A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SANTA ANA APPROVING MINOR EXCEPTION NO
2003-02 FOR THE PROPERTY AT 288 SOUTH HARBOR
BOULEVARD
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA
ANA AS FOLLOWS:
Section 1. The Planning Commission of the City of Santa Ana hereby finds,
determines and declares as follows:
A. Minor Exception No 2003-02 came before the Planning Commission of the
City of Santa Ana for a public hearing on March 24, 2003.
B. Minor Exception No. 2003-02 has been filed with the City of -Santa Ana
seeking to permit shared parking for the property located at 288 South
Harbor Boulevard.
C. The Planning Commission determines that the following findings, which
must be established in order to grant a minor exception from the provisions
of the Santa Ana Municipal Code, have been established:
1. That the uses on the premises of the new Catholic Church provide no
conflict between parking for one use and parking for another use due
to differences in time between the primary utilization of parking as
between such uses.
As conditioned, the project sanctuary, the highest parking generator
on the site, will only be utilized when all other uses on the property
will remain in non-use. This is consistent with the operation plan of
the new parish.
2. Granting the variance will not substantially increase difficulties of
vehicular maneuverability or traffic congestion.

• As conditioned and designed, the project on and off-site circulation
will not be impacted by the granting of shared parking between the
on-site uses of the property.
D. In accordance with the California Environmental Quality Act, the proposed
project has been determined to be adequately evaluated in previously
prepared Negative Declaration No. 99-179.
Section 2. The Planning Commission of the City of Santa Ana after conducting the
public hearing hereby approves Minor Exception No. 2003-02 as conditioned in Exhibit "A"
attached hereto and incorporated herein.
ADOPTED this 24th day of March, 2003 by the following vote:

Conditions for Approval for Minor Exception No. 2003-02
Minor Exception No. 03-04 is approved subject to compliance, to the reasonable
satisfaction of the Planning Manager, with all applicable sections of the Santa Ana
Municipal Code, the California Administrative Code, the Uniform Fire Code, the Uniform
Building Code, and all other applicable regulations.
The applicant must comply in full with each and every condition listed below rior to
exercising the rights conferred by this minor exception.
The applicant must remain in compliance with all conditions listed below throughout the
life of the minor exception. Failure to comply with each and every condition may result in
the revocation of the minor exception.
A. Planning Division
1. Comply with the conditions and requirements of DP No. 02-83 and the staff
report exhibits.
2. There shall be no more than 1,090 seats or occupancy of the church at any
time.
• 3. Mailings and announcement requesting parishioners to walk, carpool,
and/or attend earlier or later Masses, and to refrain from parking in the
residential neighborhoods must be distributed to the congregation.
4. Change the Parish Hall meeting from 2:00 p.m. to 2:30 p.m. to avoid
potentia{ over{ap with the 1:00 p.m. Mass. No assembly activity in the hall
or meeting rooms may occur within a half hour prior to and after a mass
except that break-outs from services can be held as long as the break-out
begins and ends with each church service.
5. The Diocese of Orange shall provide its best effort to secure a reciprocal
access easement out to First Street via the adjacent property to the north
from the northeast corner of the site.
6. In order to ensure the site operates in a shared use manner, the use of
meeting rooms and the hall for assembly use is limited to when the church
services are not occurring except for break-out sessions for meeting rooms
and/or parish hall that begins and ends with each church service.
7. There shall be a two-hour separation between the beginning of each church
service.
