On Thursday, August 29, 2013, at approximately 0909 hours, I conducted an audio
digitally recorded interview of Orange County Fire Authority Firefighter / Paramedic
, in reference to the officer involved shooting incident of HANS KEVIN ARELLANO
that occurred in the city of Santa Ana. The following is a synopsis of the interview:
On July 30, 2013, was assigned to work at Orange County Fire Authority
Station 78 as a Firefighter / Paramedic on Engine 78.
At approximately 1504 hours, Engine 78 was dispatched to 666 South Harbor Boulevard,
in Santa Ana, (run # 68676) regarding a reported gunshot victim. The actual location was just
north of the dispatch location, 622 South Harbor Boulevard. The following Orange County Fire
Authority personnel responded to the incident scene:

• DEONE SALDANA Paramedic / Firefighter
At approximately 1510 hours, Engine 78 arrived on scene. The area was a “strip mall” in
the area of Harbor and McFadden. observed numerous uniformed Santa Ana police
officers present and a male patient, later identified as HANS KEVIN ARELLANO. ARELLANO was
lying face down on his left side. ARELLANO was rolled over and observed a gunshot
wound (GSW) to ARELLANO’s upper chest area. estimated that ARELLANO
sustained blood loss of approximately 150cc. ARELLANO’s airway was open but his breathing
was absent and he had no blood circulation.
An electrocardiogram (EKG) was affixed to ARELLANO and the reading was asystole
(Flatline, no cardiac electrical activity). It was determined that ARELLANO was dead on arrival
(DOA) of the OCFA. ARELLANO was pronounced at the scene by due to obvious
signs of death. ARELLANO was not transported to the hospital. ARELLANO was left at the scene
for the care of the Santa Ana Police Department and the Orange County Coroner investigator.
