Housing authority receive and file the quarterly Report for Housing
~lv~s~on Pra] efts and ~~t1~Tltles .

This status report far the fiscal year as-a9 quarter ending September
30, ~D08, pro~rides tatistles far the ~~~-ta-day of ordaie housing
activities of the City and the Community Redevelopment genCy. `the
report is divided into three sections: Loan Activity, Loan Partfoli.a
Management, and Development Projects.

The Housing Ser~rices Di~ris~.on affers se~reral different pragrams . The
loans offered include first time hamebuyer assistance American Dream
Dawn-payment Assistance, "`ADDS"~, rehab loans for owner occupied historic
single family, s~.ngle family and r~abile homes . There are four different
mobile ham.e programs: Mobile Home Hardship Forgivable loan Program,
federal n~powerent done Forgivable Loan Program, CalHame Mobile Home
Rehab Loan Program, and a1Har~e Replaae~nent Loan Pragram. The Housing

In this process, staff reviews applio~nt eligibility, ve~'ifies income and
assets, oversees underwriting, conducts an inspection of the un~.t, and
prepares a work write up to determine rehabil~.tation work to be
performed, Due to the complex funding requirements, applicants ray ~ in
underwriting far se~reral months . ~t is largely detern~i.ned by tho
applicant' timely submittal of the necessary paperwork. ~noe approved,
staff prepares all necessary loan documents, makes arrangements far
execution, and reserves the required loan funds. one single family rehab
.Dan, one mobile hone rehab loan and one mobile home replacement loan
were approved during the quarter ending September a, X008.
construction Process
Durzng this phase, staff monitors the construction work, approves
payments to contractors, and tracks expenditures to ensure they do not
exceed available funds. N~ultifamily pro~~Ots often involve additional
issues such a compliance w~.th prevailing gage requirements and./ar Da~ris^

The Housing Division is responsible for ensuring the integrity of the
residential loan portfol~.o. As of the end of the fiscal dear, the
princ~.pa~. balance was 9, 7 7 9, 7 5 . This i cor~p~a~sed of ~ 9 lams of
which X77 were deferred or residual receipts payment loans. The loan
portfolio generated $95,817 in repa~ents of principal and interest
du~~.ng this first quarter of the fiscal year .

R~itt street Infill Site
Civic Center Barrio dousing corparatian has selected ~ project architect,
L~.m Chang Rohling and Associate, and an agreement to fund the design o
the project was approved by the City council in February X007. The
architect is in the process of finalizing plans to submit for the City's
Site Plan Re~riew process, while the developer continues proforma
preparation and lender negotiations.
1Q00 Block of North Logan
The Logan Infill project conics of three vacant ~.ots located at ~.00~,
1Q1~, and 101 forth Logan Street. The Disposition and Develop~ner~t
Agreement ~DDA~ Faith Orange County Commu~.ity Hauling Corporation was
approved on August 18, ~DO~. In epte~ber there gas a groundbreaking. The
anticipated completion is 1 months.
RIIN~cFadden
Staff ~. currently negotiating the de~e~.opment of two parcels at the
corner of McFadden and Orange with The Ron Simon Education and Housing
Foundation. This is a pilot project which will demonstrate that homes
can be built in an expedited and efficient manner with below market
cotruction costs. Stiff anticipates bringing a DDA to the
Redevelopment Agency in December X008.
