and Sandpointe parks to go before Council on November 17. 3. EVENTS AND PROGRAMS COMMITTEE Youth Expo was a great success, however 2008 may be the final year due to budget constraints for all sponsors involved. The October 12 Zoo Science Day was very well attended. Boo at the Zoo has begun and this year, more pre-sale tickets were sold than ever before. Harvest Celebration and Costume Contest to occur on October 31. The City Employee Giving Campaign is occurring this month, one of the five charities will be the Agency, raising funds specifically for the Catalina Excursion and Leisure Class sponsorships. Memorial Recreation Center will host a Haunted House October 28-30 for a $1 admission. A Founders’ Day celebration has been scheduled for October 3, 2009. This will be a citywide event, and the planning committee (comprised of staff from the City Manager’s office, the Community Development Agency and the Parks, Recreation and Community Agency) are working with the Bowers Museum, Discovery Science Center, the Zoo, Westfield MainPlace Shopping Town, etc. to organize special events for this day. The Celebrate Santa Ana event, usually held in May, and the Rubber Boot Race, usually held in January, will be moved to this October date. The Agency is also working with youth soccer organizations to create a Founders Cup Tournament. 4. COMMUNITY CONTACT REPORTS AND UPDATES Reviewed and discussed. 5. Trash generated by soccer leagues has increased. Dirty diapers are left in the park. Soccer play has been observed in the tennis courts. Board of Recreation and Parks Minutes of October 22, 2008 Meeting Page 4 of 5 The shrubs in the southeast corner of the park have been hollowed out and individuals have been found smoking marijuana. At Centennial Park, skateboarders are hanging out after hours and since the bathrooms are closed, they have been observed urinating in public. STAFF/CONSULTANT COMMENTS G. Mouet The Agency received notice from Redevelopment Staff that the Triangle Zone, property behind the Green Parrot Restaurant, will need to be vacated. The Agency currently provides a small, after school program at this site and serves twenty-seven youth. The Orange County Childrens’ Therapeutic Arts Center will assist the Agency in this situation by providing free tutoring and other programs. Staff working on project at Santiago Trail under the Main Street Bridge. Improvements will be made to the trail, a mural will be painted and areas will be shored up to deter transient encampments. Great response from bids for the Jerome Center renovation – will be a great project. The Tierra de Las Pampas project received responses from twenty-five contractors. W. Tobiska left at 7:30 p.m. Santa Ana is seeking funding from Health Communities. Senior Park Maintenance Supervisor, Paul Johnson, is serving on a Federal trial for approximately four to six months, and he had also planned to retire in January. Due to his early departure, Parks Superintendent Mike Lopez will be assuming Paul’s duties, as well as maintaining his own. Due to this extra responsibility, the Park Ranger Program has been moved from Mike to Gerardo. R. Ono Robert Carroll will also be serving jury duty for two weeks. Jana Clarke from the State will be here on October 28 to inspect completed projects. L. McCarty Leisure Class Brochure will be out soon, keep an eye out for it. Time Warner passed the FCC Technical Testing. BOARD/STUDENT REPRESENTATIVE COMMENTS J. Hills Congratulations to the Grant Writing staff for doing such a great job. J. Stroud Requested an update on Cabrillo Park and photos submitted by Desi Reyes. Suggested that French Park be opened up more, perhaps trim some of the trees. Would like to see more “historical” looking trash/recycling receptacles at French Park. Staff will share images of those installed at Fisher Park. May need to cut requests in half this year and will be looking closely at each requesting organization to determine real needs. T. Leon There are two new babies at the Zoo! Welcome to Jerry, a great addition to the Board. Please go out and vote on November 4th. There will be a non-partisan group gathering at Memphis Restaurant to review and discuss the propositions. Don’t forget to set your clocks back this weekend. Happy Halloween.
