Plaza on July 20, 2007 at 8:33 a.m.

WORK STUDY SESSION
I. OLEN PROPERTIES MIXED-USE PROJECT AT 601 PARK CENTER DRIVE
Associate Planner Verny Carvajal presented an overview of the 136 for-sale units
for the high-rise office commercial/residential project located within the Mixed-
Use Overlay Zone. Mr. Carvajal introduced Olen's Design/Project Manager,
Soong Kim.
Mr. Kim provided a summary of Olen's credentials and introduced Vince Chupka,
Regional Director at Humphreys & Partners Architects, LP. Mr. Chupka reviewed
the architectural elements of the project, amenities, and landscaping treatments.
He further discussed the four courts of the urban building (parking structure;
interior court yard and private open space).
Commission discussion ensued regarding the height and unit size features, the
ratio of two-bedroom units, and price considerations.
J. DISCUSSION OF CITY PLACE SKY LOFTS RESIDENTIAL TOWER AT
301 EAST JEANETTE LANE
Associate Planner Sergio Klotz provided an overview of the City Place Sky Lofts
Residential Tower and indicated that the applicant will be taking public testimony
for the Environmental Impact Review (EIR) process.
Commission discussed the color palette for the structures, layout of integration;
pedestrian circulation, height of structure facing Lawson Street, and
consideration to incorporate wireless technology.

2. APPEAL NO. 2007-04
Filed by The Crosby restaurant to appeal conditions requiring alcoholic beverage
sales only with food sales and to allow alcohol sales until 2:00 a.m. in the Central
Business (C3) zoning district at 400 North Broadway.

alcohol beverage sales until 2:00 a.m.
Assistant Planner Carlos Rodriguez provided the staff report and
recommendation.
Vice Chair De La Torre disclosed that he spoke with Gil Marrero.

David Hastie (General Manager, Memphis Restaurant), Gil Marrero (real estate
broker), James Kendrick (adjacent business owner, The Rag), Joe Duffy (owner
of the building/landlord), Justin Rueter (Pangea Restaurant/Proof bar), Chris
Alfaro (Applicant) and Joey Mendes (Proof bar), spoke in support of The Crosby
Restaurant.
The public hearing was closed.
Commission discussion ensued regarding applicant's agreement with conditions;
the 12-month requirement to establish a track record; review of Conditions 21,
No. 22, No. 6 and Condition No. 28; consistency for eating establishments;
changing police review periods; and downtown revitalization.
MOTION:
1. Confirm the Zoning Administrators modification of Police Condition No.
22.
2. Delete Police Condition No. 3.
3. Approve Police Condition No. 6.
4. Allow for first six months or year operating hours until 1:00 a.m. to
establish track record, thereafter allow extension to 2:00 a.m.
Motion died due to lack of vote.
Mr. Kaufman stated that the allowable extension, once granted to the operator
establishes a property right for a restaurant operation.
Police Officer Pena reviewed the City policy that requires entities to establish one
year track records before a late night use is granted. The other existing
restaurants in the Artists Village all had the stipulation of operating until 12
midnight in order to establish a track record.

4. Staff Comments
Karen Haluza announced that she resumed teaching Urban Planning at
California State University, Fullerton.

Commissioner Munoz
• Stated he returns to work at Saddleback High School/Santa Ana Unified
School District on August 30.
Commissioner Mill
• Commented that the Petco Park in San Diego has been the anchor for
revitalization in that area.
Commissioner Leo
• Recommended a Westfield study session.
• Commented on proliferation of mobile billboards on the 55 freeway.
Planning Manager Haluza indicated plans are underway to work on the
language to modify the city sign ordinance.
6. Excuse of Absences
Commissioner De La Torre made a motion to excuse the absence of
Commissioner Betancourt. The motion was seconded by Commissioner Alderete
and unanimously approved by the Commission.
