RECOMMENDATION:
Approve the minutes of the regular meeting of March 26, 2007.
B. RECORDING SECRETARY REPORT
Pursuant to the Brown Act, the March 26, 2007 Agenda for the Regular Meeting
was posted on the door of the City Hall Council Chambers at 22 Civic Center
Plaza on March 22, 2007 at 3:33 p.m.
RECOMMENDATION:
Instruct the Commission Secretary to enter posting into the minutes.

C. AMENDMENT TO CONDITIONAL USE PERMIT NO. 1992-19
Filed by American Liquor License Exchange for Tangata Restaurant, to modify
existing Conditional Use Permit No. 1992-19 for a Type 47 Alcoholic Beverage
Control license for beer, wine, and distilled spirits for the Bowers Museum at
2002 North Main Street.
RECOMMENDATION:
Confirm the Zoning Administrator's action approving the amendment to
Conditional Use Permit No. 1992-19 as conditioned.

E. STREET IMPROVEMENT FUNDING PRESENTATION
Public Works Executive Director James Ross presented a discussion on the
strategy to rehabilitate Santa Ana's roadway system.

1. CONDITIONAL USE PERMIT NO. 2007-04
Filed by Hossein Malakooti on behalf of Aladdin Bailbonds to allow a bail bond
use in the Professional zoning district at 801 North Ross Street, Suite A.

RECOMMENDATION:
Adopt a resolution approving Conditional Use Permit No. 2007-04 as conditioned.
Associate Planner Lucy Linnaus presented the staff report and recommendation.
The public hearing was opened.
Hossein Malakooti spoke in support of the project.

MOTION: Adopt a resolution approving Conditional Use Permit No. 2007-04 as
conditioned. Directed staff to add Planning Condition No. 9 to provide a proposed
final landscape plan showing to the extent practical, enhanced or augmented
landscaping along Civic Center Drive, and shall submit to the Planning
Commission for its review and approval.

Thomas Gordon expressed concerns with the condition of city streets and
allocation of funding.

No comments were made.
4. Planning Commission Comments
Vice Chair De La Torre recommended updating the city website with regard to
making information easier to access and possibly provide information in Spanish.
Commissioner Alderete expressed the need for good stewardship of funds to
deal with rehabilitation of streets.
Chair Leo
• Recommended to agendize a discussion regarding improvement of public
accessibility to Planning Commission meetings and documents.
• Agreed with Commissioner Alderete regarding condition of streets,
encouraged on-going efforts to inform the public.
• Recommended that the Public Works Agency address the synchronization
of the traffic lights in conjunction with the rehabilitation of the streets.
5. Excuse of Absences
Commissioner Betancourt moved to excuse the absence of Commissioner
Gartner. The motion was seconded by Chairman Leo and unanimously approved
by the Commission.
