RECOMMENDED ACTION
Authorize staff to apply for federal funding of four projects and to submit the projects for funding
consideration under the Highway Safety Improvement Program.
DISCUSSION
The State of California Department of Transportation issued a call for projects for the Highway
Safety Improvement Program (HSIP) for Federal Fiscal Year 2010/2011. HSIP is a federally
funded program, which provides construction funds for projects to improve traffic and pedestrian
safety, such as traffic signals and signage upgrades.
Staff is requesting authorization to submit four projects for HSIP funding (Exhibit 1). The
selected project locations are based on the FY 09/10 Traffic Signal Priority List ranking that
considers vehicular traffic volume, pedestrian activity, and collisions history. Given the need for
these improvements, staff recommends the City Council adopt a resolution supporting federal
funding of these projects and authorizing staff to submit the designated projects for funding
consideration under the Highway Safety Improvement Project.
ENVIRONMENTAL IMPACT
Environmental reviews will be conducted for those projects that receive funding and will be
presented to the City Council when the construction contract(s) is awarded. These types of
projects typically qualify for Categorical Exemptions.

FISCAL IMPACT
The City needs to provide 10 percent matching funds and the Highway Safety Improvement
Program will provide 90 percent of the funding for any project that is approved for funding. The
City's 10 percent match for those project receiving HSIP grant funds will be budgeted in a future
Capital Improvement Program.
