COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS) Commissioner Alderete met with Brian Lucas of Prime Urban regarding the Minter Court development. D. NEIGHBORHOOD PROJECT REVIEW N0.2007-07 Filed by Sandra Lopez, requesting to allow the construction of a 123 square foot addition to the rear of the residence, demolition of the existing two-car garage and construction of a new 484 square foot two-car garage in the Specific Development 40 zoning district (Heninger Park) at 711 South Sycamore Street. Discussion of proposed Minter Court Project (601-613 East Santa Ana Boulevard) as a test case for the proposed Santa Ana Renaissance Specific Plan Design Standards (50 minutes) Associate Planners Lucy Linnaus and Pedro Guillen provided a presentation on the development of courtyards within the Renaissance Plan standards. Brian Lucas with Prime Urban provided a discussion of the Minter Court urban development as a example of adaptive re-use and applicability of the development standards. Public Comments: Jackie Deter voiced concern with overflow parking to the St. Joseph Church. Julie Stroud inquired about amenities for Downtown Lofts and Santiago Lofts pending the Renaissance Plan approval. Mike Tardiff voiced concerns for the industrial businesses built prior to the implementation of the Renaissance Plan codes. F. Planning Commission Minutes 4 January 28, 2008 Plumfield School representative Kim Cordoba voiced concern for safety of children with the parking lot on the west side that adjoins to the playground, setbacks, and traffic flow on Santa ClaralTustin Avenues. Adopt a resolution approving Variance No. 2007-09 with added condition to ensure the new block wall on the west property line is reinforced to not collapse due to accident or unforeseeable event. 2. Staff Comments No comments were made. 7. Planning Commission Comments Commissioner Mill • Requested an update on status of pending code enforcement actions against Ware Disposal. Mr. Trevino and Mr. Kaufman provided information. • Inquired about closure of Washington Street within the Renaissance Plan. Planning Manager Haluza provided information. Commissioner De La Torre • Inquired about policy for ABC license developments that are in close proximity to private schools. Santa Ana Police Officer McCoy provided information. Commissioner Gartner • Requested an update on the relocation of the Twist-Basler House at 1015 North Broadway to the Cabrillo Park Tennis Center. Mr. Trevino provided information. Chair Leo • Recommended monitoring activity at Ware Disposal. • Requested that Public Works review the meter lights entering the 22 Freeway from Harbor Boulevard/Bristol Street that are on all weekend; also would like Caltrans' cooperation to cleanup along the freeways. • Encouraged staff to get information to the public regarding maintenance of potholes throughout the city. • Inquired about activity on Fairhaven and Grand Streets parking lot. Planner Manager Haluza will follow up. • Encouraged Commissioners to attend outreach meetings for the Renaissance Plan. Staff recommended that since meetings are city- sponsored to notify the Commission Secretary of commissioners' attendance. 8. Excuse of Absences Commissioner Alderete made a motion to excuse the absence of Commissioner Betancourt; the motion was seconded by Commissioner Gartner and unanimously approved by the Commission. 9.
