C. COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING
AGENDIZED PROJECTS)
Commissioner O'Callaghan abstained from voting on public hearing items for
2022 North Ross Street (HRCA/HRC 2010-03) and 2127 North Greenleaf Street
(HRCA/HRC 2010-04) and Business Calendar items E for 2022 North Ross
Street (HPPA 2010-09) and Item F for 2127 North Greenleaf Street (HPPA 2010-
10) as he resides within the 500 foot radius of the properties.
City Attorney Fletcher reviewed the radius map for Commissioner O'Callaghan
and indicated he resides outside the 500 foot radius for 2022 North Ross Street.

E. HISTORIC PRESERVATION PROPERTY AGREEMENT NO. 2010-09
Filed by the City of Santa Ana, to execute a historic property preservation
agreement with Donald and Joanne Payne for the structure at 2022 North Ross
Street (Cotton Mather House).
RECOMMENDED MOTION: .
Recommend that the City Council authorize the City Manager and .Clerk of the
Council to execute the attached agreement with Donald and Joanne Payne,
property owners, for the structure located at 2022 North Ross Street subject to
non-substantive changes approved by the City Manager and City Attorney.
G. HISTORIC PRESERVATION PROPERTY AGREEMENT NO'. 2010-11
Filed by the City of Santa Ana to execute a historic property preservation
agreement with Stephanie Stephens for the structure at 2003 North Ross Street
(Frandson House).
RECOMMENDED MOTION:
Recommend that the City Council authorize the City Manager and Clerk of the
Council to execute the attached agreement with Stephanie Stephens; property
owner, for the structure located at 2003 North Ross Street subject to non-
substantive changes approved by the City Manager and City Attorney.
H. HISTORIC PRESERVATION PROPERTY AGREEMENT NO. 2010-12
Filed by the City of Santa Ana to execute a historic property preservation
agreement with Gumm & Livingston Investments, a General Partnership, for the
structure at 225 North Broadway (The Pacific Building).
RECOMMENDED MOTION:
Recommend that the City Council authorize the City Manager and Clerk of the
Council to execute the attached agreement with Gumm and Livingston
Investments, a General Partnership organized in California, property owner, for
the structure located at 225 North Broadway subject to non-substantive changes
approved by the City Manager and City Attorney.
I. HISTORIC PRESERVATION PROPERTY AGREEMENT NO. 2010-13
Filed by the City of Santa Ana to execute a historic property preservation
agreement with Armin Schwegler for the structure at 602 South Broadway
(Fipps-Fink House).
RECOMMENDED MOTION:
Recommend that the City Council authorize the City Manager and Clerk of the
Council to execute the attached agreement with Armin Schwegler, property
owner, for the structure located at 602 South Broadway subject to non-
substantive changes approved by the City Manager and City Attorney.

agreement with Melvin and Catherine Ladd for the structure at 2127 North
Greenleaf Street (E. B. Smith House).
RECOMMENDED MOTION:
Recommend that the City Council authorize the City Manager and Clerk of the
Council to execute the attached agreement with Melvin and Catherine Ladd,
property owners, for the structure located at 2127 North Greenleaf Street subject
to non-substantive changes approved by the City Manager and City Attorney.
MOTION:

the motion was seconded by Commissioner O'Callaghan and unanimously approved by
the Commission by a vote of 5:0.
