Dennis Rios was present to accept this award on behalf of Luis Monter for April, 2009. Vianey Munguia was present to accept this award for May, 2009. F. Acosta arrived at 5:37 p.m. SPECIAL SERVICE TO THE COMMUNITY – APRIL 2009 Catherine Cate was present to accept this award. J. Hills arrived at 5:39 p.m. CONSENT CALENDAR MOTION: W. Tobiska SECOND: K. MINUTES Approve Minutes of Regular Meeting held on March 25, 2009. 2. ABSENCES All Board Members were present. ** END OF CONSENT CALENDAR ** BUSINESS CALENDAR NEW BUSINESS 1. BUDGET UPDATE Executive Director Mouet gave a brief verbal update on the Agency’s budget situation. 2. CALIFORNIA ENDOWMENT UPDATE Executive Director Mouet gave a PowerPoint presentation on the California Endowment award to the City. Handout on file with the Recording Secretary for review. 3. DISCUSSION ON LIBRARY SERVICES Discussion about the Library Agency becoming a department of PRCSA. It was also suggested that the duties of the Library Board be handled by a committee in the manner and makeup of the Committee on Field Use (CoFU). Student Representative J. Espinoza left at 6:43 p.m. 4. NOMINATIONS FOR SPECIAL SERVICE AWARD TO THE YOUTH AND COMMUNTIY OF SANTA ANA Motion to nominate Rebuilding Together for their recent contributions to the Santa Ana Zoo. COMMITTEE ON FIELD USE (CoFU) – Sports organizations have been notified that the City will no longer be able to co-sponsor field use fees for ANY organization due to the current budget situation. The lottery process is being reviewed. 2. COMMUNITY CONTACT REPORTS AND UPDATES – Reviewed. K. Nguyen left at 6:55 p.m. D. Orea left at 6:57 p.m. 3. PENDING ITEMS/ACTION ITEMS FOR FUTURE MEETINGS No new items presented. COMMENTS PUBLIC COMMENTS No public present. STAFF/CONSULTANT COMMENTS G. Mouet Will be serving on a Joint Use panel in Los Angeles on April 23rd. Ron Ono will be in charge of the Agency in his absence. Will be speaking at a National Institute of Medicine conference in Washington, D.C. May 5-7 on the prevention of childhood obesity. Ron Ono will be in charge of the Agency in his absence. R. Ono Received an email from the State that portions of Prop 12 State Bond monies will be released incrementally, which means that the Jerome Center renovation will continue to complete. Prop 40 and other awards are still being reviewed. Centennial Ring Road work should be completed by April 24th. Staff will be moving out of the headquarters building located at 888 W. Santa Ana Blvd. The Administrative Services section will move April 30th, the Recreation Services section will move May 14th. Fisher Park Playground Build Day scheduled for May 9th. The site has already been excavated and concrete has been poured. Luan Aubin from the State will be out to visit proposed projects submitted for grants. J. Rios Recreation Services and Reservation Administration will be moving on May 14th. All reservation staff will be located at Corbin Center. Recreation supervisors and staff will be located at various centers. Will be reviewing Santa Ana 2000 scholarship applications at Santa Ana College this week. Board of Recreation and Parks Minutes of April 22, 2009 Meeting Page 4 of 4 M. Lopez Has already been relocated to the City Yard with Lucy Castillo. Pool season is coming and staff is working hard to ensure all pools will be ready. Memorial pool is currently empty, but will be operational by the Memorial Weekend opening day. The landscape contract awards will be on the May 18th Council Agenda for approval for Fiscal Year 2009-2010. Now working on the Request for Proposal for pool maintenance services. Received funds from Metropolitan Water District to expand/centralize the irrigation system. Will be doing a Request for Proposal for that work as well. BOARD/STUDENT REPRESENTATIVE COMMENTS J. Stroud Stated that the grass at Riverview Park is very brown. Staff will go to the park to see what can be done. Still waiting for the price of bollards. Staff indicated the estimated cost per bollard including installation would be $500. Information will be emailed to Commissioner Stroud. W.
