Pursuant to the Brown Act, the November 10, 2008 Agenda for the Regular
Meeting was posted on the door of the City Hall Council Chambers at 22 Civic
Center Plaza on November 06, 2008 at 3:02 p.m.
RECOMMENDATION:
Instruct the Commission Secretary to enter posting into the minutes.

Filed by David Jarret to allow a Type 47 Alcohol Beverage Control license for on-
premise consumption of beer, wine and distilled spirits at the Geisha House at
2773 North Main Street located in the Specific Development No. 59 (SD-59)
zoning district.
RECOMMENDATION:
Confirm the Zoning Administrator's action approving Conditional Use Permit No.
2008-32 as conditioned.
D. CONDITIONAL USE PERMIT NO. 2008-28

Filed by Elizabeth Valerio to allow a Type 47 Alcohol Beverage Control license
for on-premise consumption of beer, wine and distilled spirits at the Chipotle
Restaurant at 1945 East Seventeenth Street, Unit 109 located in the Arterial
Commercial (C5) zoning district.
RECOMMENDATION:
Confirm the Zoning Administrator's action approving Conditional Use Permit No.
2008-28 as conditioned.
E. AMENDMENT TO CONDITIONAL USE PERMIT NO. 2006-22
Filed by Lawna Munholland, the applicant proposes to modify several conditions
of approval and obtain a Type 47 Alcohol Beverage Control license for on-
premise sale of beer, wine, and distilled spirits at the South Coast Winery
Restaurant at 3606 South Bristol Street located in the General Commercial (C2)
zoning district.
RECOMMENDATION:
Confirm the Zoning Administrator's action modifying Conditional Use Permit No.
2006-22 as conditioned.

RECOMMENDATION:
Adopt a resolution approving Conditional Use Permit No. 2008-35 as
conditioned.
Assistant Planner Octavio Silva presented the staff report and recommendation.
No written communications were received. The public hearing was opened.
Park Santiago resident Art Pedroza requested clarification on the restaurant
concept.
Geisha House representative David Jarret provided the information.
The public hearing was closed.
Commission discussion ensued regarding live Disc Jockey, dancing on the
premises, and the loudness of the music (decibels) in the neighborhood.
Planning Manager Haluza indicated that the conditions of approval prohibited any
audible music outside the building.
MOTION: Adopt a resolution approving Conditional Use Permit No. 2008-35 as
conditioned.

Commissioner Alderete requested clarification that trees pruned on the 2700
block of Flower Street had been properly trimmed and not topped.
Commissioner Mill
• Informed the Commission that Commissioner Gartner notified him of his
absence.
• Requested an email update regarding the opening of the Northgate
Gonzalez Market.
5. Excuse of Absences
Commissioner Yrarrazaval made a motion to excuse the absence of
Commissioner Gartner. The motion was seconded by Commissioner Mill and
unanimously approved by a vote of 5:1.
