Public Hearing: The Historic Resources Commission decision is final unless
appealed to the City Council within 10 days of the decision by any interested
party or group. Legal notice was published in the OC Reporter on June 19, 2026
and notices were mailed on June 18, 2026.
1.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 202602 FOR THE
PROPERTY LOCATED 2461 NORTH RIVERSIDE DRIVE LOCATED WITHIN THE
SINGLEFAMILY RESIDENCE (R1) ZONING DISTRICT.
Project Applicant: Robert and Randi Iggulden, on behalf of Iggulden Family Trust
Dated 42287 (“Property Owner” and “Applicant”)
Project Description: Request for approval of Historic Exterior Modification
Application (HEMA) No. 202602 for a property known as Kennedy House, a
contributing resource within the Floral Park National Register Historic District. The
proposed exterior modifications include: (1) construction of a new 91squarefoot rear
addition to facilitate the expansion of the existing kitchen and relocation of the laundry
utility room; (2) relocation of an existing doublehung wood window; and (3) construction
of a new rear porch.
Environmental Impact: In accordance with the California Environmental Quality Act
(CEQA) and the State CEQA Guidelines, the proposed project is categorically exempt
from further environmental review pursuant to CEQA Guidelines Section 15331 (Class
31 – Historical Resource Restoration/Rehabilitation), as the proposed work is
designed in a manner consistent with the Secretary of the Interior's Standards for
Rehabilitation. Based on this determination, a Notice of Exemption, Environmental
Review No. 202640, will be filed.
RESOLUTION NO. 2026XX
A RESOLUTION OF THE HISTORIC RESOURCES COMMISSION OF THE CITY OF
SANTA ANA APPROVING THE CERTIFICATE OF APPROPRIATENESS FOR THE
PROPERTY LOCATED AT 2461 N. RIVERSIDE DRIVE FOR HISTORIC EXTERIOR
MODIFICATION APPLICATION NO. 202602 (APN: 00205007)
Recommended Action:
Adopt a resolution approving a Certificate of Appropriateness for Historic
Exterior Modification Application No. 202602 as conditioned.

EXECUTIVE SUMMARY
Robert and Randi Iggulden, on behalf of the Iggulden Family Trust Dated 4-22-87
(“Property Owner” and “Applicant”), are requesting approval of Historic Exterior
Modification Application (HEMA) No. 2026-02 for the property addressed as 2461 N.
Riverside Drive. Specifically, the request is to allow exterior modifications consisting of a
new 91-square-foot rear kitchen addition and the relocation of an existing double-hung
window. The property is known as the Kennedy House, and is a contributing resource
within the Floral Park National Register Historic District.
DISCUSSION
Project Location and Site Description
The subject property is located on the north side of Riverside Drive within the Floral Park
National Register Historic District. The General Plan land use designation for the site is
Low Density Residential (LR-7), and the zoning district is Single-Family Residential (R-
1). The site is currently developed with a four-bedroom, 2,691-square-foot residence on
a 15,933-square-foot residential lot, constructed in 1936, and historically known as the
Kennedy House. In 1960, a covered porch/porte-cochere was constructed to connect the
detached garage to the primary residence. The Kennedy House is a contributing resource
within the Floral Park National Register Historic District. As such, the property is
recognized as a historical resource in the California Register of Historical Resources.
However, the property is not individually designated in the National Register of Historic
Places, the California Register of Historical Resources, or the Santa Ana Register of
Historical Properties.

Historic Property Description
The Kennedy House is a two-story, single-family residence, located on a moderately
sized parcel and designed in the Monterey Revival style. The residence contains a
second-story balcony with a wing to the western side of the property. The property
contains a breezeway connecting the detached garage to the primary residence, added
in 1960. The exterior is clad in stucco. A low-pitched hipped roof extends downward to
cover a second-story balcony. The second-story balcony contains a decorative wrought-
iron railing with circular design elements. Simple wood support posts and exposed wood
rafters are prominent features along the second-story balcony and ground-floor entryway.
The residence contains symmetrical double-hung wood sash windows with an exposed
wood sill and decorative wood shutters. Near the entryway, the residence contains a
prominent bay window.
According to City permit records, a reroof permit was issued in 1982, and a permit for a
kitchen remodel, including the installation of a skylight, was issued in 1988. However, the
two-story portion of the residence retains much of its original character when viewed from
the primary elevation. Character-defining features of the Kennedy House that should be
preserved include, but may not be limited to, the hipped roof, exposed wood rafters,
second-story balcony wrought-iron railings, original exterior doors, original double-hung
wood sash windows with decorative wood shutters, and original bay window.
Project Description
The applicant proposes a kitchen remodel that includes the construction of a 91-square-
foot addition at the rear of the residence. The scope of work includes an interior remodel
to expand the existing kitchen from approximately 141 square feet to 232 square feet
within the original building footprint. The remodel also proposes the relocation of an
existing laundry utility room to accommodate the expanded kitchen. The relocated laundry
utility room will be located within the proposed 91-square-foot rear addition.
The addition will feature a brick veneer exterior and an exterior doorway. An existing
double-hung wood sash window will be relocated from the original residence to the west
elevation of the new addition. Additionally, a new 41-square-foot rear-facing porch will be
constructed and will include concrete steps with a brick finish, two 6-inch-by-6-inch porch
posts, and exposed wood rafter tails. The roof of the addition and porch will consist of an
asphalt shingle shed roof attached to the wall of the original building. Except as described
herein, the existing historic fabric of the original building will not be modified. Where
replacement is necessary due to deterioration beyond repair, replacement materials and
features will match the existing in design, material, dimensions, and appearance. The
proposed patio cover is located at the rear of the property and is not visible from the public
right-of-way. Therefore, it is not subject to Historic Resources Commission (HRC) review
and is not included as part of this application.

Analysis of the Issues
Secretary of the Interior’s Standards
The proposed project, as conditioned, will follow the Secretary of the Interior’s Standards
(“SOIS”) for the Treatment of Historic Properties with Guidelines for Preserving,
Rehabilitating, Restoring, & Reconstructing Historic Buildings (Kay D. Weeks and Anne
E. Grimmer, revised 2017). The proposed exterior modifications, as conditioned, would
be considered a rehabilitation project and as such be evaluated against ten criteria. Staff
has reviewed the proposed modifications in comparison to the SOIS. The following is a
review of the findings as they pertain to the applicable criteria:
1. A property will be used as it was historically or be given a new use that requires
minimal changes to its distinctive materials, features, spaces, and spatial
relationships.
The project complies with Standard No. 1. The property will continue to function as
a single-family residence, which is its historic use. The proposed kitchen expansion
and relocation of the laundry utility room will improve the functionality of the
residence while requiring only limited modifications to the rear of the building. The
project does not alter the historic use, primary spatial organization, or character-
defining features of the residence.
2. The historic character of a property shall be retained and preserved. The removal
of historic materials or alteration of features and spaces that characterize a
property shall be avoided.
The project complies with Standard No. 2. The historic character of the Kennedy
House will be retained and preserved. The proposed work is limited to the rear and
side-rear elevations of the residence and will not alter the primary façade or its
character-defining features. The project includes the infill of a rear doorway,
relocation of one existing wood sash window, and construction of a small rear
addition and porch. These modifications are limited in scope and location and will
not substantially alter the historic character, materials, features, or spatial
relationships that characterize the property.
3. Each property will be recognized as a physical record of its time, place, and use.
Changes that create a false sense of historical development, such as adding
conjectural features or elements from other historic properties, will not be
undertaken.
The project complies with Standard No. 3. The proposed rear addition and porch
will be clearly identifiable as new construction while remaining compatible with the
existing residence. The use of a brick veneer exterior and shed roof configuration

differentiates the addition from the historic stucco-clad residence and avoids
creating a false sense of historical development. No conjectural architectural
features are proposed.
4. Changes to a property that have acquired historic significance in their own right
will be retained and preserved.
Standard 4 does not apply, as the project will not remove any significant features
that were added over time.
5. Distinctive features, finishes, and construction techniques or examples of
craftsmanship that characterize a property shall be preserved.
The project complies with Standard No. 5. Distinctive materials, features, finishes,
and construction techniques that characterize the Kennedy House will be
preserved. Character-defining features, including the hipped roof, balcony,
wrought-iron railings, exposed rafters, wood sash windows, shutters, bay window,
and primary entry features, will remain intact. The proposed work is limited
primarily to secondary rear elevations and does not substantially affect the
property's significant architectural features.
6. Deteriorated historic features will be repaired rather than replaced. Where the
severity of deterioration requires replacement of a distinctive feature, the new
feature will match the old in design, color, texture, and, where possible, materials.
Replacement of missing features will be substantiated by documentary and
physical evidence.
The project complies with Standard No. 6. Existing historic features proposed to
remain will be retained and repaired where feasible. The project proposes the
relocation and reuse of an existing wood sash window rather than replacement.
Where replacement becomes necessary due to deterioration beyond repair,
replacement materials and features will match the existing in design, material,
dimensions, and appearance.
7. Chemical or physical treatments, if appropriate, will be undertaken using the
gentlest means possible. Treatments that cause damage to historic materials will
not be used.
Standard 7 does not apply, as the project will not involve chemical or physical
treatments on the building and will be in full compliance with the Standards.
8. Archeological resources will be protected and preserved in place. If such resources
must be disturbed, mitigation measures will be undertaken.

Standard 8 does not apply, as there are no known archeological resources onsite.
9. New additions, exterior alterations, or related new construction will not destroy
historic materials, features, and spatial relationships that characterize the property.
The new work shall be differentiated from the old and will be compatible with the
historic materials, features, size, scale and proportion, and massing to protect the
integrity of the property and its environment.
The project complies with Standard No. 9. The proposed rear addition and porch
will not destroy historic materials, features, or spatial relationships that
characterize the property. The addition is modest in scale, located at the rear of
the residence, and subordinate to the historic building. The new construction is
differentiated from the original building through the use of brick veneer and a shed
roof form while remaining compatible with the scale, massing, and materials of the
historic residence. Because the addition is located on secondary rear elevations,
it will not diminish the integrity of the property's primary historic façades.
10.New additions and adjacent or related new construction will be undertaken in such
a manner that, if removed in the future, the essential form and integrity of the
historic property and its environment would be unimpaired.
The project complies with Standard No. 10. The proposed rear addition and porch
are located on secondary rear elevations and do not require substantial alteration
of the historic building. If removed in the future, the essential form, character, and
integrity of the Kennedy House would remain largely intact.
Conclusion
Staff has determined that the project, as conditioned, complies with the Secretary of the
Interior's Standards for Rehabilitation. Specifically, the analysis indicates that the proposed
91-square-foot rear addition and associated porch will be compatible with the architectural
character of the historic residence while remaining subordinate to the original building. The
proposed work is limited to secondary rear elevations and will preserve the character-
defining features that contribute to the property’s significance within the Floral Park National
Register Historic District, including the stucco-clad exterior, second-story balcony, porte-
cochere connection between the residence and detached garage, hipped roof form,
exposed rafters, and original wood windows. By locating the addition at the rear of the
residence and utilizing compatible materials and design, the project will maintain the
property’s historic character, integrity, and ability to convey its historic significance. It is also
recommended that staff approve the exact materials and finishes to be used prior to
installation to ensure quality and compatibility.

Public Notification
Project notifications were posted, published, and mailed in accordance with City and State
regulations. Copies of the public notice, including a 500-foot notification radius map and
site posting, are provided in Exhibit 5. In addition, staff contacted the representatives of
the Floral Park Neighborhood Association to ensure they were aware of the project and
public hearing. At the time of this printing, no correspondence, either written or electronic,
had been received from any members of the public.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality Act (CEQA) and the State CEQA
Guidelines, the proposed project is categorically exempt from further environmental
review pursuant to CEQA Guidelines Section 15331 (Class 31 – Historical Resource
Restoration/Rehabilitation), as the proposed work is designed in a manner consistent with
the Secretary of the Interior's Standards for Rehabilitation. Based on this determination,
a Notice of Exemption for Environmental Review No. 2026-40 will be filed.

Section 1. The Historic Resources Commission of the City of Santa Ana hereby
finds, determines and declares as follows:

certificate of appropriateness. The Historic Resources Commission shall
issue the certificate of appropriateness upon finding that the proposed
modification(s) does not substantially change the character and integrity of
the historic property.

Section 3. The Historic Resources Commission of the City of Santa Ana after
conducting the public hearing hereby approves the Certificate of Appropriateness for
Historic Exterior Modification Application No. 2026-02, as conditioned in Exhibit B,
attached hereto and incorporated herein. The Historic Resources Commission finds that
the proposed modifications do not substantially change the character and integrity of the
historic property. This decision is based upon the evidence submitted at the above said
hearing, which includes, but is not limited to: the Staff Report and exhibits attached thereto
and the public testimony, all of which are incorporated herein by this reference.
Section 4. The Historic Resources Commission Secretary is hereby directed to
file a certified copy of this Resolution with the County Recorder’s Office after the adoption
of this Resolution pursuant to Public Resources Code Section 5029.

pursuant to Section 30-6 of the Santa Ana Municipal Code. The Applicant must
remain in compliance with all conditions listed below:
1. This property is located within the Floral Park National Register Historic
District and is a contributing resource to the district. In any real property
transaction, the owner of the property, or the owner’s representative,
shall provide the buyer with notice that the property is located within the
Floral Park National Register Historic District.
2. Any changes to the approved plans or project description for HEMA No.
2026-02, including descriptions contained within the staff report, shall
be subject to Planning Division staff review. If staff determines that the
proposed changes cannot be approved administratively, the applican t
shall be responsible for obtaining any additional Historic Resources
Commission approvals required by staff, at the applicant's sole
expense.
3. The owner shall procure any requested material samples of proposed
exterior materials (for like-for-like and non like-for-like changes) and
shall provide the samples directly to the Planning Division at City Hall
upon request. If staff determines the material/design is not historically
compatible, the owner shall comply with staff ’s required specifications
for appropriate material/design.
4. Prior to permit issuance, the owner shall coordinate with Planning
Division staff regarding the final brick veneer material, color, texture,
and finish. The final selection shall be reviewed and approved by
Planning Division staff to ensure compatibility with the historic
resource.
5. The owner is responsible for notifying staff in a timely manner if any
material/model is unavailable for all work related to this Project (like-
for-like and non like-for-like exterior changes).
6. The owner is responsible for contacting the Planning Division to request
rough and final inspections prior to final occupancy. Requests for
inspections must be made at least three (3) business days in advance
of the inspection.
