Commissioner Betancourt abstained from the Minutes of August 27, 2007.
B. RECORDING SECRETARY REPORT
Pursuant to the Brown Act, the August 27, 2007 Agenda for the Regular Meeting
was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza
on August 23, 2007 at 4:51 p.m.

RECOMMENDATION:
Instruct the Commission Secretary to enter posting into the minutes.

C. CONDITIONAL USE PERMIT NO. 2007-19
Filed by Vanessa Pham to allow a Type 41 Alcoholic Beverage Control license for
on-sale beer and wine at the Hien Vuong Restaurant located at 2525 Westminster
Avenue, Suite H.
RECOMMENDATION:
Confirm the Zoning Administrator's action approving Conditional Use Permit No.
2007-19 as conditioned.

AGENDIZED PROJECTS)

WORK STUDY SESSION
E. CONCLUSION OF LANDSCAPE STANDARDS DISCUSSION
Executive Director Trevino summarized the key points of the prior Commission's
consensus with regards to the landscape standards.
The Commission discussed a plan to facilitate the development process while
maintaining consistency and quality. Commissioners would like different types of
landscape to promote creativity, provide for shade in parkways, layering, spacing of
trees, and a tree topping ordinance. Commissioners indicated that a better
approach would be to deal with context while other commissioners advocated
quality landscaping as opposed to quantity. The Commission expressed concerns
with the impacts of implementation (staff/additional administrative changes) and
enacting policy. The Commission promotes public education, comparison of other
cities and evaluating where the City can improve the existing standards.
Mr. Trevino announced that the Santa Ana Renaissance Specific Plan (SARSP)
will be released to the public on October 3.
Commission requested review of the Citywide Design Guidelines Chapter 9 -
Commercial Design Guidelines, a copy of the SARSP synopsis for comparison,
prior handouts regarding the Recommended Tree List and Various City Landscape
Standards comparison chart.

1. AMENDMENT APPLICATION N0.2007-02, SPECIFIC DEVELOPMENT N0.81
AND TENTATIVE TRACT MAP N0.2007-04 (COUNTY MAP NO. 17071) AND
SITE PLAN REVIEW N0.2007-02
Filed by Alton LLC to change the zoning designation of a parcel from Arterial
Commercial (C5) to Specific Development No. 81 and approve a tract map to
allow a 38 unit single-family detached condominium project at 3321 South
Fairview Street.

RECOMMENDATION:
Recommend that the City Council:
1. Approve and adopt the Mitigated Negative Declaration and Mitigation
Monitoring Program, Environmental Review No. 2007-37.
2. Adopt an ordinance approving Amendment Application No. 2007-02
and Specific Development No. 81.
3. Adopt a resolution approving Tentative Tract Map No. 2007-04 (County
Map No. 17071) as conditioned.
4. Adopt a resolution approving Site Plan Review No. 2007-02 as
conditioned.
Assistant Planner Carlos Rodriguez presented the staff report and
recommendation.
Vice Chair De La Torre requested that the fencing provisions be described within
the CC&Rs.
The public hearing was opened.
No written communications were received.
Applicant Jim Manning addressed the Planning Commission's prior requests:
1. The entry landscaping was modified to incorporate larger canopy trees
2 Alton/Fairview project entry landscaping enhanced the tree selection and
included special pavers
3. Installation of a perimeter wall at Fairview to prohibit view access of first-
story level
4. The neighborhood outreach efforts included a meeting with the neighbors
and a follow up letter/invitation to a special meeting with the developer for
those who did not attend the meeting.
The public hearing was closed.

Commission discussion ensued regarding recommendation for green wall
enhancement on Alton Court to prevent graffiti.
MOTION: Recommend that the City Council:
1. Approve and adopt the Mitigated Negative Declaration and
Mitigation Monitoring Program, Environmental Review No.
2007-37.
2. Adopt an ordinance approving Amendment Application No.
2007-02 and Specific Development No. 81.
3. Adopt a resolution approving Tentative Tract Map No. 2007-04
(County Map No. 17071). The Planning Commission modified
Planning Condition No. 2 of Exhibit 11, that CC&Rs shall include a
provision banning front yard and side fences and front porch
railings except as shown in plans or elevations submitted by the
applicant in conjunction with the approval of the tentative tract
map.
4. Adopt a resolution approving Site Plan Review No. 2007-02 as
conditioned. The Planning Commission modified Section 15(e)1 -
In addition, all exterior walls shall be covered in vines to deter
graffiti.

3. Staff Comments
Mr. Trevino informed the Commission that Planning Manager Haluza was absent
due to illness. He commented on the Santa Ana Renaissance Specific Plan
(SARSP) that is scheduled for the public on October 3; and provided timelines for
the draft Environmental Impact Report and Planning Commission public hearing.
Mr. Trevino indicated that the SARSP updates are available on the city website.
4. Planning Commission Comments

• Requested status on the relocation of the Twist Basler House.
• Requested an update on the mobile advertising along the 55 Freeway.
Vice Chair De La Torre conveyed condolences to Vince Fregoso for his departed
father-in-law.
5. Excuse of Absences
Commissioner Mill made a motion to excuse the absences of Commissioners
Gartner and Leo. The motion was seconded by Commissioner Betancourt and
unanimously approved by the Commission.
