A. MINUTES
RECOMMENDATION:
Approve the minutes of the regular meeting of June 25, 2007.
Commissioners De La Torre and Munoz abstained from the Minutes of June
25, 2007.
B. RECORDING SECRETARY REPORT
Pursuant to the Brown Act, the June 25, 2007 Agenda for the Regular Meeting
was posted on the door of the City Hall Council Chambers at 22 Civic Center
Plaza on June 22, 2007 at 8:11 a.m.
RECOMMENDATION:
Instruct the Commission Secretary to enter posting into the minutes.

C. CONDITIONAL USE PERMIT NO. 2007-08
Filed by Art Rodriguez & Associates, to allow conditional use permit for a Type
47 Alcoholic Beverage Control license for EI Torito restaurant at 2800 North Main
Street, Suite 868
RECOMMENDATION:
Confirm the Zoning Administrator's action approving Conditional Use Permit No.

E. NEIGHBORHOOD PROJECT REVIEW NO. 2007-06
Filed by Juan Contreras, to allow legalizing horizontal sliders on two front
windows with the Heninger Park (SD-40) zoning district at 517 South Ross
Street.
RECOMMENDATION:
Adopt a resolution denying Neighborhood Project Review No. 2007-06.
Assistant Planner Matt Foulkes presented the staff report and recommendation.
Commission discussion ensued with regards to upholding historical integrity by
adhering to established guidelines as a means to improve the neighborhoods.
Commission recommended a study session to discuss a communication plan for
better public awareness.

F. CONDITIONAL USE PERMIT NO.2007-05
Filed by PMR Incorporated to finalize the landscape plan fora 4,800 square foot
office building at 1625 East Eighteenth Street.
RECOMMENDATION:
Approve the landscape plan.
Landscape Development Associate Marvin Ellenbecker presented the staff report
and recommendation.

2. Staff Comments
Planning Manager Haluza stated that a memo dated July 2, 2007 was included in
the Commission's packet in response to their request regarding the background
and history of the residential motel ordinance.
3. Planning Commission Comments
Commissioner Alderete
• Encouraged attending the Santa Ana Zoo events; commented favorably
on recent jazz show.
Commissioner Gartner
• Provided an update on EI Torito restaurant at 2800 North Street (Main
Place Mall).
Commissioner Betancourt
• Requested a study session on city landscaping standards with comparison
to other cities.
Commissioner De La Torre
• Thanked commissioners for excusing his absence.

Commissioner Munoz
• Thanked commissioners for excusing his absence.
• Indicated he supports upholding the city guidelines; would like to discuss a
communication plan to better inform the public.
• Agreed with Commissioner Betancourt to hold a landscaping study
session.
• Requested a copy of the Historic (French Park) guidelines.
Commissioner Mill
• Recommended that the city ban fireworks.
• Commented on the City of Anaheim's amnesty program and suggested to
institute a similar inspection program. Mr. Trevino provided information.
Chair Leo
• Requested that Code Enforcement contact Aladdin Bail Bonds regarding
the excessive signage at 805 North Ross Street.
• Requested a rendering of the Court of Appeals. Planning Manager Haluza
indicated a digital file will be emailed to the commissioners.
• Commented on density/critical mass from high rise developments at Main
Place Malt, City Place, and Main and MacArthur areas.
