MINUTES Approve Minutes of Regular Meeting held on January 27, 2010. 2. ABSENCES Excuse the absence of David Orea and Wendy Tobiska. BUDGET UPDATE Executive Director Mouet shared that the City’s deficit for Fiscal Year 2010-2011 is now at $23.5 Million and that he is working diligently to avoid the closure of recreation centers, senior centers and libraries, and to avoid a reduction of hours to services provided to the community. The efforts to accomplish this would mean a great deal of restructuring of the Agency, which equates to the reduction of staff. 2. LIBRARY CARD UPDATE Handout reviewed and discussed. 3. SHOWMOBILE CO-SPONSORSHIP UPDATE Handout reviewed and discussed. 4. CELL TOWER LEASE AGREEMENT WITH OMNIPOINT AT ADAMS PARK Motion to recommend to City Council to approve a lease agreement with T-Mobile West Corporation for an underground cellular equipment vault and a sports lighting monopole cell tower at Adams Park. CELL TOWER LEASE AGREEMENT WITH OMNIPOINT AT RIVERVIEW PARK Motion to recommend to City Council to approve a lease agreement with T-Mobile West Corporation for a cellular equipment building and monopine cell tower at Riverview Park. UPDATE ON DOG PARK FEASIBILITY STUDY Handout reviewed and discussed. Public Comment Art Pedroza Surrounding cities do not like Santa Ana residents going to their dog parks. Currently no control of licensing or vaccinations. Suggest “off shelf” technology to swipe entry into dog park to help verify licensing, vaccinations, and no staff needed for this. Costa Mesa and Irvine have heavily used dog parks. If we can find a low cost way to provide a dog park, this will be one more service provided to residents. Please be open-minded. You may think that a dog park does not serve “people” when in fact it does - it serves people who own pets. NOMINATIONS FOR SPECIAL SERVICE AWARD TO THE COMMUNITY The following candidates were discussed: Maria Franco, Southwest Senior Volunteer Friends of the Santa Ana Zoo (FOSAZ) Zoo Docents Friends of the Library Motion to make the following presentations as indicated: Maria Franco in April Friends of the Santa Ana Zoo and the Zoo Docents in May Friends of the Library in June MOTION: K. Special Items of Note: April 17: Grand Opening of Tierra de Las Pampas exhibit at the Zoo. April 24: Dia de Los Niños event combined with the Library’s 50th anniversary celebration. STATUS/UPDATES 1. COMMITTEE ON FIELD USE (CoFU) – No report. 2. LIBRARY SERVICES COMMITTEE – No report. Next meeting scheduled for April 21. 3. COMMUNITY CONTACT REPORTS AND UPDATES – Reviewed and discussed. 4. PENDING ITEMS/ACTION ITEMS FOR FUTURE MEETINGS COMMENTS PUBLIC COMMENTS Done during Item 6 above. STAFF COMMENTS G. Mouet During the Parks, Recreation, Education and Youth (PREY) Council Committee meeting of February 25, 2010, staff was directed to disband the CoFU committee. Suggestions were made by Commissioners to recognize CoFU committee members at a future Council and/or Board meeting for their many years of service. Council will be voting on the home run fence at Hector Godinez High School at their April 5, 2010 meeting. The item is being presented as a removable fence, not a permanent one. M. Lopez Two new landscape maintenance contracts were approved by Council on April 1, 2010. The Agency now has seven agreements and five companies overseeing all facilities. Yamaguchi All Commissioners are invited to the grand opening of the Tierra de Las Pampas exhibit on April 17. The Zoo will be hosting a “Party for the Plant” on April 24 as part of the many Countywide Earth Day celebrations. A baby saki monkey was born on February 13. A large tree branch fell onto one of the monkey exhibits, but all animals are fine and the tree will be trimmed back. Keepers have discovered two other monkeys are pregnant. Still hoping to fill three vacant keeper positions really soon. A. Novella Happy to be here today. Will be working with Recreation Superintendent on the Dog Park Feasibility Study. BOARD/STUDENT REPRESENTATIVE COMMENTS J. Espinoza, Student Representative Be sure to sign up for the Governor’s Health Fitness Challenge at Segerstrom High School. J. Stroud Inquired about the fencing up around the Civic Center area. Staff responded that the turf is being renovated and that the seeds need to germinate. Inquired about the repair of the chain at the entrance to Riverview Park. Staff confirmed that the chain had been repaired by General Maintenance staff. Very disappointed that the City is allowing the Fiestas Patrias celebratory festivities to occur on September 11th, when it is a time of mourning for many others. K. Nguyen Since CoFU is being disbanded, will staff have a due process to address sport organization violations? Staff confirmed that a procedure will be in place to address such matters. T. Leon There will be a Community Action Day on March 28 by the Station District (Lacy Neighborhood Association) from 11:00 a.m. to 5:00 p.m. The City Attorney’s office lost a very dear and valuable employee, Ben Kaufman, the end of March.
