HomeMy WebLinkAbout2004-13• RESOLUTION NO. 2004-13 Koo-5/25/04 A RESOLUTION OF THE PLANNING COMISSION OF THE CITY OF SANTA ANA APPROVING NEIGHBORHOOD PROJECT REVIEW NO. 2004-11 TO PERMIT THE EXTERIOR MODIFICATION AT 714 NORTH SPURGEON STREET IN THE SPECIFIC DEVELOPMENT ZONE NO. 19 (SD-19) BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Planning Commission of the City of Santa Ana hereby finds, determines and declares as follows: A. The Property Owners are requesting approval of Neighborhood Project Review No. 2004-11 to permit the replacement of the damaged existing wood porch columns with Permacast columns of like architectural style and size for the property located at 714 North Spurgeon Street, which is located • within the Specific Development 19 (SD-19) Zoning District (French Park). B. The French Park Review Committee identified concerns regarding the compatibility of the substitute materials with the neighborhood design guidelines, and requested the repair of the wood columns or the fabrication and installation of identical wood columns. C. The French Park Design Guidelines state that "Replacing in kind an entire entrance or porch that is too deteriorated to repair - if the form and detailing are still evident -using the physical evidence to guide the new work. If using the same kind of material is not technically or economically feasible, then a compatible substitute material may be considered." The proposed Permacast columns will be of like architectural style, form and detail that are consistent with the adopted neighborhood guidelines. 2. The wood columns were not original to the structure. Historic documentation and inspection reveal that the columns are most likely from a 1987 renovation. D. The fabrication of identical wood columns is cost prohibitive to the applicant and repair is not a viable or cost-effective option. • Resolution No. 2004-13 Page 1 of 3 E. The substitute material for the wood columns meets the Secretary of the . Interior's Standards for Rehabilitation. These nationally accepted standards encourage the use of in-kind materials, but also allow for the use of compatible substitute materials as replacement for deteriorated features if the new material conveys the same form, design and overall visual appearance as the historic feature. F. Santa Ana Municipal Code Section 41-593.5(c) requires the Planning Commission to review all plans within a Specific Development Plan area to ensure that the project is in conformity with the approved Specific Development. G. The Planning Commission after considering all of the evidence submitted, finds and determines that Neighborhood Project Review No. 2004-11 project is consistent with the French Park Architectural Design Guidelines and complies with the French Park zoning provisions. H. In accordance with the California Environmental Quality Act, Categorical Exemption, Environmental Review No. 04-83 has been prepared for this project. Section 2. The Planning Commission hereby approves Neighborhood Project Review No. 2004-11.
