TANNER # 252 Approved By: Date of Report: 07/31/13 Date: 08/23/2013 Page 1 of 5 CASE NAME: ARELLANO, HANS KEVIN CLASSIFICATION: OFFICER INVOLVED SHOOTING (FATAL) TYPE: CANVASS AGENCY: SANTA ANA POLICE DEPARTMENT On Tuesday, July 30, 2013, at approximately 1614 hours, Orange County District Attorney Supervising Investigator (OCDA) MARK GUTIERREZ contacted me regarding an officer involved shooting incident involving the Santa Ana Police Department (SAPD). GUTIERREZ requested I respond to 622 South Harbor Boulevard, in the city of Santa Ana to assist with the investigation. At approximately 1614 hours, I arrived at the location and met with investigators from the OCDA and detectives from the SAPD who were present to assist in the investigation. At approximately 1631 hours, SAPD Acting Sergeant OLIVER GRANT conducted a briefing of the known circumstances surrounding the incident for the personnel involved in the investigation. Following the briefing, GUTIERREZ assigned SAPD Detective RASHAD WILSON and me to conduct a canvass of the neighboring businesses for potential witnesses. SAPD Detective WILSON and I conducted the following audio digital recorded canvass interviews: COIN LAUNDRY-632 SOUTH HARBOR BOULEVARD, SANTA ANA ORANGE COUNTY DISTRICT ATTORNEY’S OFFICE BUREAU OF INVESTIGATION SUPPLEMENTAL REPORT SA 13-017 Investigator: B. TANNER # 252 Approved By: Date of Report: 07/31/13 Date: 08/23/2013 Page 2 of 5 was the owner of the coin laundry and arrived at the location of the shooting incident at approximately 1650 hours. was not present at the time the shooting incident occurred. did have a video surveillance system that captured a portion of the parking lot in front of the east facing doors to the business. I made arrangements with to return on July 31, 2013, to collect the video. was not present at the time of the shooting incident and arrived at the coin laundry at approximately 1650 hours. provided Spanish translation for the interview of listed below. , ( was inside the coin laundry at approximately 1500 hours when the shooting incident occurred. was using the coin machine located approximately five feet inside the east facing front door to the business. ’s back was facing the front door. heard a female yelling and heard what she believed to be one gunshot. did not witness the shooting incident. CAFÉ LU-636 SOUTH HARBOR BOULEVARD, SANTA ANA Café Lu is a coffee/juice bar that was open at 1500 hours, the approximate time the shooting incident occurred. The store front windows face east into the parking lot where the shooting incident occurred. At the time of the shooting incident, the business utilized a loud stereo system inside to create a “club” like atmosphere for its clientele. While conducting canvass interviews inside the business, I witnessed the high decibel level of the music inside. Due to this high decibel level, hearing anything outside of the business would be difficult. SA 13-017 Investigator: B. At approximately 1500 hours, was seated in the northwest corner of Café Lu. observed a police officer park on the north side of Jugos La Tropicana and exit the vehicle southbound towards the Jugos La Tropicana building. did not observe or hear the shooting incident. arrived at the business at approximately 1630 hours, after the shooting incident occurred, and did not see or hear the shooting incident. is an employee of Café Lu and was working at 1500 hours, the approximate time of the shooting incident. observed police activity in the east parking lot, but was not a witness to the shooting incident nor did she hear anything relating to the incident. At approximately 1810 hours, Orange County District Attorney Investigator DEAN FULCHER spoke with the owner of Jugos La Tropicana located at, 622 South Harbor Boulevard in the city of Santa Ana. FULCHER was given verbal consent by to collect the digital video recorder (DVR) portion of the security system at his business as evidence. At approximately 1830 hours, FULCHER removed the DVR. I took possession of the DVR from FULCHER and transported it to the Orange County District Attorney’s Office where it was booked into evidence. The item booked into evidence is listed below: • 1-Swann brand DVR serial number # 2452305110403 with power adaptor. SA 13-017 Investigator: B. TANNER # 252 Approved By: Date of Report: 07/31/13 Date: 08/23/2013 Page 5 of 5 On 7-31-13, at approximately 1030 hours, I returned to the coin laundry located at, 632 South Harbor Boulevard with Orange County District Attorney Investigative Technician JEFF TOY and met with . allowed TOY to download video captured by his surveillance camera on the date and time of the shooting incident. Harbor Healthy Living Pharmacy-646 South Harbor Boulevard, Santa Ana At approximately 1130 hours, I met with who worked at the pharmacy located at 646 South Harbor Boulevard. provided surveillance video from the front of the pharmacy before and after the shooting incident occurred.
