C. Planning Commission Minutes - 2 - August 22, 2005 Mr. Trevino provided clarification for reconsideration on Commission's direction on July 25, 2005 regarding the materials and design of the museum's entry way. 1 MOTION: Reconsider the action taken on July 25, 2005 Planning Commission. MOTION: Cribb SECOND: De La Torre VOTE: AYES: Cribb, De La Torre, Leo, Lutz, Mondo, Nalle (6) NOES: None (0) ABSTAIN: None (0) ABSENT: Gartner (1) Senior Planner Sergio Klotz recapped the conditions of approval for The Bowers Museum expansion related to the building materials and architecture of the arch entry way. Mr. Trevino commented that the arch design had been modified in response to Commission comments and that real stone was preferred to faux stone. Mr. Coffee reviewed the refinements to the arched form, the facade with natural stone and the design of the existing arches on the elevation. Renderings presented highlighted the revised arch. Mr. Coffee also discussed his research on the costs of real stone versus the synthetic materials. Commission discussion ensued regarding elevation, material sample submitted to the Historic Resources Commission, material selection longevity, costs comparisons and the design of the archway. Mr. Trevino commented on aesthetics of the material and cost factors. 1 Vice Chair Leo suggested obtaining bids for natural stone with the final decision on materials to be dealt with in the future, allowing The Bowers Museum ample time to find donor(s) for natural materials. Mr. Kaufman suggested approval of natural materials "prior to construction"; if unable to find a donor within a year, then revert to synthetic materials. MOTION: Recommendation that the City Council: a. Approve and adopt the Mitigated Negative Declaration and Mitigation Monitoring Program, Environmental Review No. 2005- 45. b. Associate Planner Bill Apple responded to inquiries from Commission made on July 25, 2005 regarding streets remaining with rolled curbs, neighborhood parking program, similar projects, and meeting with the neighborhood. Commissioner Cribb commented on the breadth of the various infractions in the neighborhood. Mr. Trevino clarified that development standards in place when the area was developed as a County island, led to the current situation. The public hearing was opened. Speaking in support of the recommendation were: President New Horizons Neighborhood Association Beatrice Calderon, Debbie McEwen, representing New Horizons Neighborhood Association Esther Trujillo and Robert Ayala, Steve McGuigan, and Riverview Neighborhood Association representative Glen Stroud, Speaking in opposition of the recommendation were: Pedro Picon and Jose Gomez The public hearing was closed. MOTION: Leo SECONDED: Nalle Approve 20-foot width driveways, allow existing second driveways, deny new variances for second driveway and deny circular driveway Commission discussion ensued regarding the importance of neighborhood preservation and the need for clear standards throughout the City. SUBSTITUTE MOTION: Mondo SECONDED: Cribb Deny variances allowing second driveway, approve variances allowing a driveway that exceeds the width of the garage but not to exceed 20 feet and deny the circular driveway Commission discussed the need to work with the neighborhood to investigate other issues, such as the installation of speed humps to control speed, neighborhood educational programs, and parking permit programs. Chairman Mondo • Requested the clean up of the Home Depot sidewalks; recommended that City enforce or amend the ordinance east of MacArthur to coincide with similar restrictions given to the Fourth Street and South Bristol merchants. • Suggested contacting Cal Trans, indicated that the surrounding area has a lot of debris to clean up on the northbound 55 Freeway/MacArthur interchange which is regarded as the entry to Santa Ana. • Requested an update on the Law Library regarding the completion of the expansion and fountains. • Expressed his gratitude for serving on the Commission since his appointment in 1990, he served with 25 planning commissioners, five executive directors, three city attorneys, three former council members (Commissioner Lutz being one). He stated that school board member Rob Richardson and former Mayor Dan Young got him involved with the City. He also thanked staff for their efforts.
