Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to R.J. Noble Company, the lowest responsible bidder, in accordance with <br />unit bid prices in the estimated amount of $5,047,312 for construction of Residential Street <br />Repair Phase 14. <br />2. Approve a Funding Analysis with a total estimated construction cost of $6,052,100. <br />3. Authorize the City Manager and the Clerk of the Council to execute the attached Cooperative <br />Agreement with the Community Redevelopment Agency of the City of Santa Ana (Agency) in <br />the amount of $351,100, subject to non-substantive changes approved by the City Manager <br />and City Attorney. <br />DISCUSSION <br />This is last phase of the City's Residential Street Repair program to rebuild neighborhood streets <br />throughout the City. Segments of local streets located in citywide neighborhoods have been <br />identified as a high priority for rehabilitation in the City's pavement management system (Exhibit 1). <br />The pavement is deteriorating due to weather, age and heavy usage. Additionally, some of the <br />adjacent curbs, gutters, sidewalks, cross gutters and curb ramps are in various states of disrepair <br />and require replacement. <br />The project utilizes the most cost-effective, innovative, and environmentally sound technologies, <br />including recycling of existing asphalt pavement with Cold-In-Place recycle (CIR) and Cold Central <br />Plan Recycling (CCPR) process, and cement treated base (CTB) reconstruction process. The <br />project provides for reconstruction asphalt pavement and replacement of damaged concrete curbs, <br />gutters, sidewalks, cross gutters and curb ramps. Once completed, these improvements will <br />enhance the ride quality, surface drainage, and visual appearance of the neighborhoods.
