Monday, March 11th, 2019 @ 2114 Hours:
I received a telephone communication from Santa Ana Police Department (SAPD)
Investigations Bureau (IB) Crimes Against Persons (CAP) Detective Sergeant J. Rodriguez
#2836 in regard to an Officer Involved Shooting (OIS) which occurred in the city of Santa
Ana, CA. During said discourse, Det. Sgt. Rodriguez requested that I respond to the
location of the OIS, 1800 S. Cedar Street, in order to assist with the investigation into the
aforementioned incident.
2230 Hours:
I arrived at the scene of the OIS and met with Sgt Rodriguez and other members of the
SAPD IB CAP detective personnel to include Detective Corporal M. Judson #2334,
Detective Corporal M. Lemmon #3174, Detective F. Gomez #2706, Detective E. Nunez
#2564, Detective G. Moroyoqui #2727, Detective J. Capacete #2998, Detective A. Garcia
#3233 and Detective Corporal P. McClaskey #3110, who would later be assigned as the
Case Agent. Also present at the scene were additional SAPD Field Operations Bureau
Patrol Division personnel to include Sergeant O. Lizardi #2629.

I was signed into the OIS scene by SAPD Patrol Division Officer J. Peralta #3602.
2325 Hours:
I attended an on scene briefing in regard to the above indicated OIS as conducted by Sgt.
Lizardi. Present during this briefing were personnel from the Santa Ana Police Department,
Investigators from the Orange County District Attorney's (OCDA) Office Shooting Team, and
a member from the Orange County Crime Lab. During this briefing, Sgt. Lizardi
disseminated all pertinent information in regard to the incident being investigated as known
at the present time. This information, furthermore, was inclusive of the identity of the
suspect, Oscar Alvarado, the precise location of the OIS commission, the north-south alley
west of 1800 S. Evergreen Street, and the critical information known about the OIS at the
time of briefing. This information, furthermore, was inclusive of the crime of Attempted
Murder of a Peace Officer as committed by Alvarado upon SAPD IB CAP Gang Suppression
Unit (GSU) Detective Corporal D. Acala #3226 and Detective G. Bodnar #3337. The
shooting officer involved in the OIS was identified as SAPD GSU Detective E. Solorio #3249
and his partner detective was identified as SAPD GSU Detective E. Martinez #3349. Two
civilian witnesses to the OIS were identified as . At the
conclusion of Sgt. Lizardi¶s briefing, I was assigned Interviewing Duties and partnered with
OCDA District Attorney Investigator D. Melnyk.
2341 Hours:
I walked the crime/OIS scene, viewing it in its entirety.
Tuesday March 12th @ 0001 Hours:
I left the crime scene, after being checked out by Officer Peralta, and returned to the SAPD
Station in order to further assist with the investigation being conducted.
