RESOLUTION NO. 2005-06 KO - 05/31 /05 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ANA APPROVING NEIGHBORHOOD PROJECT REVIEW NO. 2004-17 TO PERMIT THE CONSTRUCTION OF A RESIDENTIAL ADDITION TO THE PROPERTY LOCATED AT 505 SOUTH GARNSEY STREET LOCATED IN THE SPECIFIC DEVELOPMENT 40 ZONE (SD-40) (HENINGER PARK) BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Planning Commission of the City of Santa Ana hereby finds, determines and declares as follows: A. The Property Owner is requesting approval of Neighborhood Project Review No. 2004-17 to permit the construction of a 209 square foot addition to the rear of an existing 1,249.45 square foot single-family residence located at 505 South Garnsey Street, which is located within the Specific Development 40 Zone (SD-40) (Heninger Park). 1. The project will involve the addition of a hall, bedroom and bathroom, as well as the removal of an exterior door and relocation of an interior door for an existing bedroom. 2. The addition will be compatible with the existing 1921 modified Craftsman Bungalow architectural style. 3. The proposed exterior design elements include replicating the existing period details such as the corner brackets, exposed rafter tails, attic vents, clapboard siding and the relocation and re-use of the existing single-hung wood windows at the rear of the residence B. The Heninger Park Site Review Committee has reviewed the proposed construction for conformance with these standards and has recommended approval of the project with conditions that the new siding match the dimensions and material of the existing clapboard siding and that the rafter tails on the addition match the • Resolution No. 2005-06 Page 1 of 3 • existing in size, design and style. The proposed elevations reflect the Committee's recommendation. C. Santa Ana Municipal Code Section 41-593.5(c) requires the Planning Commission to review all plans within a Specific Development Plan area to ensure that the project is in conformity with the approved Specific Development. D. The Planning Commission after considering all of the evidence submitted, finds and determines that Neighborhood Project Review No. 2004-17 project is consistent with the Heninger Park Architectural Design Guidelines and complies with the Heninger Park zoning provisions. E. In accordance with the California Environmental Quality Act, the proposed project is exempt from further review under Section 15301, Class 1(e)(1) for an addition to existing structure that will result in less than a 50 percent increase in the floor area of the existing structure. Categorical Exemption Environmental Review No. 04-244 will be filed for this project. Section 2. The Planning Commission hereby approves Neighborhood Project Review No. 2004-17. This decision is based upon but not is not limited to: the Request for Planning Commission Action dated February 14, 2005 and exhibits attached thereto, and the public testimony, all of which are incorporated herein by this reference.
