A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SANTA ANA APPROVING CONDITIONAL
USE PERMIT NO. 2003-07 TO OPERATE A COUNSELING
SERVICE FACILITY AT 1905 NORTH COLLEGE AVENUE
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
SANTA ANA AS FOLLOWS:
Section 1. The Planning Commission of the City of Santa Ana hereby finds,
determines and declares as follows:
A. Conditional Use Permit No. 2003-07 came before the Planning
Commission of the City of Santa Ana for a duly noticed public hearing on
April 14, 2003.
B. The applicant is requesting approval of Conditional Use Permit No. 2003-
• 07 to allow a counseling facility within two existing medical office buildings
located at 1905 North College Avenue, a general commercial (C2) zoning
district.
C. Santa Ana Municipal Code Section 41-638 authorizes the Planning
Commission to grant a conditional use permit upon making certain
findings.
1. Will the project provide a service or facility which will contribute to
the general well being of the neighborhood or the community?
The use of the existing medical offices for alcohol and drug
abuse counseling within the existing conference rooms
provides long-term social benefits to the community. The
activity is an important component in drug and alcohol
education and recovery programs and has a countywide
benefit.
2. Will the proposed use under the circumstances of the particular
case be detrimental to the health, safety, or general welfare of
persons residing or working in the vicinity?

The existing medical offices at 1905 North College Avenue
have included medical uses with no detrimental or adverse
impacts on adjacent properties. As conditioned, the granting
of the conditional use permit has little potential for significant
adverse impacts on the adjacent commercial uses, school or
residential uses. The use will be in compliance with all
development standards, which should enhance and not be
detrimental to persons residing or working in the area.
3. Will the proposed use adversely affect the present economic
stability or future economic development of properties surrounding
the area?
The adjacent medical buildings, school and residences in the
same vicinity will not experience any long term detrimental
impacts on business since the proposed activity will occur
within the existing building and will be conditioned to avoid
noise impacts to any residential use. The use and the
proposed property improvements should benefit the
community and not adversely affect the present economic
stability or future economic development of properties in the
surrounding area.
• 4. Will the proposed use comply with the regulations and conditions
specified in Chapter 41 of the Santa Ana Municipal Code for such
use?
Conditions of approval of the conditional use permit require
the La Familia facility be brought up to minimum code
requirements for parking and commercial development
standards including lighting upgrades, a landscape buffer
adjacent to residential, and interior parking lot landscape
planters within the existing parking area.
5. Will the proposed use adversely affect the General Plan of the City
or any specific plan applicable to the area of the proposed use?
The proposed use will not adversely impact the General Plan
of the City, as this medical office use is consistent with the
Professional and Administrative Office (PAO) land use
designation. In addition, to due to no floor expansion, but
rather a reconfiguration of existing floor area, the existing floor
area ration has not been altered.
D. In accordance with the California Environmental Quality Act, Mitigated
Negative Declaration and Mitigation Monitoring Program, Environmental
• Review No. 2002-292 is approved and adopted .

Section 2. The Planning Commission of the City of Santa Ana hereby,
• approves Conditional Use Permit No. 2003-07 as conditioned in Exhibit "A" attached
hereto and incorporated herein.

Conditions for Apuroval for Conditional Use Permit No 2003-07
Conditional Use Permit No. 2003-07 is approved subject to compliance, to the reasonable
satisfaction of the Planning Manager, with all applicable sections of the Santa Ana
Municipal Code, the California Administrative Code, the Uniform Fire Code, the Uniform
Building Code and all other applicable regulations.
The applicant must comply in full with each and every condition listed below rip or to
exercising the rights conferred by this conditional use permit.
The applicant must remain in compliance with all conditions listed below throughout the
life of the conditional use permit. Failure to comply with each and every condition may
result in the revocation of the conditional use permit.
A. Planning Division
1. Any amendment to this conditional use permit must be submitted to the
Planning Division and Police Department for review.
• 2. The counseling facility shall be utilized exclusively for youth and adult
outpatient alcohol and drug counseling and treatment services. The facility
shall not allow patients to be admitted for overnight stays.
3. There shall be no counseling or assembly activity before 7:00 a.m. or after
10:00 p.m., Monday through Saturday.
4. All counseling assembly, fund raising or business activity shall be
conducted within the enclosed building(s).
5. A landscaped area of not less than seven feet wide, including the
thickness of the raised curb, shall be maintained along the northern
property line abutting residential uses.
6. Interior parking lot landscaping shall be provided at a rate of one planter for
each 10 parking spaces. Landscape planter areas shall be provided with
plant material per the commercial area landscape standards. The minimum
dimensions of each landscape planter shall be 8.5 feet in width by 18 feet in
length.
7. Exterior lighting must be in compliance with Police Department security
standards.

• 8. All signs shall comply with Chapter 41 of the City of Santa Ana Municipal
Code.
9. The project shall remain in compliance with Site Plan Review (DP No. 02-
60).
10. The proposed use shall be evaluated after 90 days, six months and
annually thereafter in order to determine compliance with the above
conditions.
