DISCUSSION or RECORDING SECRETARY USE ONLY: APPROVED ❑ As recommended [I As Amended CONTINUED T The January 2007 - March 2007 quarterly status report for the Housing Choice Voucher H Rental Assistance Program provides statistics for the day-to-day activities of the Santa Ana Housing Authority. The report is divided into three .sections: Waiting List, Participants, n Production. Waiting List As of Manch 31, 2007 there were 5,086 individuals/families on the waiting list. The waiting list opened October 1, 2001 and closed June o, 2004. Charts 1 and 2 depict the characteristics of those curre tiv on the waiting llst. Chart 1 illustrates the percentage of triose on the waiting list who work or lige in Santa Ana. These applicants are given preference on the list. . The majority of families on the waiting list consist of only one or two members. Over half of all applicants (2,956 o f 5,086; or have one or two member households, and would qualify for 1 -bedroom voucher. "other" consists of households that are non -elderly, non -disabled, abled, Frith no -minor children. Over half of participating households have elderly and/or disabled members. . Over tiro -third (69%) of families on the program earn less than 30% of the median income, which i $26,000 per year for a family of four. The Housing Authority pays the difference between the tenant portion and the contract rent. This payment iAssistancethe Housing Payment (HAP) . The average HAP for January through. March 2007 was $736 per unit. The total HAP paid in January through March was $5,293,096. Production HQS Inspections Each assisted unit rust be inspected at least annually to 350 ensure it meets the Housing 300 Quality Standards HS in 250 compliance with federal guide lines. In addition, when a participant's income changes, an interim examination must be performed. During the reporting period, a total of 1161 re-certifications/interims were conducted. Sixty-three other change of unit actions were processed curing the reporting period. The monthly average since July 2006 is 19 per month. FISCAL IMPACT There is no fiscal impact associated with this action.
