HomeMy WebLinkAbout2003-51• RESOLUTION NO.2003-51 Koo-1 /8/04 A RESOLUTION OF THE PLANNING COMISSION OF THE CITY OF SANTA ANA APPROVING NEIGHBORHOOD PROJECT REVIEW NO. 2003-01 TO PERMIT THE CONSTRUCTION OF TWO SINGLE-FAMILY RESIDENCES AT 325 WEST PINE STREET IN THE SPECIFIC DEVELOPMENT 40 ZONE (SD-40) (HENINGER PARK) BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Planning Commission of the City of Santa Ana hereby finds, determines and declares as follows: A. The Applicant, The Santa Ana Community Redevelopment Agency, is requesting approval of Neighborhood Project Review No. 2003-01 to permit the construction of two single-family dwelling residences with detached two-car garages for the property located at 325 West Pine • Street. The Property is located within the Specific Development 40 (SD- 40) Zoning District (Heninger Park). Once subdivided, one single-family dwelling unit will be constructed per lot. The proposed addresses for the two single-family dwellings will be 217 and 219 South Birch Street. 2. The new construction on the site has been designed to reflect the scale, characteristics, materials and colors of the existing residences in the neighborhood. B. The Heninger Park Site Review Committee has reviewed the proposed construction and approved the project as with one condition. Heninger Park is requiring that if a chimney is proposed at a future date, it be constructed of natural river rock, stone or brick masonry. C. Santa Ana Municipal Code Section 41-593.5(c) requires the Planning Commission to review all plans within a Specific Development Plan area to ensure that the project is in conformity with the approved Specific Development. D. The Planning Commission after considering all of the evidence submitted, finds and determines that Neighborhood Project Review No. 2003-01 • Resolution No. 2003-51 Page 1 of 3 • project is consistent with the Heninger Park Architectural Design Guidelines and complies with the Heninger Park zoning provisions. E. In accordance with the California Environmental Quality Act, the proposed project is exempt from further review. Categorical Exemption Environmental Review No. 03-13 will be filed for this project. Section 2. The Planning Commission hereby approves Neighborhood Project Review No. 2003-01 as conditioned in Exhibit "A" attached hereto and incorporated herein. Resolution No. 2003-51 Page 2 of 3 P Date: PI nning Commi on Secr ry City of Santa Ana ~ ~ ~_J Resolution No. 2003-51 Page 3 of 3 • Conditions of Approval Neighborhood Proiect Review No. 2003-01 Neighborhood Project Review No. 2003-01 is approved subject to compliance, to the reasonable satisfaction of the Planning Manager, with all applicable sections of the Santa Ana Municipal Code, the California Administrative Code, the Uniform Fire Code, the Uniform Building Code and all other applicable regulations. The applicant must comply in full with each and every condition listed below rip or to exercising the rights conferred by this neighborhood project review. A. Planninct Division 1. Prior to issuance of permits for the second single-family residence, Tentative Parcel Map No. 2003-07 must be approved and a new grant deed recorded to create two legal building sites. 2. The project must remain in compliance with Site Plan Review DP No. 2003-02. 3. Any chimney for the residence must be constructed with natural river rock, stone or brick masonry materials. EXHIBIT A
