RESOLUTION NO.2007-22
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF SANTA ANA APPROVING
NEIGHBORHOOD PROJECT REVIEW NO. 2006-18
TO ALLOW THE CONSTRUCTION OF A
RESIDENTIAL ADDITION AND AN ADDITION TO
THE GARAGE AT 823 SOUTH VAN NESS AVENUE
LOCATED IN THE SPECIFIC DEVELOPMENT 40
ZONE (SD-40) (HENINGER PARK)
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
SANTA ANA AS FOLLOWS:
Section 1. The Planning Commission of the City of Santa Ana hereby
finds, determines and declares as follows:
A. The property owner is requesting approval of Neighborhood Project
Review No. 2006-18 to allow the construction of a residential
addition and garage addition at 823 South Van Ness Avenue, which
is located within the Specific Development 40 Zone (SD-40)
(Heninger Park).
B. The applicant is proposing to construct a 300 square foot addition
at the rear of the existing single-family residence, and a 237 square
foot extension of one of the existing one-car garage to create atwo-
cargarage.
C. The proposed addition will match all the exterior elements of the
existing residence including the wood siding, double-hung wood
windows, and roof pitch.
D. The Heninger Park Review Committee has reviewed the proposed
construction and recommends approval of the project.
E. Santa Ana Municipal Code Section 41-593.5(c) requires the
Planning Commission to review all plans within a Specific
Development Plan area to ensure that the project is in conformity
with the approved Specific Development.
F. On May 14, 2007, the Planning Commission conducted the
necessary review pursuant to Santa Ana Municipal Code Section
41-593.5(c).
• G. After considering all of the evidence submitted, the Planning
Commission finds and determines that Neighborhood Project

• Review No. 2006-18 is consistent with the Heninger Park
Architectural Design Guidelines and complies with the Heninger
Park zoning provisions.
H. In accordance with the California Environmental Quality Act, the
proposed project is exempt from further review per section
15301(e)(1). The Class 1 exemption allows additions not exceeding
2,500 square feet in area. Categorical Exemption Environmental
Review No. 07-45 will be filed for this project.

Section 2. The Planning Commission hereby approves Neighborhood
Project Review No. 2006-18. This decision is based upon, but is not limited to:
the Request for Planning Commission Action dated May 14, 2007 and exhibits
attached thereto, and the public testimony, all of which are incorporated herein
by this reference.
