~n Na~rem~er of ~00~, the residents of the City of Santa Ana noted to
amend section 4~1 of the City's harte~ to increase the City ~anagef's
authority to execute agreements. The authority of the City tanager is
now capped by the City council at 25,00. The amendment add~.tionally
indicated that the pity Manages submit quarterly reports to the pity
Counoil on all agreements in which this authority was used.
In order to implement its obligations under state and federal law and
pursuant to Resolution No. 895 dated larch 1989, the Housing
Authority of the City of Santa Ana granted its ~xeouti~re Director the
authority to execute agreements in an amount not to exceed $1,000. This
was the same authority the City ounci~. gfanted its City Nlanage~r. To
improve efficiency and align with today's eoono~ny, it is proposed that
the Authority's Executi~re Director be granted similar authorization to
that of the City tanager. authorization on agreements would be limited
to X25,000 on ~ single agreement and the Executi~re Director would
additionally ~e required to submit quarterly reports to the Authority
Eoard on alb. agreements in which this authority was used.
