HomeMy WebLinkAbout2008-33TJ - 12/04/08 • RESOLUTION NO. 2008-33 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ANA DENYING NEIGHBORHOOD PROJECT REVIEW NO. 2008-01 TO PERMIT THE REHABILITATION OF THE FRONT PORCH AT 919 NORTH LACY LOCATED WITHIN THE SPECIFIC DEVELOPMENT NO. 19 ZONE (SD- 19) (FRENCH PARK) BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Planning Commission of the City of Santa Ana hereby finds, determines and declares as follows: A. The property owner is requesting approval of Neighborhood Project Review No. 2008-01 to permit the rehabilitation of the existing front porch landing and entry steps, which rehabilitation involves changing the existing concrete surface of the landing and steps by applying red brick veneer on the porch surface and Saltillo clay tiles • to the facing of the stair risers and maintaining the existing posts and wood railing, for the property located at 919 North Lacy, which is located within the Specific Development 19 (SD-19) Zoning District (French Park). B. The proposed rehabilitation to the front porch landing and entry steps has been previously completed by the owner absent the required reviews by the Historic Resources Commission for a Historic External Modification Application, the French Park Architectural Design Commission, or the Planning Commission for a Neighborhood Project Review. C. Pursuant to Santa Ana Municipal Code section 30-6, the Historic Resources Commission held a duly noticed public hearing on November 6, 2008 for the request for exterior modifications of the historic Straub House located at 919 North Lacy, Santa Ana, and denied the proposed Historic Exterior Modification Application (HEMA No. 2008-03) based on its determination that that the proposed brick and the material was not historically appropriate. D. The French Park Architectural Review Committee has reviewed the proposed porch rehabilitation and recommended that the brick veneer and the be removed and the porch and steps be restored to • a historically appropriate material. Santa Ana Municipal Code Section 41-593.5(c) requires the • Planning Commission to review all plans within a Specific Development Plan area to ensure that the project is in conformity with the approved Specific Development. F. On December 8, 2008, the Planning Commission conducted the necessary review pursuant to Santa Ana Municipal Code Section 41-593.5(c). G. After considering all of the evidence submitted, the Planning Commission finds and determines that Neighborhood Project Review No. 2008-01 is not consistent with the French Park Architectural Design Guidelines and does not comply with the French Park zoning provisions. The replacement of the existing concrete porch landing and entry steps with a brick pattern porch and the steps is inconsistent with the character defining features of a Craftsman Bungalow home according to the French Park Design Guidelines. 2. The proposed modification, which calls for the alteration of the porch landing and steps from concrete to brick veneer and tile, would alter an element in a highly visible location on the facade in a manner that is incompatible with the 1924 Craftsman/Colonial Revival style architectural style the property represents. The porch and porch steps are character-defining features of this blended architectural style; the use of a material other than wood or concrete would substantially compromise the historic integrity of the structure. H. This project was reviewed in accordance with the Guidelines for the California Environmental Quality Act. The recommendation is exempt from further review pursuant to Section 15301, as the project includes minor alterations to the existing structure. This exemption applies to projects which a public agency disapproves. Environmental Review No. 2008-183 will be filed for this project. Section 2. The Planning Commission hereby denies Neighborhood Project Review No. 2008-01. This decision is based upon, but is not limited to: the Request for Planning Commission Action dated December 8, 2008, and exhibits attached thereto, and the public testimony, all of which are incorporated herein by this reference. r~ ~~ Resolution No. 2008-33 Page 2 of 5 C7 • • ADOPTED this 8th day of December, 2008.
